Carried, all Councilmen present voting aye. Councilman Warner absent. ✓ Mr. Howard Mikkelson of the Mikkelson Disposal Company read a communication from the Director of Public Health relative to the burning of the dumps at night daring a blackout and requested the burninguto be done in the daytime and that the dumlps be covered with a deposit of earth daily: Mr. Mikkelson suggested that the City Defense Council prohibit the picking up of combustible materials tithe residential districts, also requesting the people to burn their own papers. Chief Bird statedthat that would increase the fire hazard in the home area. Councilman Fritz suggested that the matter be worked out on a County basis and the matter was laid over pending action by the other dumps in the County. ,/Mr. George Irey of the San Diego Gas and Electric Company requested a ]e tter f rom the City Council authorizing the Gas Company to turn out the ornamental lights and the City Street lights during a blackout in order to protect the contract which the company holds with the City. The ornamental district to be operated by an outside switch but the intersection lights;go out then the San Diego lights are turned off. 'Communication from the office of the .Fudge Advocate General of the Navy, Land Acquisitions relative to the condemnation of Block 384 of the National "ity Plat, read, also the reply of Mayor Thatchers on December 15th stating the City liens. Notificati cn from the State Board of Equalization of -the. liquor license application of Edward W. Simpkins end Clara I. Simpkins read and referred to the Chief of Police. 4Communication from Mrs. Ernest Kramer pledging the support of the co-ordinated organizations through the Co-ordinating Council 307 and the Defense Recreation Council for the operation of the Federal Recreation Building in the City Park, read. Mayor Thatcher requested a letter thanking them for the support and ordered the communication filed. Report of the City Planning Commission on the petitions for special permits of Mr. Louis Mellor sad Mr. Jos. G. Schneider and the petition for a zone variance by the National Grammar School District trustees, read. Moved by Fritz, seconded by Cordingly, that the report be accepted and filed. Carried, all Councilmen present voting aye. Councilman Warner absent. Moved by Fritz, seconded by Cordingly, that RESOLUTION NO. 2310 be adopted, granting the special permits and the zone variance. Carried, all Councilmen present voting aye on roll -call. Councilman Warner absent./ ✓The request of the Planning Commission that the fees for special permits be placed in a separate fund for the Commission to use laid over until the next meeting. "Request of the General Petroleum Corporation for permission to move a service station into the City of National City from San Diegi to be located on the NE corner of 12th and National Avenue, read. Moved by Cordingly, seconded by Newberry, that the moving permit be granted. Carried, all Councilmen present voting aye. Councilmen absent Warner. Request of the Chief of Police that John W. Wglls, Paul E. Kundrat, J.A.Jeffery Cardin, Robert C. Harlan and Frank Gute, members of the Solar Aircraft plant police be deputized with police powers. Moved by Cordingly, seconded by Newberry, that the Chief be authorized todeputize these men upon the deposit of a $ 500.00 bond each. Carried. all Councilmen present voting aye. Councilmen absent: Warner. " Communic ation fro Luce, Forward, Lee and Kunzel, attorneys for the Atchison, Topeka and Santa Fe Railway Company requesting the Council to adopt a resolution supporting the application of the Railway to the Railroad Commission for permission to extend their line to Chula Vista. Moved by Cordingly, seconded by Newberry, that RESOLUTION NO. 2311 be adopted, endorsing the application of the Atchison, Topeka and Santa Fe Railway Company for permission to extend 308 so - their line to Chula Vista. Carried, all Councilmen present voting aye on roll -call. Councilman Warner absent. 'Notice that the December meeting of the San Diego County Division of the League of California Cities has been postponed until January, 1942. Moved by Cordingly, seconded by Newberry, that the following delinquentrtaxes be accepted without the seven percent interest and th cancellation fee: Wm N, Drew the 1940 tax on Lot 1, Block 2 of T. Parsons Sub of 10 Acre Lot 8, 4 Sec. 155, Nat'l Ro $ 26.98 Mrs. Agnes Gibbs the 1940 tax on Lot 8, Block 3 of Rimballs sub of 10 Acre Lot 4, * Sec. 152, Nat'l Ro 1.47 Union Title Insurance and Trust Company the 1940 tax on the Wf of,Lot 45,(ex N ]S))of Block 4 of Paradena Park of 4 Sec. 131, Nat'l Ro 13.55 Carried, all Councilmen present voting aye. Councilmen absent: Warner. J Request of the Police department for flourescent light fixtur in their office presented; cost of the installation to be $ '66.00. Moved by Fritz, seconded by Cordingly, that the lights be installed. Carried, all Councilmen present voting aye. Councilmen absent: Warner. ✓Park Sup't Gautereaux requested the transfer of $ 50.00 from Park outlay to Park operating expense. Fire Chief Bird requested he transfer of $ 200.00 from Fire outlay to Fire operating expense. Moved by Fritz, Seconded by Cordingly, that the transfers berth de on the budget. Carried, all Councilmen present voting aye. Councilmen absent: Warner. 1 City Attorney Campbell presented the agreement with the City of San Diego for connecting with their disposal plant. It was decided to ask for the inclusion of apparagraph in Section Ell r' providing for a written notice to terminate the agreement 365 days before the termination thereof. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2312 be adopted, authorizing the Mayor to sign the agreement in behalf of the City of National City if and when the City of San Diego agrees to the inclusive of the termination clkuse as suggested by this City. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Warner. JCity Attorney Campbell presented the new sewer ordinance which changes the schedule of fees for connections. Moved by Cordingly 309 seconded by Newberry, that the heading only be read. Carried, all Councilmen present voting aye. Councilman Warner absent. ✓Moved by Cordingly, seconded by Newberry, that ORDINANCE NO. be introduced and laid over, under the rules and according \ to law. Carried, all Councilmen:present voting aye on roll -call. Councilmen absent: Warner. 'Councilmen Fritz, chairman of the Finance Committee, moved that a budget of $ 150.00 be set up for thb City Defense Council. Seconded by Cordingly, and carried, all Councilmen present voting aye. Councilmen absent: warner. Being_na further business, it was moved by Cordingly, seconded by Newberry, that the meeting adjourn. Carried, all Council-• men present voting aye.
