Moved by Cordingly, seconded by Kilcrease, that the bills be
allowed and warrants drawn for same. Carried, all Councilmen
present voting aye on roll -call. Councilman Warner, absent.
Report of the City Planning Commission on the petition of
Mr. W.B.Stone for a special permit to establish andauto court
on the southerly half of block 25, City Plat, recommending that
the request be granted, read and ordered filed.
/ Moved by Cordingly, seconded by Kilcrease, that the special permit
be granted. Carried; all Councilmen present voting aye. Councilman

/Communication from V.R.Donahue, Safety Engineer of the State
Compensation Insurance Fund, recommending certain changes within
the City Hall, read and referred to the Custodian of Public Bldgs.,
Mr. Ireland.
✓Moved by Cordingly, seconded by Kilcrease, that RESOLUTION NO.
2087, accepting the sum of $ 32.97 as settlement of the delinquent
tax against Lot 17, Block 3, Paradena Park., Tax Sale No. 796 of
the County of San Diego, State of California, be adopted. Carried,
all Councilmen present voting aye on roll -call. Councilman Warner
absent.

and providing for a Board of Examiners and Appeals in accordance
with the Building Code, presented. City Clerk Dale Smith, read the
ordinance in its entirety. Bldg. Inspector James Bird spoke of the
necessity of having a Board to comply with the Code. Moved by
Thatcher, seconded by Cordingly, that the Ordinance be introduced
and laid over, under the rules and according to law. Carried, all
Councilmen present voting on roll -call . Councilman Warner absent.
Moved by Cordingly , seconded by Kilcrease, that the following
delinquent tax be accepted without the seven percent interest or the
cancellation fee:
P.A.Chambers the 1938 tax on the W 80' of E 160' of Ni of SW* of
E2 of 20 Acre Lot 1, % Sec. 131, Nat'l Ro$ 2.27
Mrs. Mae Pulliam the 1935 tax on the E 15' of Lots�7, 8, 9 10

transfer of funds be authorized:
$ 330.50 from the Sp. Gas Tax St Imp Fund to the General Fund.
/ $ 3,014.59 from the Park Main and Imp Fund to me General Fund.

/Semi-annual report of the City Auditor H.E.Bonnell covering the
period July 1, 1939 to Dec. 31, 1939, readuand ordered filed.
,Matter of surety bonds for City Officials referred to the City
Attorney.
✓Moved by Cordingly, seconded by Thatcher, that_Mayor tird r
represent the City of National City at the conference of Mayors and
Councilmen at Fresno. Carried, all Councilmen present voting,a ye.

'C.B.Ireland reported on the Public Works Conference held in Los
Angeles.
Moved by Cordingly, seconded by Kilcrease, that the Sup't of Parks
at a reasonable waE
be authorized to employ one mechanic and three laborers/to continue
the project started in the Park. Carried, all Councilmen present voting
ayeon roll -call. Councilman Warner, absent.
✓City Engineer Ireland instructed to contact property owners for
excess dirt for the fill in the Park.
"James Bird, Fire Chief, stated that the design for the Santa
Claud for street decorations had been pbtained and that it would cost
$ 1.00 each to make them. Moved by Cordingly, seconded by Thatcher,
that the Fire department be instructed to purchase the materials and
supplies necessary to make 100 Santa Claus. Carried, all Councilmen
present voting aye. Councilman Warner, Absent.
/City Attorney Campbell read the draft of the straw ballot
prohibiting fireworks and the running -at -large of dogs to be
submitted to the voters on April 9, 1940. City Clerk instructed to see
that the ballots are printed and distributed to the polling places
on Election Day.
JCity Attorney Campbell requested more time on the matter of the
delinquent tax referred to him at the last meeting. So granted.
Being no further business, it was moved by Cordingly, seconded by
Kilerease, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilman Warner absent.
