A regular meeting of the City Councilcalled to order by the
Mayor. Councilmen present: Cordingly, Fritz, Newberry, Warner,
and Thatcher.
Administrative officials present: Campbell, Smith, Knapp,
Ireland, Lamb, Finnerty, Bird.
Minutes of the regular meeting of November 18, 1941 and the
special meeting of Noveab er 26, 1941, read and approved.

and warrants drawn for same. Carried, all Councilmen present voting

Mr. Walter Flackand Mr. Gray„of the National City Chamber of
Commerce, committee, appointed to work for a bus line to:the Lincoln
Acres area and to the Navy housing project at the Destroyer Base,
present with the request that the'City Council grant Mr. Clauser
of the Yellow Cab Company a permit to run a;.btstuino.to_these areas
Mr. Clauser will run the bus line as aipriaate individual as the
San Diego Electric Railway 15 not interested. Mayor Thatcher

appointed Councilman Warner, Councilman Fritz and Councilman
Cordirgly and City Attorney Campbell as a committee to work with
the Chamberof Commerce Committee to work out details and schedules
in order that the bus line may start to operate by the holidays,
if the proposition is found acceptable by the City Council.
Breakdown of unit cost of repairing,oiling and resurfacing_
East 8th Street from M Avenue to Sanitarium Avenue and West 13th
Street from National Avenue to Harbor Drive submitted by City
Engineer Ireland. Moved by Fritz, seconded by Cordingrly, that the
City Clerk be instructed to send a copy of the estimate of the unit
cost on thesetwo streets to the County Board of Supervisors
requesting a share of the County Gas Tax Funds for these projects.

Communication from office of the Commandant of the llth Naval
district acknowledging receipt of Mayor Thatcher's litter stating
that the City is willing to enter into negotiations for the Navy
to acquire a portion of the available tidelands and also designatln
Capt. McCandless as the representative of the Commandant to discuss
the proposition with the City Council, read and ordered filed.
Communication from the State Comptroller regarding the
classification of tax deeded properties suitable for Park purposes
read and referred to the City Attorney for action.
/ Pro je ct 20 of Memorandum of Agreement for expendittre of
cent funds for Streets of Major Importance consisting of oiling
and mixing the shoulders on 8th street between M Avenue and
Sanitarium Avenue, read and ordered filed with the City Engineer.
Communication from Abel Garcia regarding the condition of the
building adjacent to his property on McKinley Avenue, stating that -
the building is in such condition that the ihsurance rates in the
vicinity are excessively high and that the building should either
be wrecked or repaired. Bldg. Inspector Bird reported that the
building belongs to Valderamma and that it anuld be wrecked.
Matter referred to the City Attorney for condemnation proceedings.
J Fire Chief Bird requested the appointment of Russell L.
Babcock to the position of permanent fireman as he has served his

probation; said appointment to be effective December 15, 1941 at the
regular base pay of $ 135.00 per month. Chief Bird also recommended
the appointment of Fireman L. Bacon and Ben Diffenbaugh to the
position of Engineer. Moved by Newberry, seconded by Cordingly,
that RESOLUTE ON NO. 2304 be adopted appointing Russell L. Babcock
as a regular fireman at $ 135.00 per month effective December 15,
1941 and Fireman L. Bacon and Ben Diffenbaugh to the position of
Engineer. Carried, all Councilmen present voting aye on roll -call.
Councilmen absent: none.
✓ City Engineer Ireland reported that the plans add specification
as prepared by Koebig and Koebig for the new sewer pumping plants
have been checked and recommends the payment of the final fee of
$ 1,000.00.
Veterans
C'City Assessor Dale Smith reported that the State/Board
exemption bad not been allowed on the Harry Haws property and
requested permission to make the adjustment. Moved by Warner,
seconded by Cordingly, that RESOLUTION NO. 2305 Ile adopted,allowing
the State Veterans Welfare Board of California the exemption of
$ 595 on the Harry Haws assessment, being Assm't no. 1321 of the
1941-1942 roll. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.
/Claim of Mrs: Angie May Dunn of Santa Monica for damages
against the City of National City for injuries alleged to have been
received in a colliaion between the automobile she was riding in ant
one of the police cars, read and upon the instruction of the City
Attorney, referred to the Hartford Accident and Indemnity Company
insurance carriers for the City.
Claim of SyivievPoilack for damages received from a fall over
an alleged defective sidewalk, read and referred to the City Attornn
City Attorney requested more information from the Street Sup't
and the claim tabled until the next meeting.
JCouncilman Fritz reported that the committee appointed to
work out an agreement with Leonard R. McLauchlan for a lease on
portion of the south mole pier,had met with Mr. McLauchlan and that
the, committee recommends the granting of a lease to Mr. McLauchlan
for $ 20.00 per month. City Attorney Campbell read the lease in its

entireity to the Council. Moved by Fritz, seconded by Newberry,
that RESOLUTION NO. 2308 be adopted, authorizing the Mayor to sign
the lease in behalf of the City of National City. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none
Supft of Streets Finnerty reported that heeneeds a new dump
truck in order to carry on the new work of improving Palm Avenue
and the improvement of West 13 th Street and Harbor Drive and that
rather than rent equipment, he wouldrrdther the money be placed
ofor the. purchase of a new GMC dump truck. Moved by Cordingly,

seconded by Fritz, that the City Attorney be authorized to draw
a lease rental contract for the dump truck and that RESOLUTION NO.
2307 be adopted, authorizing the Mayor to sign the lease rental
contract in b ehalf of the City. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
Le -Councilman Fritz, chairman of the Finance Committee, stated
that the committee has studied the City Employees salaries in
relation to the living costs, and while the plan be proposes is not
ideal it will taketf the esent situation. Councilman Frits

recommended that every? ployee of the City who has service of one
year or more be granted a $ 10.00 per month increase in salary
effective January 1, 1942, and that as the new employees qualify as
to the one year service, they be given an automatic increase of
$ 10.00. Councilman Warner stated he is in favor of the increase
and would also request the department heads have the classification
of their department in to the Council by April lat so that the
new classifications can g> into effect on July 1, 1942. Moved by
Fritz, seconded by Newberry, that RESOLUTION N0. 2308 be adopted,
granting the ten dollar raise in salary to all employees with one
year service or more, effective January 1, 1942, and that new
employees be automatically increased when they qualify for the one
year service. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.
`Mayor Thatcher appointed Raymond Newberry ad the City Council
representative on the Co-ordinating Council.
I City Clerk reported that the third telephone line into the
City Hall will cost $ 11.00 per month with the connection fee of

$ 8.00 and that the telephone Company will make a business survey
of the lines if requested. Matter referred to the Finance Committee
for consideration.
Being no further business it was moved by Fritz, seconded by
Newberry, that the meeting adjourn.. Carried, all Councilmen present
voting aye. Councilmen absent: none.
