Carried, all Councilmen present voting Lye. Councilmen absent: none. Idr. W.E.Starke, attorney, present regarding an Ordinance and Resolution to be submitted to the County for purchase of certain blocks in the vicinity of 8th Street, McKinely and Taft. Matter referred to the City Attorney and Finance Committee. 221 pq / Mrs. C.J.Brown present regarding the moving of a building from San Diego to 4th and National Avenue. Building Inspector Bird stated that the plans complied with the set back requirement4 that the district is zonedfor unlimited business. No action taken by the Council Report of the Planning Commission on the petition of' Mr. E. Friedrick for a special permit and on the petition of Mr. Fred V. Stall for a trailer camp on Block 132, City Plat, recommending the petitions be granted. Moved by Kilcrease, seconded by Cordingly, that the reports be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. ✓ Moved by Warner, seconded by Cordingly, that RESOLUTION NO. .� a 1 2237 be adopted, granting the petitions. Carried, all Councilmen t{C present voting aye on roll -call. Councilmen absent: none. Mr. Stall stated that he would like to install four sewer lines to the trailer camp if he could have a reduced rate of $ 15.00 per tapping; if not he would run them into one line at the regular rate of $ 30.00 per connection. Mayor Thatcher said the Ordinance governing sewer fees must be complied with and referred the matter to the City Attorney for opinion. The complaint regarding the blocking of Lantana Drive referred to the Chief of Police and the City Attorney. "Park Sup't Gautereaux submitted a request from Edna W. Snook to have three palms removed from in front of 320 National Avenue. Moved by Fritz, seconded by Warner, the request be referred to the Sup't of Parks. Carried, all Councilmen present voting aye. Councilmen absent: none. Release of Mary Hale and Joseph Hale, husband and wife, from claims of damages due to injury received at 9th and National Avenue due to a fall, submitted by the City Clerk. Moved by Cordingly, ' seconded by Kilcr ase, that the release be accepted and the bill of 12.00 1:)e paid. Carried, all Councilmen present voting aye on roll- call. Councilmen absent: none. Request of Mr and Mrs. Frank D. Walchel for refund of money deposited for oiling laid over until the next meeting. Referred to Street Commissioner Cordingly. J Upon the appeoval of the City Attorney as to form, it wasf; moved by Warner, seconded by Kilcrease, that the insurance policies or the 1940 Ford V'8's be accepted and the premium paid. Carried, all 222 3C Councilmen present', voting aye. Councilmen absent: none. Notification of application of James Cameron and Florence M. Cameron for wine bottling; off sale beer and wine, off sale distilled spirits and on sale beer licenses read and ordered filed. 1)1rChief Bird submitted a written report on the communications from the Sanborn Map Company and the State Division of Forestry which was read and ordered filed. `/ Communication from Faulkner, Oakes and Faulkner, submitting a proposal for a complete audit, read and City Clerk instructed to answer. Moved by Kilcrease, seconded by Cordingly, that the following delinquent taxes be accepted without the seven percent interest and the cancellation fee: ''Union Title Insurance and Trust Co., the 1938 and 1939 taxes on the N 1' Of Lot 14, all of lots 15 and 16, and 17, Block 280, City Plat $ 36.95 Martha Perkins the 1939 taxes on Lot 233 of Lincoln Acres Annex No 2 of * Sec. 107, Rancho de la Nacion 10.17 William Vincnet the 1935, 1936, 1937, 2nd i of 1938, all of 1939 taxes on 'Lots 7 and 8, Block 119, City Plat 29.06 James Stevens, Jr., the 1935, 1936, 1937, 1938 and 1939 taxes on The E 100' of Lots 19 and 20, Block 16, Padricks Subd of 20 Acre "ot 3, * Sec. 131, Nat'l Ro 58.53 Carried, all Councilmen present voting aye. Councilmen absent: none. Notice of Hearing for drawbridge at Long Beach from the War Department Engineer, read and ordered filed. Letter of thanks and appreciation for the loan of the street lights for the San Ysidro fiesta from the Committee in charge, read and or de red filed. `/ Tax Collector Asa R. Webb submitted an application to purchase tax deeded real property and request that the auction b e held on lots 6, 9 and 10, Block 119, City Plat. Moved by Kilcrease, seconded by Warner, that RESOLUTION NO. 2238 be adopteri, approving the sale. 21 Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓ORDINANCE NO. 680 amending Ord. 656 by adding section 1603-i regarding the moving of buildings, structures or edifices into the City of National City, read in its entirety by the City Attorney. As this was the second reading, it was moved by Warner, seconded by Kilcrease, that the 0rdinacne he adopted. Carried, all Councilmen 'present voting aye on roll -call. Councilmen absent: none. 223 Matter of payment of bonds under an agreement v.i th Belle Shyrank et al referred to the City Attorney. City Attorney Johnson reported that the spur track of the A:T.8 S. Fe Ry Company at the Kelco plant is infuse and that under the franchise, the City can demand the babk payments or chncel the franchis Moved by Warner, seconded by Cordingly, that the City Attorney be instructed to notify the Atchison, Topeka and Santa Fe Ry Company to pay up. Carried, all Councilmen present voting aye. Councilmen absent: none. /Cormnunication from Mary Ferguson regarding the moving of a house from San Diego to National City again laid over. City Engineor Ireland stated that scnnetinr ago the Traffic Commission requested an interpretation of the Boulevard Stop Ordinance before establishing stops at 24th and D Avenue. City Attorney Johnson stated that he is preparing an Ordinance for consideration Which would allow boulevard stops to be installed or changed by Resolution. ✓Councilman Kilcrease stated that the intersection of 30th and Highland is dangerous due to the palm at the SW corner of the intersection. Matter referred to Supervisor Bird. / James Bird, secretary of the Traffic Commission, stated that 28th Street in Highland Place Subdivision should be boulevarded. '/Park Sup't Gautereaux that a drive to stop the autos from driving on the ballground after the games should be made, either by a series of arrests or by soneother means. i/B.J.Gauteaeaux, Chairman of the Co-ordinating Council, stated that a speaker will be at the Thursday evening meeting to eap lain the United Service Organization drive for funds and asked that the Council be present. Being no further business, it was moved by Kilcrease, seconded by Fritz, that the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
