A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Smith, Campbell, Burch, Lamb,
Finnerty, Ire]a nd, Knapp, Gautereaux.
Minutes of the regular meeting of September 1, 1942 and the
special meeting of September 3, 1942, read and approved with the
addition of City Attorney Burch added to the list of officials presen
at the special meeting.

Moved by Newberry, seconded by Cordingly, that the bills be allowed ar
and warrants drawn for same. Carried, all Couhcilmen present voting
aye on roll -call. Councilmen absent: none
<hief of Police Knapp reported that on the petition against the
trailr at 926 Hoover Avenue he had made an investigation and notifie(
the people that the permit would not be renewed after Oct. 1, 1942,
also that there is no health violation there except that the sink
water runs into a bucket, but the premises are clean. Moved by
Cordingly, seconded by Newberry, that the petition against the trailer
be denied and be referred back to the Chief of Police. Carried, all
Councilmen present voting aye. Councilmen absent: none.
'Moved by Cordingly, seconded by Newberry, that the following
delinquent taxes be acceptei without the seven percent interest and
the cancellation fee:

City Clerk Dale Stith reported that a double assessment has
appeareddon the 1940 roll, with one of the assessments going
delinquent and requested permission to cancel assessment no. 1681
in the name of 0.ST.Kissinger on the S 16' of W2 of Lot 351, L.A.
annex No. 2 of "ec. 107, Nat'l Ro- value 50.00. Moved by
Cordingly, seconded by Fritz, that the proper officers be authorized
to cancel assessment no. 1681 on the 1940 toll, and that RESOLII'ION
NO. 2395 be adopted authorizing same. Carried, all Councilmen presort
voting aye on roll -call. Councilmen absent: none.
¶Copy of a letter from Joseph A. Vurgason to the Division of
Highways in rerrard to stagnant water in pool on National Avenue and
the answer by the Division of Highways to Mr. Vurgason, read and
ordered filed.
Communication from the Commandants office, Eleventh Naval
District, requested the City of Nati nal City and the Dity Manager
of San Diego to execute certain copies of a Revocable Permit covering
Harbor Drive through the Destroyer Base, read and referred to the
City Engineer for his files.
?communication from the Los Angeles City Council stating a
resolution adopted by them requesting the allocation of intent out
of the 3 cent sales tax to the Cities, read and ordered filed.
"Communication from -'ors. I.A.Longmore suggesting that the City
petition the state to change the state highway through National City
from National Ave to Roosevelt Averse , also stating that the traffic
signals are badly needed but we also neerl the parking= space, read
and ordered filed.
'Notification of alcoholic beverage license applications of
Wilbur I. Clark and Thomas Neary, Tahiti Cafe, 819 National Avenue
read. No objections b7 the Chief of Police. Ordered filed.

Mayor Thatcher appointed Councilman Newberry, Councilman Fritz,
Councilman Christman and City Attorney Burch as a committee to work
on the revision of the license ordinance.
iDiscussion of parallel parking on National Avenue and 8th Street
as suggested by the Division of highways. HIr. Barron of the San Diego
Safety Committee present and spoke briefly on behalf of parallel
parking from the safeby angle, stressing the hazards of the dimout
in relation to angle parking. Moved by Christman, seconded b y Fritz,
that the matter be laid over until the next meeting. Carried, all
Councilmen present voting aye. Councilmne absent: none.
City Attorney Burch reported that the City has been named in a
quiet title proceedings by James A Abbey and asked authorization to
appear for the City. Moved by Cordingly, seconded by Newberry, that
the City Attorney repvesent the City of National City in the quiet
title proceedings. Carried, all Councilmen present voting aye.
Councilmen absent: none.
Being no further business, it was move,9 by Fritz, seconded by
Cordingly, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilmen absent; none.
