'Mr. L.P.MtLauchlan of 202 Harbcr Drive, San Diego, present and requested that Ills application for a lease on portion of the south mole type pier be granted to him. Mr. McLauchlan statei that the San Francisco Bridre Company will drive the piling for him at the same' time they are building their wharf. Mayor Thatcher referred his request to the following committee: Ireland, Campbell and Fritz. J Mr. Patterson Who has the agency for the pre -fabricated house 279 located at 12th aryl National Avenue requested that any action by the City Council be laid over until the next meeting. Chief Bird submitted a letter from L.T.Mott, Supervisor of Housing, State of California regarding these houses , stating that the manufacturers have been notified of the changes nezessary in order ✓✓ to comply with the State Housing Act. Chief Bird stated tha/if they did comply with the State Housing Act, they would not comply with the local ordinances and building code and as an alternate type dwelling, the matter would go before the Board of Appeals. Matter laid over until next meeting. ✓ Mr. Clauson of the Yellow Taxi Cab Company present regarding the ruling of the Traffic Commission moving his stand onto West 8th Street and asking that some plan be worked out allowing each company to use the stand on National Avenue. Chief Bird gave an orel report for the Traffic Commission on the eliminating of' one taxi -cab stand due to the complaints received by the property owners. Moved by Warner, seconded by Cordingly, that the report of the Traffic Committee be ac'_epted. Carried, all Councilmen present voting aye. Councilmen absent: none. "r Report of the Traffic Commission on the lighting of the City Park, also illumination of A,B,C Avenues on 12th Street, read. Moved by Cordingly, seconded by Warner and Thatcher, that the report be accepted and pl aced on fi le. Carried, all Councilmen present voting aye. Councilmen absent: none. `Report of tl-e Traffic Commission reconnending the acceptance of the bid of A.T.Jolliff for the installation the traffic signals at 8th St and National Avenue. Moved by Warner, that :he lights be installed els reco-mended by the Traffic Commission. Motion lost for want of a second. Councilman Fritz stated that he was of the opinion that a single suspended four-way traffic light would work better and requested that the cost of this type of' light be obtained. Corununication from the Olivewood Club recomr..ending that a sihnal light be installed at this intersection without further delay. Moved by Cordingly, seconded by Thatcher, that the report of the Traffic 'Commission be accepted. Carried, all Councilmen present voting aye . Councilmen absent : none . 200 Moved by Fritz, seconded by 'Varner, that RESOLUTION NO. 2289 be adopted, calling for bids on one single suspended four-way traffic light equipped with a whistle. After considerable discussion, Councilman Fritz withdrew his motion and Councilman Warner withdrew his second. It was then moved by Fritz, seconded by Newberry, that the Traffic Commission obtain the approximate cost of the single suspended light. Carried, all Councilmen present voting aye. Councilmen absent: none. `Communication from the Olivewood Club regarding the reservatior of portion of our tidelands for City use, read and :rdered file;. q'Communic ati on from the United States Engineer Office notifging the City that the dredged material from Area N is to be deposited in the alternate disposal area B and on the ocean beach, read and ordered filed. 4/Communication from the War Department, Office of the Zone Constructing Quartermaster stating that the Federal Government will probably find it ne@easary to condemn either a leasehold or the fee title to the parcel of land in the City Park on which the Federal Recreation Building is being constructed, toad and ordered filed. ✓ Cormiunication from Edward E. Morrison requesting a license for a small card room and cigar stand, read end referred to the Chief of Police. Smith on an over assessment of personal property, a refund to Claude Cole of a double assessment on unsecured personal proerty and a refund to D.A.Knoke on an erronously raised improvement, r ead. Moved by Warner, seconded by Fritz, that RESOLUTION NO. 2291 be adopted, granting the refunds as recommended by the City Assessor. Carried, all Councilmen present voting aye on roll -call. Moved by Fritz, seconded by Warner, that RESOLUTION NO. 2292 be adopted, asking the County of San Diego for National City's share of the Gas Tax Funds to help defray the cost of the improvements of Palm Avenue realignment, East 8th Street and Bay Blvd. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. "CCity AttorneyCempbell reported that the title has been quieted to property needed for the re -alignment of Palm Avenue. ✓ Moved by Cordingly, seconded by Warner, that RESOLUTION NO. 22921 be adopted, i aising the schedule o8 pay for the janitor at the City Garage from $ 2.50 to 3.00 per day. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓Mayor Thatcher announced the appointment of Ray Newberry, newly appointed Councilman to the following committees: Chairman of the Fire Committee, Chairman of the Ordinances, Public Health and Morals Committee and third member of the Finance Committee. City Engineer Ireland reported that the PWA is holding up the serer project until they know if we are going to connecttwith the City of San Diego Disposal Plent or build one of our own. City Attorney reported that he is working with the City Attorney's office of San Diego on the matter. Being no further business, it was moved by Cordingly, seconded by Fritz, that the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
