A special meeting of the City Council was called to order by
the Mayor et 7:00 o'clock P.M. on November 12, 1940; said meeting
called pursuant to law and to the cell by the Mayor
Council es shown by the following affidavit:

Plesse take notice that a special meeting of the City Council of
the City-of:National City; California, ischereby-called-by=the-under-
signed Mayor of the said City, and will be held in the chambers of the '
said City Council in the CityrHall:in said-City'on;Tuesday; the-l2th 'I
day of November, 1940, at 7:00 P.M. o'clock of said day.
The purpose of said meeting will be the consideration of the
resignation.of David,W. Bird -as Msyor:ot-the saidCity-andsuch other
business es may be desired.

Councilmen present: Cordingly, Kilereese, Thatcher, Warner,
Bird.
--The purpose of this meeting being the consideration of the
resignation of David W. Bird as Mayor, it was moved by Cordingly,
seconded by Kilcrease, that the verbal resignation of David W. Bird
es Mayor, be accepted, to be effective immediately. Carried, all
Councilmen present voting aye. Councilmen absent: none.
Nominations were then in order for Mayor. Moved by Bird,
seconded by Warner, end Kilcrease, that Mr. Frederick J. Thatcher
be elected Mayor of the City of National City. Carried, all Council-
men present voting aye. Councilmen absent: none.
Mayor Thatcher took the chair.
David W. Bird presented his verbal resignation as City
Councilman to become effective December 70, 1940. Moved by Cordingly,
seconded by Warner,that his resignation be accepted. Carried, ell
Councilmen present voting aye. Councilmen absent: none.
Councilmen Cordingly end Kilereese steted that their choice of
a new councilmen is Gilbert E. Fritz, to fill the vacancy caused by
Mr. Birds resignation. After due deliberation, it was moved by
Warner, seconded by Kilcrease, that Gilbert E. Fritz be appointed to
fill the position of Councilmen until the next regular Municipal
Election; said appointment —to become effective January 2, 1941.
Carried, by the following vote:
Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner.
Hayes: none.
Absent: none.
Not voting: Councilman Bird.
Councilman Bird suggested that the office of the Superintendent

fiend City Engineer be separated and that Floyd Finnerty be appointed
Superintendent of Streets. Moved by Bird, seconded by Cordingly,
that RESOLUTION N0. 2164 appointing Floyd Finnerty as Street Super-
intendent be adopted. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent:_done.
/ After considerable discussion of the adjustment of the wage
scale for the employees of the City, it was moved by Bird, seconded
by Cordingly, that the City Attorney be instructed to prepare a_
Resolution and present it at the next regular meeting, covering the
proposed changes. Carried, all Councilmen present voting aye.
Councilmen absent: none.
Chief Bird informed the Council that the light at the corner
of 13th and Wilson had been moved to the corner of 13th and Harding,
'.."---------in-accordance with the instructions of the City Council.
Report of the Tax Collector of the collections to date es
compared with the collections as of same date in 1939, showed taxes
coming- im much', fasten.
Being no further business, it was moved by Bird, seconded by
Cordingly, that the meeting adjourn. carried, all Councilmen present
Voting aye. Councilmen absent: none.
