Mayor. Councilmen present: Cordingly, Fritz, Kilcrease,
Councilman Warner absent.

Report and recommendation of the Traffic Commission regarding
the installation of boulevard stoprs signs at the intersection of
18th Street and Palm Avenue and the investigation of traffic signals
at 8th Street and National Avenue. Moved by Kilcrease, seconded by
Cordingly, that the report and recommendations be accepted and placed
on file. Carried, ell Councilmen present voting aye. Councilman

✓ The time being eight o'clock, the hearing for National City
Lighting District No. 1, called. Being no protests, it was moved by
Kilcrease, seconded by Cordingly, that RESOLUTION NO. 2249, be
adopted, approving the City Engineers report and confirming the
assessment. Carried, all Councilmen present voting aye on roll -call. -
Councilmen absent: Warner.

2250 be adopted, ordering the iiprovement, National City Lighting
District No. 1. Carried, all Councilmen present voting aye on roll -

Information letter no. 4 from the California State Council of
Defense, read, regarding the creation of a City Council of Defense.
Communication from the Board of Supervisors, County of San Diego,
enclosing a copy of ordinance creating the County Board of Defense
and requesting the appointment of a representative from the City
Council to act on the County Board, read. With the approval of the
City Council, Mayor Thatcher appointed Councilman Gilbert E. Fritz.
The ordinance creating a City Council of Defense laid over.
City Tax Collector Asa R. Webb filed notice of intention to
sell at public auction the following parcels:

City Clerk reported that County checks no. 9965 and 9966 for
pro-rata share of proceeds from County sale of tax -deeded properties
received. Moved by Kilcrease, seconded by Cordingly, that check no.
9965 in the amount of 24.51 be accepted as payment of delinquent
taxes held against the S 621- feet of the NEI of E*,ex E 40' of
Street,10 Acre lot 13, * Sec. 155, Nat'l Ro.. notcincluding the 1940

taxes. Carried, all Councilmen present voting eye. Councilmen absent:

no. 9966 in the amount of $ 27.33 be accepted as payment of the
delinquent taxes held against lots 1,2,3,4,9,10,19,20,13,14, 21,22,

citing Danger Zone regulations, ordered filed.
14 Communication from the State Compensstion Insurance Fund by
G.A.Ballantyne, Senior Claim Examiner, that the claim of Mrs. Luther
. Jesperson was denied, as his death was not industrial, read and
ordered filed.
«Report of the County Health Department on the water sample taken
from the swimming pool, read and ordered filed.
Notification of alcoholic beverage license application of Mrs.
Jesus H. Gutierrez and Mrs. Josefa A. de Del Rio for Off Sale Beer
and Wine and Wine Bottling read. Moved by Ca-dingly, secondeiby
Kilcrease, the applications be referred to the Chief of Police.

J1 Request of Sgt. harry Smith for a six months leave of absence
from the Police department, read. Moved by Fritz, seconded by
Cordingly, that the request be filed. Carried, all Councilmen present

The ordinance regulating and licensing taxi-cabssin the City of
National City presented for final passage. Moved by Cordingly,
seconded by Ftltz, that the heading oily be read. Carried, all Counci:
men present voting aye. Councilmen absent: Warner. The heading only
read by the CitJ Clerk. Moved by Kilcrease, seconded by Cordingly,
that ORDINANCE NO. 682 be adopted, regulating and licensing taxi -cabs
within the City of National City. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: Warner.
Moved by Cordingly, seconded by Fritz, that a''transfer of $ 500
' be made from the General Fund to the Library Fund. Carried, all

be adopted, authorizing the lease rental contract with the San Diego
/5 Tractor and Equipment Company for one Caterpillar Model D4 Diesel
Tractor, one Caterpillar # 33 Leaning Wheel Grader and one Kay
Brunner G-A41W hydraulic bulldozer . Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: Warner.

RESOLUTION N0. 2255 be adopted, appointing Runles Mosley as
probationary policeman at $ 125.00 per month as of'Jiily 15; 1941.

✓Mr. Wm Bloch presented his second complaint against the Calif.
Water and Telephone Company for the breaks in the pipe and requested
immediate action against the Water company by the City Council to
the Railroad Commission. Matter referred to the City Attorney for
action.
✓Stewart and Bennett, Plywood Structures of San Diego County
requested the use of the street between Block 280 and 281 City Plat
for piling lumber. Moved by Cordingly, seconded by Fritz and Kilcreae:
that the request be granted for a 60 day period. Carried, all Council.

City Engineer Ireland presented the PWA application form for
the aid for the sewer system and stated that the:City Attorney,
and the City Clerk would have to assist.in making the application out
City Engineer instructed to apply for a grant of $ 200,000.
Park Sup't Gautereauz requested permission to close the pool
at 1:00 P.M. Sunday for the.=Red Cross program. Moved by Cordingly,
seconded by Kilcrease, that.hia request be granted. Carried, all
Councilmen present voting aye.. Councilman Warner absent.
