Councilman Thatcher absent.

house; Metrojolitan Security Co. to construct an alternate type
dwelling and Mr. A,W.Baston to construct an alternate type dwelling.
The Commission recommended that the permits be granted. Report ordered
filed.

stated -he had no objections to the transfer. Notification ordered filed

Kilcrease, seconded by Cordingly, that the check for $ 3.20 be
accepted. Carried, all Councilmen present voting aye. Councilmen

an audit, read and ordered filed.
/Report from the San Diego County Health "apartment of the water
sample from the swimming pool, ordered filed.
0-(1 / City Clerk Smith reported that the assessments for the National
City Lighting District No. 1, was fully collected. Moved by Cordingly,
seconded by Warner, that RESOLUTION NO. 2129, calling for sealed
proposals and directing the Clerk to give notice of same, be adopted.
Carried, all Councilmen present voting aye on roll -call. Councilman
- Thatcher, absent.
✓Communication from the California Sewage Works Asa'n regarding the
convention at San Diego Sept. 16 to 19, read and ordered filed.
Request of Chief of Police Knapp that Lt. Lloyd Lovell be promoted
to the position of Captain, with no increase in pay, read. Moved by

Kilcrease, seconded by Cordingly, that RESOLUTION NO. 2130, promoting
Lloyd Lovell to the position of Captain in the Police department, be
adopted. Carried, all Councilmen present voting aye on roll -call.

convention bo be held in San Diego Sept. 16 to 19, inc.
/ORDINANCE NO. entitled " An Ordinance Prohibiting Trespass
Upon, and Loitering About, Certain Classes of Property", presented for
final passage. Moved by Warner, Seconded by Cordingly, that ORDINANCE
NO. 677, be adopted. Carried, -all Councilmen present votinM aye on
roll -call. Councilman Thatcher absent.
Upon the request of the City Clerk, it was moved by Kilcrease,
seconded by Cordingly, that the following transferof funds be author-
ized:
$ 179.04 from the General Fund to Sink Fund No. 6.
$ 139.79nfrom the General Puna to Sthnk Fund No. 7.
Carried, all Councilmen present voting aye. Councilman Thatcher absent.
' Notice from the County Tax Collector of the application to auction
tax deeded property in the County of San Diego, read. This application
covered Lot 13, Block 77, and -as a similar application had been filed
with the City of National City , the notice was ordered filed.
/ Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2132
Fixing the tax rate and levying the taxes for the fiscal year 1940-
1941, be adopted. Carried, all Councilmen present voting aye on roll -
call. Councilman Thatcher absent.
/ Moved by Warner, seconded by Cordingly, that the street lights
and the fire plugs as recommended by the Traffic Commission and the

Upon the request of C.H.Ireland, secretary of the planning
Commission, it eras moved by Cordingly, seconded by Warner, that
RESOLUTION NO. 2133, appointing John Ctrry to the planning Commission
be adopted.
for a term of six years/ Carried, all Councilman present voting aye
on role -call. Councilman Thatcher absent.
°Moved by Cordingly, seconded by Kilcrease, that RESOLUTION NO.
2134 appointing the following members to the Board of Appeals under
the Building Code, be adopted: City Engineer Ireland] City Attorney
Campbell; City Bldg, Inspector Bird; Glen Isbell, contractor; E.J.
Christman, contractor. Carried, all Councilmen present voting aye
on roll -call. Councilman Thatcher, absent.
City Engineer Ireland reported that the State Division of Highways
wants the City to install a box culvert on 18th Street between Hoover
and Coolidge. City Enginner instructed to include it in a project for
1940-41, also oiling shotlders from Palm to East City limits on 18th
street and the maintenance of the five major streets of importance.
Being no furtherbusiness, it was moved by Kilcrea§e, seconded by
Cordingly, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilman Thatcher absent.
