Regular meeting of the City Council called to order by the
Mayor. Councilmen present: Cordingly, Kilc,ease, Thatcher, Warner,
gird. Councilmen absent: none.
Administrative officials present: Gautereaux, Campbell, Bird,
Ireland, Smith anc Lamb.
Minutes o. the previous meeting read. Paragraph 5, page 52,
relating to gasoline, ordered striken from minutes. Minutes then
approved es corrected.

and warrants drawn for same. Carried, all Councilmen present voting
e;e on roll -call. Councilmen absent: none.
Moved by Warner, seconded by Kilcrease, that the petition of the
Paradise Valley Sanitarium for permission to erect a sign at the
corner of 8th St end National Avenue, be reconsidered end thermatter
be opened for ciscussion. Carrlec, all Councilmen present voting aye.
Councilmen absent: none. Mr. Larson of the Sanitarium present enc
stated that the sign mould be installed on the 517 corner of the
intersection of 8th St and National Avenue, facing North. Loved by
Cordingly, seccnCed by Kilcrease, that the request b, granted under '
the supervision of the Sup't of Streets one the Building inspector.
Carried, all Councilmen r_•esent voting aye. Councilmen absent: none.
/Mr. '`lolls present regarcing the conditi n of tne corning house
on the alley between E end D Avenues anc 19th and 20th Sts. Stated
that _under the present zoning ordinance it vas impossible to remove
a corning noose from a neicrhborhood as long es the conditions passed
tha Health cecartment end requested that the City Council consider
a supplement tc the present zoning ordinance to cover abet-ments.
Matter of the supplement to thd ordinance referred tc the ^,ity Attorney
and tne complaint in regards tc the corning house to the Police end
Health departments.
Moved by Cordingly, seconced by Kilcrease, that the following
delinquent tax be accepted without the seven percent interest end. the
cancellation fee:

Recommendation of the Planning Commission tatthe petition for a
og_special permit to Mr. I.E.Patterson to construct en alternate type
dwelling of o-.or 400 Sq. Ft., be granted, read. Moved by Cordingly,
seconded by Werner, that PESOLUTTON ^:0. 208a, grenting the petition
:or a special permit, be adopted. Carried, ell Councilmen present
voting aye on roll -call. Councilmen absent: none.
Councilman Kilcreese stated that some objections to the proposed
fire cracker ordinance had been stated to him and asked that the
proposed change be nut to the vote of the people. Moved by Kilcreese,
seconded by Cordingly, that a straw ballot be held et the timeof the
General Election in April, 1940, submitting the question of the
elolition of fireworks within the City of National City. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none.
C.B.I^eland, Sup't of Streets, renortec that the cost of
eliminating the low spot on Melrose Street would be very small and that
the .street deporturent coulc do it. Moved by Cordingly, seconded by
Kilcreese,,tnat the street depertment be instructed to do the necessary
work. Carrie;, all Councilmen present votingaye. Councilmen absent:
none.
/ Mr. Ireland reporteo that the Stare Division of Highways will
paint the crosswalk at 2nc and National Avenue, also at 18th and
National Avenue.
/ City Engineer Ireland reported that the change in the street lights
had been ordered and would be installed on National Avenue within a
few days.

'Moved by Thatcher, seconded by Warner, that the loan 'of the
air compressor now in use by the Fire department and which is the
property of Vanderipe and Eird Service =tetion, be trade e matter of
record. Carried, all Councilmen present voting aye on roll -call.
Councilmen absent: none.
Chief Bird of the Fire department recalled to the Council that
on June 26, 1939, he recommended to the City Council certain changes
end installation of fire hydrants and that the anpropriation was
included in his budget for this fiscal period. He stated that he now
desires to make the changes end askec the City Council to eutiorize
the installation of 7 new 4 inch 2 way hydrants, 2 new 6 inch hydrants
end one replacement. Moved by Warner, seconded by Thatcher, thet the
instellations end changes be authorized. Carried, all Councilmen presen
voting aye on roll -call. Councilmen absent: none.
B.J.Gautereoux, Sup't of ''arksanc FlaygrotJncs, presented certain
plans for ioprover ent of the Park Area. After ciscussion, it was
-roved by Thatcher, seconded by Kilcrease, that the playarea be
changed from the West slope in back of the Library to the northeast
area of the ?ark, near D Avenue; also that new reflectors be placed on
the present existing light poles at the ballgrounds, the cost of the
authorized changes to be apnroximately .""a 400.00. Carried, ell Council-
men present voting aye on roll -call. Councilmen absent: none.
City Atto,rney Campbell presented the new -tax ordinance for first
and was read.
