January 21, 1941
A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Cordingly, Fritz, Kilcrease, Warner,
Thatcher.
Administrative officials present: Dale Smith, Finnerty,
James Bird, Ireland, Johnson, Webb and Knapp.
Minutes of the previous meeting were read and approved.
Bills laid over until the adjourned meeting.
Mr. Elza Hawkins of the Good Humor Ice Cream Company
requested the City Council to adjust the Ice Cream Vendor's
License fee. Matter referred to the City Attorney.
Lester H. Sands requested that he be granted a Veteran's
Exempt License to exhibit a 3 legged calf. Moved by Fritz,
seconded by Warner, the same be referred to the City Attorney
and the Chief of Police. Carried, all Councilmen present voting
aye. Councilmen absent: none.
'County Application no. 1354 to purchase certain property
at public auction more fully described as Lots 1, 2,3,4,9,10,13
and 14 Block 39 and tots 19 to 22 incl, Block 39, City Plat., read.
Upon the :--recommendation of City Tax Collector Asa R. Webb and
City Clerk Dale Smith j`At wasmoved by Cordingly, seconded by
Kilcrease, that no protest be made. Carried, by the following vote ,
to -wit: Ayes: Councilmen Cordingly, Kilcrease, Warner, and Thatcher.
N ayes: Councilman Fritz.
'Application to purchase certain tax -deeded property and'a
request that an auction be held was filed by City Tax Collector
Webb on Lot 1, Block 2 of Homecrest Villas. After considerable
discussion, it was moved by Warner, seconded by Cordingly, that
BIESOLUTION NO. 2184, approving the application, be adopted. Carried,
all Councilmen present voting aye on roll -call. Councilmen absent:
none.
/ The matter of having Murray Loop valuate our City tax -deeded
properties was referred to the City Attorney.
Mr. Ireland, City Engineer, reported that the deed which the
City authorized to Harold E. Mann to clear the title on L Avenue

south of 24th Street, was in error and recommended that a new
deed be drawn. Moved by Warner, seconded by Fritz, that RESOLUTION
NO. 2185 ,_.accepting a grant deed of Harold E. Mann and Mary I Mann
husband and wife and W.R.Polk and Teckla Alma Polk, husband and
wife and authorizing Mayor Frederick J. Thatcher, to execute a
deed in behalf of the City of National City to Harold E. Mann and
Mary I. Mann, Husband and wife and to W.R.Polk and Teckla Alma
Polk, husband and wife, be adopted. Carried, a 11 Councilmen present
voting aye on roll -call. Councilmen absent: none.
Moved by Cordingly, seconded by Kilcrease, that the following
delinquent taxes be accepted without the seven percent interest
and the cancellation fee:

'Communication from Glenn Abbey, Inc., requesting permission
to erect a sign at 12th and Nationai Avenue, together with a statement
of permission of the property owner, read. City Clerk Smith instructed
to notify Glen Abbey, Inc., of the approval of the City Council.
Letter from Postmaster Cosby, asking for an expression of
opinion on the advisability of maintaining window services until
6:00 P.M. Moved by Warner, seconded by Kilcrease,that in answer to
the letter, Mr. Cosby be notified that the City Council is in favor
of keeping the windows open until 6:00 O'clock P.M. on Saturdays.
Carried, all Councilmen present voting aye. Councilmen absent: none.

Report of the County Health department on the Vital Statistics
for the year 1940, filed without reading.
Report of the City Planning Commission on the petitions of Clyde
W. Hull, Victorine Crow Richards, Mr. Geo. F. Davis and Mr. John
Soderberg read. Moved by Warner, seconded by Cordingly, that, the

report be accepted and ordered filed. Carried, all Councilmen
present voting aye. Councilmen absent: none.

'Upon the Hequeat of Victorine Crow Richards, that the W 40t
of S 1351 of Highland Place, a subdivision of the E$ of 10 Acre
Lot 13 of Quarter Section 152, be closed for street purposes and
be allowed to revert back and become a part of the aforedescribed
property. Moved by Kilcrease, seconded by Cordingly, that the
said request be granted and that the street closing proceedings
be started. Carried, all Councilmen present voting aye. Councilmen
absent: none.
Request of the County Board of Supervisors that the delimuent
City Taxes upon the North 50 feet of South 90 feet of the East 155
feet and the South 40 feet of East 155 feet of the Wi of ten acre
lot 16, I Sec. 152, Rancho de la Nacion
be cancelled as the title of this property was in the name of the
County of San Diego and through inadvertence not presented for
cancellation of tames. Moved by Fritz, seconded by Cordingly,
that RESOLUTION N0. 2187 be adopted, grariting the cancellation of
the deligneunt city taxes in the amount of $ 53.64. Carried, all

seconded by Kilcrease, that RESOLUTION N0. 2188, be adopted, auth-
orizing Mayor Frederick J. Thatcher be
execute the contract in
behalf of the City of National City. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
✓ Communication from the State Division of Highways regarding
the recent action of the City Council in changing the parking on
National Avenue, read and referred to the Street Commissioner.
'Notification from the State Board of Equalization of the
application of Jack Prager for off -sale beer and wine, read and
referred to the Chief of Police.

Communication from Fire Chief Bird recommending certain
changes and installations of Fire Hydrants, read. Moved by Kilcrease,
seconded by Cordingly, that the changes and installations be made
as recommended. Carried, all Councilman present voting aye on roll -
call. Councilmen absent: none.
'Letter of certification from Fire Chief Bird of certain
registered active Fireman in compliance with the State Compensation
Insurance law, read and ordered filed.
Communication from C.R.Childs, County Surveyor, -requesting -the
City to bear one-half of the cost of repairs to a water main broken
during the work on 24th Street from Lanoitan to Granger Avenues, read
and referred_to the City Engineer.
City Attorney Ashley Johnson requested certain communications
from Starke and also from the llth Naval District be referred back
to him for further investigation.
James•,A..Bird,reportedcthat,,Mr.,2uckarieler,of the' -County Health
department would like to meettwith two members of the City Council to
explain the County Plumbing Ordinance. Mayor Thatcher appointed
Councilmen Warner and Cordingly.
Councilman Fritz requested some information on the advisability
of opening Hivison Street from National Avenue to the Naval Housing
project. Mayor Thatcher to confer with City Engineer Ireland.
