Councilmen absent: none. / Petition of 245 persons for the passage of an ordinance regulating the use of the streets and sidewalks by dogs, allowing them out on leash only, presented by Mrs. I.J. Cundiff. Dr. L;^Krauss, I.J. Mr./Cundiff and Mr. Louis Smith spoke in favor of the passage of an Ordinance. After considerable discussion, it was moved by Cordingly, seconded by Kilcrease, that the City Attorney be instructed to prepare a'straw ballot to be submitted to the electors on April 9, 1940, submitting the question of the regulation of dogs. Carried, all Councilmen present voting aye. Councilmen absent: none. Notice from the State Board of Equalization of the liquor license applications of Thomas Francis and Ruth Callahan, read and ordered filed. /Petition of Mr. C.H.Sellers for permission to remove curbing and constructing a drivewayforuse of commercial trucks at 1540 East 18th Street, read. Upon the recommendation of City Engineer Ireland, it was moved by Cordingly, seconded by Thatcher, that the request be granted. Carried, all Councilmen present voting aye. Councilmen absent: none. Invitation from the Beard of Trustees of the National School District to the City Couhcil toattend the ground breaking ceremonies for the addition to the Lincoln Acres School, read and ordered:filed. /Petition of Jack P. Day for permission to install a gasoline tank in the parkway on 16th street side of Lot 1, Block 1, Nat'l Ave Terrace., read. Moved by Thatcher, seconded by Cordingly, that the request be granted under the supervision of the Fire Marshall. Carried, all Councilmen present voting aye. Councilmen absent: none. Notice from the Hartford Accident and Indemnity Company of the awarding of Safe Drivers Certificates to employees of the City of National City, read and ordered filed. ',official notification of the cancellation of the State Relief Administration Project No. 147, effective March 1, 1940, read and filed with the City Engineer. 68 /Communication from the Union Title Insurance and Trust Company regarding the cancellation of delinquent tax on certain property covered by Certificate of Delinquent taxes, referred to the City Attorney. 7 ' ORDINANCE NO. 672, amending Ordinance No. 622 by adding Section 17Q to said Ordinance and providing an abatement clause, presented for second reading and adoption. Moved by Thatcher, seconded by Warner, that the heading only be read. Carried, all Councilmen present voting aye. Councilmen absent: none. City Attorney Campbell read the heading. Moved by Cordingly, seconded by Kilcrease, that ORDINANCE NO. 672, be adopted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Chief Bird, presented a very comprehensive report -together with a diagram and photographs of property under question in the Mr. complaint against the/Belchez. Diagrams and pictures to be on file in the Building Depart tent. 'Moved by Cordingly, seconded by Kilcrease and Thatcher, that the California Water and Telephone company be instructed to change the existing hydrant located at SE corner of 18th and Palm Avenue to the NW corner of the same intersedtion and to install a new hydrant at the NW corner of 20th and rain Avenue. Carried, all Councilmen present voting aye on roll -call. Councilmen absent; none. Chief Bird reported that the Safety Engineer from the State Compensation Insurance Fund office had inspected the building and had ordered certain changes made. Moved by Cordingly, seconded by Kilcrease, that a mat be placed under the slide pole in the Fire department. Carried, all Councilmen present voting aye. Councilmen absent: none. Councilmen absent: none. "Moved by Thatcher, seconded by Warner, that the Plumbing permits be issued by the Building Department instead of the Police department. Carried, all Councilmen present voting aye. Councilmen absent: none.
