A special meeting of the City Council called to order by the
Mayor on Wednesday, the 12th day of Novem'oer, 1941, at 7:30 PM o'clock
of said day. Said meting called pursuant to law and to the call by
the 4ayor of the City of National City as shown by the following

Councilmen present: Cordingly, Newberry, ?garner, Thatcher.
Councilmen absent: Fritz.
Administratite officials present: Smith, Ireland, Campbell,
Bird and Lamb.
Mr. Ceo. Irey, Mr. Geo. Johnson, Mr. Ed Cusack, Mr. Toe
Vurgason and ;MIr. Del Dickson present.
Mr. James McDonnell, Manager of the Allied Engineering and
ship Building Corporation, D.M.Callis, Naval architect and ilr. Ives
Attorney for the Allied Engineering and Ship Building Corporation
also present.
✓ Mr. McDonnell spoke in behalf of the Allied Corporation,
stating that the maritime Commission had pl-ced a contract with their
firm and that the Maritime Commission requires a lease of not less
than 20 years. Mr. McDonnell requested that the option which they
hold be amended to allow renewals of the lease for 20 years.
✓Moved by Tarner, seconded by Cordingly, that RESOLUTION NO.
2295 be adopted, authorizing the Mayor to execute a lease agreement
with the Allied Engineerina and Ship Building Corporation. Carried,
all Councilmen present voting aye on roll -call. Councilmen absent:
Drtiz.
✓Moved by Warner, seconded by Cordingly, that RESOLUTION NO.
2296 be adopted, amending the extension of the option to cover three
successive 5 year options. Carried, all Councilmen present voting aye
on roll -call. Councilmen s bsent: Fritz.
McDonnellrecuested that an ease:ent be obtt,ined Across
the railroad tracks at 13th street. 'Coved by Warner, seconded by

Newberry, that the City Attorney prepare the papers for the easement
and also be authorized to appear before the Railroad Commission on
this matter. Carried, all Councilmen present voting aye. Councilmen
absent: Fritz.
dr. McDonnell of the Allied Engineering and Ship Building Corp
requested the City Council to rent to his corporation the second
floor of the old City Hall as temporary offices. Moved by Cordingly
seconded by Newberry, that the City rentcto the Allied Engineering
and Ship Building Corporation, the second floor of the Old City Hall
for the monthly rental of p 100.00 per month, with the City to pay
the water bill only. Carried, all Councilmen present voting aye.
Councilmen absent: Fritz.
Communication from Congressman Izac in responee to Mayor
Thatchers le tter regarding the government acquisition of the tide-
lands/from 7th to 19th Street, read and ordered filed.
'1 Communication from Commandant's Office of Eleventh Naval
District in answer to Mayor Thatchers ]Etter of October 28, 1941,
requesting information as to whether the Council would be agreeable
to deeding any portion of the tidelands to the Government, also as
to the price which the City would consider for the same, read and
ordered filed.
"Mayor Thatcher to answer the Commandant's letter.
/City Engineer Ireland presented the request of G. BPuce Newby
Marine Surveyor and architect, for a lease on the tidelands south
of the south more pier for a ship buil i ng yard.. Matter laid over
until the next ne eting.
/National City Elementary School Board requested the waiver of
the zone and set-bacl} at 8th and E Avenue. Matter referred to the
Planning Commission.
Being no further business, it was moved by Cordingly, seconded
by Newberry, that the meeting adjourn. Carried, all Councilmen
present voting aye. Carried, all Councilmen present voting aye.
