Councilmen present: Cordingly, Fritz, Kilcrease, Warner, Thatcher. Administrative officials present: Ireland, Knapp, Smith, Lamb, Johnson, Bird, Finnerty and Gautereaux. Carried, all Councilmen present voting aye on'roll-call. Councilmen absent: none. Mr_ W.E.Starke, Attorney, present and requested the considera- tion of an option to purchase certain lands from the County of San Diego. Matter referred to the Finance Committee. Mr. Wm Block present regarding the numerous breaks in the water main in the vicinity of 12th and Coolidge. He requested the Council to petition the Railroad Commission for a hearing regarding the Water Company and Secondly to request the Water Company to fix the streets after repairing the mains. Attorney. Matter referredto the City 232 • • "I ,ors. Heidemark present with a complaint regarding the work being done in Lantana Drive by the National Motor Sales Company. Chief Knapp the matter is now more of a civil case. Mayor Thatcher stated that the Council would try and straighten out the parking on Lanatana Drive , possibly by an Ordinance prohibiting same. /Chief Bird reported that Car 84 was damaged in a 3 car traffic accident- no injuries involaed. Chief Bird authorized to ascertain the cost of repairing, also price of a new car. Police Commissioner Wainer presented price proposals for a new police car.and motorcycle. ✓Chief Knapp stated that the motorcycle is to be used on Highland Avenue. ✓Moved by Fritz, seconded by Warner, that the City purchase a 1941 Plymouth sedan at price proposed. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓Mr. Fred Erb entered a complaint that the lot on 3rd and E Ave nEeds to be cleaned. Matter referred to the Fire Chief. ✓Moved by Cordingly, seconded by Warner, that a new motorcycle be purchased for the police department at the price proposed by the, Indian Motorcycle agency. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. hief of Police Knapp requested the appointment of Howard L. Harvey as a probationary patrolman at $ 125.00 per month as of July 1, 1941. Moved by Warner, seconded by Cordingly and Fritz, that RESOLUTION NO. 2245 be adopted, appointing Howard L. Harvey. Carried, all Councilmen present voting aye on roll -call. Council- men absent: none. /Custodian of Public Buildings Finnerty reported that the Librarian has requested the purchase of 36 folding chairs for the lecture room. Matter laid over for prices. i/Chief Knapp requested the appointment of Frank Mundell as Poundmaster and Special Police officer at 100.00 Per monty as of July 1, 1941. Moved by Fritz, seconded by Warner, that RESOLUTION NO. 2246 be adopted, appointing Frank Mundell. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 233 rV ti "(Moved by Warner, seconded by Kilcrease, that the tentative budget for 1941-1942 as submitted by the City Clerk and approved by the Finance Comsittee, be adopted. Carried, all Councilmen present voting aye. Councilmen absent: none. ✓ Mr. Gautereaux, Park Superintendent, stated that Mr. Goldfarb is vety anxious to have the palms removed from in front of his new theatre and has offered the help of two of his own men to dig the trees if the City would move them. Street Superintendent Finnerty said the street department would assist. Moved by Warner, seconded by Cordangly, that the following delinquent taxes be accepted without the seven percent interest and the cancellation fee: ✓ Mellos Brothers the second half of the 1940 taxes on the Elf ex sts of 10 Acre Lot 7, * Sec. 153, Rancho de la Nation $ 48.08 Mellos Brothers the second half of the 1940 taxes on the Lots 1 to 4 and the N 75' of Lot 6, Block 1, the lots 1 to 6, Block 3 and Lot 2 and Lots 4 to 6, Block 4, L.A.Weissers Subd of 10 Acre Lot 6, ti Sec. 153, Nat'l Ro $ 71.34 Carried, all Councilmen present voting aye on roll -call. Council- men absent: none. Moved by Warner, seconded by Fritz, that the official bond of Leslie E. Knapp be accepted and placed on file. Carried, all Councilmen present voting aye. Councilmen absent: none. ✓V.C.Berdine requested a refund of building permit fee of $ 2.00 as he has now taken out a new permit covering a larger house. Moved by Warner, seconded by Kilcrease, that RESOLUTION NO. 2247 be adopted, granting the refund. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Annual report of the National City Library presented. Moved by Fritz, sedonded by Kilcrease, that the report be accepted and placed on file. Carried, all Councilmen present voting aye. Council- men absent: none. ORDINANCE NO. 681 presented for final passage. Moved by k�� Cordingly, seconded by Warner, that the heading only be read. Carried, all Councilmen present voting aye. Councilmen absent: none. Heading of Ordinance No. 681 entitled" AN ORDINANCE REGULATING i BOULEVARD STOPS IN THE PUBLIC STREETS IN NATIONAL CITY: PROVIDING "234 PENALTY FOR THE VIOLATION HEREOF, AND REPEALING ORDINANCES IN CONFLICT HEREOF", read by the City Clerk. Moved by Cordingly, seconded by Kilcrease, that Ordinance❑No. 681 be adopted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. o/Cit y Assessor stated that it was impossible to have the 1941- 1942 rolls completed in tine for the Council to sit as a Board of Equalization on July 1st, and asked that it be postponed until the rolls'are completed. Moved by Warner, seconded by Kilcrease, that the Board of Equalization meetings be postponed as requested. Carried, all Councilmen present voting aye. Councilmen absent: none. ✓ Ordinance No. regulating taxi -cabs in the City of National City presented. Moved by Kilcrease, seconded by Cordingly, that the ordinance be introduced and laid over, undee the rules and according to law. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. City Engineer Ireland stated that the Engineer for the Case Construction Company would submit the cost of obtaining the spoil for Area E by next meeting. "City Engineer Ireland that the City has submitted a request for aid to the Federal committee for emergency relief for housing and sewer system and that a member of the Federal Works Agency has been out and that the State Board of Health has reported that the City sewer system is not adequate for a City of this size, and that the necessary information supporting our application must be obtained. City Engineer Ireland instructed to obtain more information and if necessary to hire someone to obtain the necessary easements. 'City Engineer Ireland reported that the work on the straighten- ing of Grove Street is progressing. ',The matter of surfacing Division Street referred to Street Commissioner Cordingly. City Clerk reported that the option of the Helco Company and the Union Trust Company on certain portions of the tidelands expire - July 7, 1941. Being no further business, it was moved by Kilcrease, seconded by Cordingly, that the meeting adjourn. Carried, all Councilmen present voting aye.
