A regular meeting of the City Council called to orde'f' by the
Mayor. Cou4cilmen present: Cordingly, Fritz, Kilcrease, Warner,,
Thatcher.
Administrative officials present: Johnson, Smith, Knapp,

Moved by Cordingly, seconded by Fritz, that the bills be
allowed and warrants drawn for same. Carried, all Councilmen
present voting aye on roll call. Councilmen absent: none.
Mr. Schaeffer of the Schieffer Furniture Company present
regarding the covering the spur track at 8th street and requested
the City to make it usuable. Mr. Ireland stated that Mr. Levi was
notifed that the grade of the track must be raised and that Mr.
Levi stated that he and Mr. Fenton were contemplating taking the
track out. Matter referred to the City Attorney and the City
Engineer.
.Mr. Geo. Johnson, President of the Chamber of Commerce, present
and asked that a representative of the City Council be present at the
meeting on February 28, at noon in the Grant Hotel, in interest of
the new low grade road from the Imperial Valley to San Diego. Be
also assured the City Council of the co-operation of the Chamber of
Commerce in the opening of Division Street to the Naval housing
project.
'Chief Knapp reported that a meeting has been held between the
City Attorney and the Traffic Commission on the new taxi -cab
ordinance and requested an extension of time on this matter.
Communication from Mrs. Mae Ahern regarding the coddition of
C Street from loth St to 12th Street, referred to the Sup't of
Streets.
.Communication from Sam A. Claggett, Tax Collector of San Diego
County, regardinlg the sale of Bahia Vista Sub on March 3, 1941 at
9:00 O'clock A.M., read and City Attorney Johnson to confer with

Mr. Claggett.
J City Clerk Dale Smith reported San Diego Gas and Electric
Company franchise revenue of $ 5,151.39 received and deposited in
the General Find.
.Application of D.C.Neary for a license to operate a pool and
card room at 22 West 8th Street, read and ordered referred to the
Chief of Police.
dCpmmunication from P. Errett Killion of the Sweetwater Evening
High School, regarding the new First Aid Classes nwvin session,
read and ordered filed.
Notices No. 4 and No. 7 from the War Department of applications
of the City of San Diego and the Commandant of the Eleventh Naval
District for work in the Harbor, read and ordered filed.
Application No. 1445 and No. 1454 to purchase tax deeded
properties at public auction, received from the Tax Collector of,
Ban Diego County, read. Moved by Warner, seconded by Cordingly,
that Application no. 1454 be protested and that'RESOLTUION N0. ,.
2200 be adopted, stating reasons of protest on Lots 15 to 19, inc.,
Block 23, City Plat. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
- Moved by Warner, seconded by Cordingly, that there be no
protest on Application no. 1445. Carried, all Councilmen present
voting aye. Councilmen absent: none.

Emma Morrow Ekause, Mr. H.E.Scheuerman and Mr. Chas Haynes for
zone exceptions and of Mr. H.R.Evans for a special permit, read

/ Moved by Fritz, seconded by Kilcrease, that RESOLUTION NO.
2201, be adopted, granting the zone exceptions and the special L
permit. Carried, all Councilmen present voting aye on roll -call.

/ Request of the State Relief Administration of California for the
City to re -submit the project agreement for the continuation of the wort
project as the State office has set up a new procedure in connection wi
with the work project program, enclosing resolutions and statements and
in addition requesting five copies of a letter asking for the continua-
tion of the project. Moved by Warner, seconded by Fritz, that RESOLUTI0I
NO. 2202 be adopted authorizing the proper officers to fill out the
forms. Carried, all Councilmen present voting aye. Councilmen absent:
none.

notice of sale./Moved by Warner, seconded by Fritz, that the Tax
Collector Asa R. Webb, notify the owner that the property may be redeem,
ed by auction sale only. Carried, all Councilmen present voting aye.

/Notice of Tax Collector Asa R. Webb, of intention to sell at publi
auction three parcels of property:la) Lots 11 and 12, Biock 149, City
Plat; (b) Lot 13, Block 1 of Kimballs Sub of 10 Acre Lot 2, * Sec. 154,
seconded by Fritz, that RESOLUTION NO. 2203 be adopted, appro-ing the
sale of parcels (a) and (c). Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none. Moved by Warner, seconded by
Fritz, that RESOLUTION N0.2204 be adopted, rejecting the bid of George
°4 Gutting for $ 50.00 on parcel (b) and that a minimum bid of $ 148.33
plus costs of sale be set on this property. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
/Renewal of the blanket policies on City property referred to the
Finance Committee, James Bird and lielen Lemb.
Protest of taxpayers and business men of the City against the
reduction of the ice cream peddlers license, fee read and ordered
Piled.

"City Attorney Johnson read Ordinance No. amending Ord.
No. 623 adding Section 111, licensing ice cream peddlers at $ 90.00
per calendar year, payable in advance. Moved by Kilerease, seconded
by Cordingly, that the Ordinance jie introduced and laid over, under
the rules and according to law. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
/Survey of tax delinquent lands by City Clerks office showed
delinquent taxes held against tidelands. Matter referred to the
City Attorney for clearance.
✓Street Sup't Binnerty reported that Mr. Beuthel went over
Division stteet with him and that the State is adverse to approving
a street that is not a through street. Street Commissioner and
Street Sup't to keep in touch with the Government and Mr. Beuthel
on opening of Division Street.
✓City Attorney Johnson reported that Mr. Starke has offered to
yar' settle the quiet title suit3with the City of National City by paying
all taxes, costs and penalties. Moved by Cordingly, seconded by
Kilcrease, that RESOLUTION NO. 2205 beadopted, accepting the offer
from Mr. Starke an:4 authorizing the Mayor to enter into a compromise
of action in behalf of the City of National City. Carried, all 0
Councilmen present voting aye on roll -call. Councilmen absent:
none.
'Building Inspector Bird asked for advise as to the procedure to
be followed on the abatement of a nuisance on the Frank Robbins
property, as the title:is involved. Matter referred to the City
Attorney and the Fire Marshall.
'Traffic Commission requested more time on the posting of
warning signs at 4th and Palm Avenue and recommending the posting
also
of reflectorized signs at 8th and Palm and/a raising in height of
one sign.
'Moved by Cordingly, seconded by Kilcrease, that the signs be
installed at 8th and Palm as recommaded by the Traffic Commission
and that the Commission be given more time on the 4th and Palm
intersection. Carried, all Councilmen present voting aye. Councilmen
absent: none.
Being no further business, it was moved by Cordingly, seconded
by Kilcrease, that the meeting adjourn. Carried, all Councilmen
