A special meeting of the City Council called to order by the
Mayor at 1:oo o'clock PM on Monday the loth day of November, 1941;
said meeting called pursuant to law and to the call by the Mayor of
the City of National City as shown by the following affidavit:

is hereby called by the undersigned Mayor of the said City,
and will be held in the chambers of the said City Council
in the City Hall in said City on Monday, the 10th day of
1November, 1941, at 1:00 o'clock PM.
The purpose of said meeting will be the consideration
of the Memorandum of Agreement with the State Division of
,Highays for the improvement of East 8th Street and such
'other business as may be desired.

Dale Smith, being first duly sworn deposes and says, that
he is and and at all times hereinafter mentioned was a citizen
of the United States of America, over the age of twenty-one and
City Clerk of said City of National City, California; that on the
loth day of November, 1941, and more the three hours before the
time designated in the foregoing notice and call for a special ncilmen
meeting of said City Council, for the meeting therein referred
to, affiant personally delivered in said City to each of the members
of said City Council, a notice whereof the foregoing is a true copy.t the

Councilmen present: Cordinrly, Fritz, Newberry, Thatcher.
Councilman Warne r absent.
Adm_nistrative officials present: Knapp, Johnson, Finnerty,
Bird and Lamb.
"Chief Knapp presented the request of the Seabr'nd Shows for
permission to camp on Block 63 of the National City Plat for winter
headquarters. .As there are no sanitary facilities on the premises,
the Building Inspector, the City Treasurer arr_ he Chief of Police
would not issue tle-emit until the City Council -aye their approval.
Moved by Fritz, seconded by Newberry, that no permit beeA ranted. Carried
all Councilmen present voting aye. Councilman ,garner absent./
/Mr. Trotochau present rnd requeste 1 that The City improve B Aven
at 22nd street es there is a hit spot there passing he water to stand
on B Avenue. Mr. Trotochau stated that if the City would scarify the
intersection he would remove the dirt. Mr. Finnerty stated that this
street is not put to official grade but that the whole street has to
be scarified before re -oiling. Matter referred to Councilman Cordingly,
City Engine er Ireland and St Sup ' t Finnerty.
Communi cation f rom the Pacific Coast Building 0ffi vials
Conference resarding the adoption of the 1940 code. Building inspector
Bird stated that the City membership is based on the 1940 code but does
not recommend the adoption of the 1940 code at this time. :Moved by
Cordingly, seconded Newberry,
by=ewbe_ry, that reco*ren ation of the Building
Inspector be accepted and order the letter filer. Carrier', all Councilmen
present voting aye. Councilmen absent: ::arner.
Co--munication from the Girl 3cout ]:others Club stating that ;he
20 Acres at the foot of 3th Street shou' d be held from the government
appropriation, read and ordered filed.

/Notice of bid on tax deeded property by C.M.Faazier on
the N 101 of S 501 of E 1001 of W 1401 of 10 Acre -'ot 2, 4 Sec.
153, Nat/1 Ro.. of a 15.00 presented by Tax Collector Asa R. ?iebb.
Moved by Cordingly, seconded by Fritz, that RESOLUTION NO. 2293 be
adop ted, setting the minimum bid of $ 17.00 plus cost of sale on this
property and rejecting this bid. Carried, all Councilmen present voting
aye on roll -call. Councilmen absent: l"arner.
/1st Supplanental Memorandum of Agreement from the Division of
Highways for the improvement of East 8th Street from M Avenue to
Sanitarium Avenue, read. Moved by Cordingly, seconded by Fritz, that
RESOLUTION NO. 2294 be adopted, accepting the agreement and authorizing
the Mayor to execute the same. Carried, all Councilmen present voting
aye on roll -call. Councilmen absent: Warner.
4/Communication from Walter eit. Copper, City Manager of the City
of San Diego stating the propose'd•basis of charge and the action of
the City Council in regards to our request for connection with the
San Diego Disposal Plant, read.
City Attorney Johnson is in contact with the City of San Diego
attorney on this agreement.
✓Moved by Fritz, seconded by Cordingly, that the report of the
City Manager Mr. Cooper be accepted and that the City Attorney be
authorized to enter into negotiations with the City of San Diego.
Carried, all Councilmen present voting aye. Councilmen absent: ';arner.
/City Attorney Johnson requested authorization of the City
Council to represent the City Treasurer in the matter of an unpaid bill
for street oiling for which a property owner signed. Moved by Fritz,
seconded by Cordingly, that the City Attorney be authorized to i°c;.:��•cxa
represent the City Treasurer. Carried, all Councilmen present voting
aye. Councilmen absent: Warner.
/City Attorney Johnson requested to render an opinion as to
the liability of the City if street signs are installed like those
in Coronado.
Being no further business, it was moved by Fritz, seconded by
Newberry, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilmen absent: Warner.
