A regular meeting, of the City Council called to order by the
Mayor. Councilmen present: Cordingly, Fritz, Newberry, Christman_,
Thatcher. Councilmen absent: none.
Administrative officials present: Campbell, Burch, Smith, Knapp,
Gautereaux, Bird, Finnerty, Ireland, DeHaven.
Moved by Christman, seconded by Fritz, that the following bills
be allayed:

-fOrgl communication: Mr. Briggs present In regard to moving house
from 3117 Colton Avenue, San Diego to a lot on L Avenue, National
City.Iioved by Newberry, seconded by Fritz, that Mr. Briggs be allowed
to move the house to National City, provided house and alterations
comply with the City Ordinance. Carried, all Councilmen present
voting aye. Councilmen absent: none.
✓ Oral communication: Mr. Johnson present in regards to moving
a house from San Diego to Lot 13, Block 276, corner of 20th and
Cleveland Avenue, Nati nal City. Moved by Fritz, seconded by
Christman, that Ivir. Johnson be allowed to move the house into Nat'l
City, providied house and alterations comply with the now existing
ordinance. Carried, all Councilmen present voting aye. Councilmen
absent: none.

delinquent taxes be accepted without the seven percent interest and
the cancellation fee:

/Communication from the Traffic Commission recommending parallel
parking on all streets within the City limits. Ir`!oved by Fritz,
seconded by Christman, the matter be laid over until the next regular
meeting. Carried, all Councilnai present voting aye. Councilmen

/Communication from the Divisions of Highways regarding the
installatiorlof traffic, lights at National Avenue and 8th Street.
Moved by Fritz, seconded by Cordingly, letter be laid over until
next regular meeting due to the parallel parking question arising.

)(Communication from the American Red Cross expressing their
appreciation for th4ise of our Municipal Park fbr their Annual
Red Cross First Aid Picnic. Rend and ordered filed.

requesting the appointment of Mr. G. Chas Watson to replace

vacancy by resignation of Mr. i'red II. Tonge. Moves' by Newberry,
seconded by Cozdingly, Mr. Watson be appointed. Carried, all Councilmen
present voting aye. Councilmen absent: none.
The Librarian reported the receipt of a gift of two hundred ani
fift/ dollars from the Solar and Consolidated Aircraft companjr for the
purchase of technical books.
Communication from the Tavares Construction Company, Inc., wit]
easement for pipe line. Moved by Fritz, seconded by Newberry, easement
be referred back to tit Tavares Construction Company recommending a 12"
line. Carried, all Councilmen present voting aye. Councilmen absent: no:
/City Clerk Smith, submitted a County check in the amount of
$ 31.80 representing the City's share of the County Tax Sale No. 1972.
Moved by Fritz, seco nded by Cordi igly, that RESOLUTION NO. 2392 be
adopted, accepting the County check No. 26561 in the amount of $ 31.80
and authorize the proper' officers to make record of same. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none.
Petition presented by property owners surrounding property
at 926 Hoover Avenue, National City, protesting the presence of a
trailer due to the inadequate sanitary conditions, as well as considFrii
the presence of the trailer will depreciate the value of their property
Moved by Newberry, seconded by Fritz, petition be referred to the Chief
of Police. Carried, all Councilmen present voting aye. Councilmen absen
none.
Grant Deed of Christine E. Pallas and Paul Pallas, husband and
wife, to certain property to be used as street purposes, read. IvMoved by
Dritz, s econded by Christman, that RESOLUTION FO. 2393 be adopted,
accepting the deed. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.

2394 be adopted, fixing the tax rate and levying the taxes for the
fiscal year 1942-1943. Carrie des all Councilmen present voting aye on

/Communication from the War Department ( Army) regarding the
leasing of certain tidelands situated in the City of National City
which are essential to the war efforts. Moved by Fritz, seconded by
Newberry, the natter be ]a id over until the next regular meeting.

City Attorney Burch reported refund to be denieci to the client

of Mr. Ludwig. Moved by Fritz, seconded by Newberry, the client of
Mr. Ludwig be refused refund of City business license. Carried, all
Councilmen present voting aye. Councilmen absent: none.
James A. Bird, co-ordinator of the 0.C.D. in the City of
National City, representing the Salvage Committee asked for the full
cooperation of the City Council in regard to the Salvage Rally to be
held August 12, 1942. Mr. Bird also stated it would be necessary to use
the monies alloted to the Salvage committee at the last regular meeting
in putting over the barbecue to be held. Moved by Fritz, seconded by
Newberry, James A. Bird be appointed chairman in regard to the rally
with full authority. Carried, all Councilmen present voting aye. Counci:
men absent: none.
✓Leslie E. Knapp, chief of Police,present regadding the
construction of an observation post back of the City Garage. Moved by
Christman, seconded by Fritz, YI' 100.00 already appropiateddfor
observation post be used for erecting temporary building to be used
as observation Host for the duration of the war, also Mr. Knapp to see
the Master of the Masonic Lodge in regard to using of said property
where building is to be erected and receive letter of same Giving the
City permission to erect said building. Carrie], all Councilmen present
voting aye. Councilmen_ Absent: none.
Moved blr Fritz, seconded by Newberry, the City Attorney draw
up new ordinance in regard to rolled curbs. Carried, all Councilmen
present voting aye. Councilmen absent: none.
✓ Moved by Christman, seconded by Fritz, City Engineer give the
City Attorney specifications of rolled type curb to assist him in
drawing up new ordinance to :codify Ordinance No. 530. Carried, all
Councilmen present voting aye. Councilmen absent: none.
'Moved by ^.its,, seconded by Christman, City Treasurer be
instructed to have bond holders names and addresses as well as par
value of bonds on said property City is negotiating for as City Park
extension, by next regular meeting. Carried, all Councilmen present
voting aye. Councilmen absent: none.
Being no further business, it was moved by Fritz, seconded by
Cordingly, that the meeting adjourn. Carried, all Councilmen present
