Councilmen present: Cordingly, Fritz, Newberry, Warher and Thatcher. Administrative officials present. Smith, Campbell, Knapp, Ireland, Gautereaux, Bird, Finnerty and Lamb. Minutes of the regular meeting of November 4th, the special meetings of November loth, 12th and 14th read and approved. Moved by Cordingly, seconded by Warner, that RESOLUTION NO. 2298 be adopted, accepting the deed of John F. and Sophie 1. Bellman, husband and wife, to portion of 15th and 16th streets between J and K Streets. Carried, all Councilman present voting aye on roll -call. Councilmen absent: none. "Letter from James A. Bird, Fire Chief, recommending the install - dtion'of a fire hydrant -at the northeast corner of 13th et and McWinle; Avenue. Moved by Cordingly, seconded by Warner, that the fire hydrant be installed as recommended. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 293 /Communicati on from Samuel Ciauser, Manager of the Yellow Cab Company of National City stating the opinion of the Cab Company of the recent rulings of the Traffic Commission on the location of the taxi -cab stands and reasons for the opinions, read. Chief Knapp stated the opinions and rulings of the Traffic Commission in regards to the taxicabs and the decisions reached. Moved by Fritz, seconded by Newberry, that the rival cab companies meet with the Traffic Commission to work out the difficulties. Carried, all Councilmen present voting aye. Councilmen absent: none. 44yReport of B.J.Gautereaux , Park Superintendent, of the Municipal Pool, Night Ball Park and Tennis Courts for the period June 15, to September 15 inc., read. Moved by Cordingly, seconded by Newberry, that the report be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. 4/Tabulation from the Department of Public wiorks of the allocations of the second quarter cent Gas Tax Funds to cities- National City $ 2,652.81 for the October 1941 quarterly payment, read and ordered filed. 4Communication from Senator Hiram W. Johnson in regards to the request for information on the Navy request for the tidelands,read and ordered filed. 'Communication from the National City Co-ordinating and Defense Recreation Council expressing its flews in favor of retaining the twenty acres of tidelands at the foot of 8th Street for a future development for Park and recreation purposes, read. Moved by Warner, seconded by Newberry,that the communication be filed. Carried, all Councilmen present voting aye. Councilmen absent: none. Q'ommnnication from Asa R. Webb, City Treasurer, recommending a refund of $ 34.35 to H.R.Evans of moneys paid in for street oiling, read. Moved by Warner, seconded by Cordingly, that the refund be authorized. De$aven, deputy, of the current taxes collected to November 17, 1941 and compared with collections of the same date in 1939 and 1940, read and ordered filed. 294 Report of Tax Collector AsaaRr-Webb- at -a -request -for an -auction sale on tax -deeded real property. Moved -by Cordingly,-seconded-by Newberry, ghat RESOLUTION NO. 2300 be adopted, authorizing the auction gale on the N 10' of S 50' of E 100' of W 140' of 10 Acre Lot 2, -Sec. 153, Nat'. Ro.... Carried, all Councilmen present voting aye on roll - call. Councilmen absent: none. ✓Councilman Cordingly reported that the work at the corner of '21st and B Avenue is being done by private contractor. 'Discussion of_tha feesfor••connections for -the sewer district in relation to the cost to the City by Street Sup't Finnerty, City Engine Ireland and the City Council. It was decided that fees should be raised to $ 5, $ 18 and $ 40 and the City Attorney instructed to prepar an amendment to the existing ordinance. ✓Moved by Cordingty, seconded by Newberry, that the following transfer of funds from the Unapp Tax Fund be authorized: To the General Fund $ 10,836.64 Library Fund 1,408.68 Park M & I 1,517.04 Sink Fund No. 4 1,625.40 Sing Fund No. 6 2,004.66 Sink Fund No. 7 487.62 $ 17,880.04 Carried, all Councilmen present voting aye. Councilmen absent: none. Report of the Traffic Commission recommending the acceptance of the bid of, A.T.Jolliff for the installation of the traffic signals as per specifications, reed. Traffic Commission also stated that price on a single light not obtainable but that the approximate coat would be $ 925.00. Mayor Thatcher stated that he is in favor of the four lights. Councilman Cordingly stated`that he is in favor of the four lights. Moved by Cording],, secpnded by Warner, that RESOLUTION A0. 2301 be adopted, accepting the bid of A.T.Jolliff for the installation of the four traffic signals. Carried, by the following vote to -wit: Ayes: Councilman Cordingly, Newberry, Warner, Thatcher. Reyes: Councilman Fritz. Absent: none. Park Sup't Gauteraaux stated that the new DSO building is occuping-the area used by the Olympics and that it will be necessary to -develop a new area with water and drain service. Moved by Cordingly, seconded by Newberry, that the Sup't of Parks be authorized to proceed with the new water mains in Park and the improvement of the new area- oostnat to exceed $ 1,150.00. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 295 xG` Chief of Police Knapp requested-that4he atary_of-L"owelllBullen be raised to a parity with the other sergeants in the department as Mr. Bullen had taken a lame of absence at the time the last rinse was given. Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2302 be adopted, granting a $ 5.00 raise in pay to Lowell Bullen retroactive to October 27, 1941. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓ Chief of Police Knapp requested the appointment of Wm H. Harville as probationary policeman at $ 125.00 as of December 1, 1941. Moved by Warner, seconded by Cordifgly, that RESOLUTION NO. 23024 be adopted, appointing Wm H. Harville as probationary policeman as of December 1, 1941. Carried, all Councilmen present voting aye on roll -call. Council mon absent: none. Being no further business, it was moved by Cordingly, seconded b9 Fritz, that the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
