February 20, 1940
A regular meeting of the City Council called to order by
the Mayor. Councilmen present: Cordingly, Kilcrease, Thatcher,
Warner, Bird.
Administrative officials present: Campbell, Smith, Bird,
Gautereaux, Knapp, Ireland and Lamb.
Minutes of the previous meeting read and approved.

Moved by Kilcrease, seconded by Cordingly, that the bills be
allowed and warrants drawn for same. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
Notification from the War Department of application by the
Southern California Telephone Company for permit to instal an,
additional cable across San Diego Bay, read and ordered filed.
Circular letter from the San Diego County Health department
regarding the use of gas appliances within the unincorporated
areas, read and ordered filed.
/Communication from Faulkner, Oakes and Faulkner regarding
the annual audit, read and ordered filed.

Association regarding a membership. Moved by Cordingly, seconded '
by Thatcher, that the communication be filed. Carried, all
Councilmen present voting aye. Councilmen absent: none.
' Moved by Cordingly, seconded by Warner and Eilcrease, that
the franchise statement of the San Diego Consolidated Gas and
Electric Company be accepted and placed on file. Carried, all
Councilmen present voting aye. Councilmen absent: none.
Moved by Cordingly, seconded by Kilcrease, that the following
delinquent tax be accepted without the seven percent interest or
the cancellation fee:

Ordinance No. adding Section 171 to Ord. # 622,
which was presented for first reading on Feb. 6, 1940, up for
final passage. City Clerk Dale Smith read the ordinance in its
entirety:After hearing protests on the ordinance, no further
action was taken and ordinance declared null and void.
It was decided to introduce an.ordinance providing an
abatement clause for the zoning ordinance but allowing 180 days
of vacancy instead of 90 days as originally intended. City
Attorney Campbell read Ordinance No. - . Moved by Eilcrease,
seconded by Cordingly, that the Ordinance be introduced and laid
over, under the rules and according to law. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none,
30TS ' Moved by Thatcher, seconded by Warner, that RESOLUTION NO.
2085,calling the General Election for April 9, 1940, within the
City of National City, be adopted. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
Chief of Police Knapp reported that the Stone Kennells are
moving to San Diego.
/ Chief of Police Knapp also reported that the Automobile Club
under the direction of the State Highway Division, had moved the
25 mile hour zone to llth and National Avenue and that the City
Engineer has protested the action.
/City Engineer Ireland reported that the street lights have
be changed,:'• on National Avenue and that the visibility on the
bad intersections has greatly improved. Also that the boulevard
stop signs have installed at 18th and Granger, 8th and A Avenue
and the one hour parking signs have been erected on A Avenue
from 7th St to 9th Street.
"James Bird, Building Inspector, reported that the officials
to whom the Belchez complhint was referred will have a full report
ready for the next Council meeting.
Being no further business, it was moved by Cordingly,
seconded by Kilcrease, that the meeting adjourn. Carried, all
Councilmen present voting aye. Councilmen absent: none.
