No petitions. ✓Oral Communications: Mr. Bill Pratt representing the "Dairy Marts" requested permission to bring a building into National City to be located at tad and National Avenue. Building Inspector Bird stated that he had checked the plans and that.the Building Inspector of San Diego had approved the plans two years requirements of the Cordingly, that the ago; and that the present plans meet the Building Code. Mated by Warner, seconded by Building Inspector be authorized to issue a moving permit to Mr. Pratt; said building to be remodeled according to the plans submitted to the Council. Carried, all Councilmen present voting aye. Councilmen absent: Fritz-Kilcrease. ✓Mr. Walt C. Whitman representing the San Diego County Special districts Refunding department present regarding an agreement between the County of San Di -go and the City of National City relative to the bids on tax deeded properties. Moved by Warner, seconded by Cordingly, that Dale Smith, City Assessor, be appointer to act as an appraiser on delinquent properties, with authority to take action on the_application.Carried, all Councilmen present voting aye. Councilmen absent: Fritz, Kilcrease. JMr. W.E.Starke who submitted an application to the County to purchase tax -deeded real property and which was subsequently 260 protested by the City of National City, present and requested the Council to rescind their action taken last meeting by Resolution No. 2263. Matter to be taken yip later. Pete Geraci requested the barricading of F Avenue at 17th and 18th Streets to stop the speeding across the school grounds. Matter referred to the Street Commissioner Cordingly. Fred Stahl requested that an estimate be given him for the improvement of the read into his auto camp. Memorandum of Agreemeht for Streets of Major Importance ti submitted by the Division of Highways, read. Moved by Warner, '09 9 seconded by Cordingly, that RESOLi7TION N0. 2269 be adopted; approving the memorandum erd authorizing tle Mayor and the City Clark to sign same in b ehalf of the City. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Fri#z and Kilcrease. Memorandum of Agreement for State Highway for biennum 1941-1943 submitted by the Division of Fighways read. Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2270 be adopted, approving the memorandum and authoorizing the Mayor and the City Clerk to sign same on behalf of the City. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Fritz, and Kilcrease. 0.ormunication from the Division of highways stating that Grove Street from 18th to 24th Street had been approved as a Street of Major Importance, read and ordered filed. Communication from L.J.Seckels, Project Engineer, Federal Works Agency- Defense Ptblic Works Division, regarding the connections with the San Diego Sewer System and requesting that some action he taken. City Attorney Johnson reported that he had contacted the City Attorney of San Diego and that they knew nothing regarding the matter. Moved by Warner, seconded by Cordingly, that Mayor Thatcher be authorized to make a formal application to the City Council of San Diego for an agreement to connect with San Diego Sewer System. Carried, all Coundil. men present voting aye. Councilmen absent: Fritz and Kilcrease. 261 City Engineer Ireland reported from Public Works for an estimate of proposed sewer system, said estimate Ireland authorized to contact a firm regarding the estimate end report at that he had received a request materials needed for the to be submitted at once. '\ Report of the Planning Commission on the petitions of Rob't Simkin for a special permit to build two bedrooms above a double garage; Mr. Geo. Jonnson for a temporary permit to pile lumber on the property at the NE corner of eth and Highland and Milton P. Moeser for a variation of set -back regulations on East 2nd Street. Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2271 be adopted, 2, ranting the petitions as recommended by the Planning Commission. Moved by Warner, seconded by Cordingly, that the report be accepted and placed on file. Carried, all Councilmen present voting aye. J City Clerk Dale Smith reported that H.E. Cowley of 1600 L Ave, had paid his personal property tax twice. Notice of the San Diego County Division of the League of California Cities Septem'her :meting at Chula Vista, read and orderer filed. Official Notification to the City of National City to comply with Ordinance No. 656 from the Building Inspector regarding the abatement of the nuisance on certain tax -deeded properties, read and ordered filed. XCity Attorney Johnson submitted a check from the Atchison, Topeka and Santa Fe Ry Company in the amount of $ 275.00 for paymeni of 11 annual franchise payments on the spur track serving the Kelco Company. Moved 'oy Cordingly, seconded by Warner, that the check be accepted. Carried, all Councilmen present voting aye. Councilmen absent: Fritz and Kilcrease. /Bhe _`o l7 swing increase in Budgetary Appropriations were submitted for consideration: Supplies for the First Aid Squad- $ 150.00 Purchase ofr a camera and supplies for sawn for the use of the Police department ard the Inspectors- $ 300.00 Supplies for the Junior Traffic Patrol- $ 100.00 Purchase of an electric adding machine for the City Clerk's office- $ 221.45. Moved by Cordingly, seconded by darner, that the increases in the budget be allowed. Carried, all Councilmen present voting aye on roll -call. Councilmen present: Cordingly, Warner, Thatcher. Council- men absentl Fritz and Kilcrease. 'Chief of Police Knapp requested the appointment of Wm. Horace Harville as a special police ofricer, :during . the 'emergency owing to to the injury of 0ffi cer Hokenson. Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2274 be adopted, appointing Wm. Horace Harville as a special police officer for the City of National City. Carried, all Councilmen present voting aye on roll -call. Councilmen. absent: Fritz aryl Kilcrease. `Councilmen Cordingly authorized to contact the record owners of the property at 22nd and Grove Street who reside in Escondido. J City Attorney fohnson submitted an ordinance amending Ord. 263 No 508 entitled" An Ordinance Amending OrdLnance No. 508 of the City of National City, California, entitled ' An Ordinance regulating Travel and traffic upon the Public Streets in the City of National City, California, and the amendments thereto', by adding thereto a new section denominated 23A providing for regulation of traffic at school crossings." City Clerk read the ordinance in its entirety. Moved by Warner, seconded by Cordingly, that the ordinance be introduced and laid over, under the rules and according to law. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Fritz and Kilcrease. Being no further business, it was moved by Warner, seconded by Cordingly, that the meeting adjourn until Saturday morning, Sept. 20, 1941, at 10:06 o'clock A.M.
