Moved by Kilcrease, seconded by Cordingly, that Frederick J. Thatcher be elected acting -mayor. Carried, ell Councilmen present voting aye. Councilman Bird absent. Acting -Mayor Thatcher took the chair. Councilmen present: Cordingly, Kilcrease, Thatcher, Warner. Councilman Bird absent. Administrative officials present: Campbell, Smith, Webb, Lamb, J. Webb, reported that Mr. Ervest hes satisfied the County claim for taxes against Block 321, City Plat, end therefore the option for purchase as ordered by the City Council had not been s ent in to the County Auditor. Moved by Kilcrease, seconded by Cordingly, that the delinquent 147 r4 d i taxes listed on Page / r 7 / be accepted without the seven percent Interest -and the cancellation fee. Carried, all Councilmen present voting aye. Councilmen absent: Bird. Resignation of Jack Whittaker from the Police forca, read. Moved by Warner, seconded by Cordingly, that the resignation be accepted as of November 2, 1940. Carried, all Councilmen present votini aye. Councilmen absent: Bird. Certified copy of a resolution adopted by the Baird of Super- visors on October 14, 1940, in the matter of oiling certain streets in the City of National City, read and ordered filed. 9 y y r The the being eight o'clock, the hearing was called on the abatement of certain nuisances within the City of National City. Pire Mershall James Bird requested condemnation proceedings on the boat houses located on City tidelands. Mr. carl Nelson entered a protest in behalf of the habitants of the boat houses, stating the house in which he lived had been there for 30 years, and stating that it was financially impossible for the people: to move before the first of the year. Moved by Bird, seconded by Werner, that RESOLUTION NO. 2158, declaring certain structures within the City to be a public nuisance end authorizing the abatement in 30 days from the passage of the Resolution, be adopted. Carried, all Councilmen presaat voting eye on roll -call. Councilmen absent: none. Mayor Bird arrived during the above hearing. /City Engineer Ireland explained the 2nd Supplemental Memorandum of Agreement for the expenditure of 1/4 cent gas tax for gtete Highway Moved by Cordingly, seconded by Kilereese, that REgLUTION NO. 2159 authorizing the Mayor to enter into the agreement in behalf of the City, be adopted. Carried, all Councilmen present voting aye on roll - call. Councilmen absent: none. County application no. 1210 for the purchase of tax -deeded real property-att:public auction and reouest that the suction be held on Lot A, Block 1, of Coombes Place in the City of National City, reed. -Ctty-Clerk reported that a deed was taken for the 1934 delinquent tax on July-2, 1940.- Moved by Werner, seconded by 8;ordingly; that the, • application be filed with no protest. Webb filed a notice of intention to sell certain property within the City at public auction; said property being lots 13 to 22 inc., Block 15, City Plat. Moved by Bird, seconded by Warner, that RESOLUTION NO. 2161 authorizing the sale, be adopted. Carried, all Councilmen present voting aye -on roll -call. Councilmen absent: none. City Attorney Campbell reported that the option to purchese the County tax deed on the Bahia Vista Subd., for $ 1.00 had been turned down and that the County's price is $ 10.00 per lot. Moved Warner, seconded by Bird, that the City Attorney be authorized to offer $ 10.00 per lot in the option to purchase these certain lots. Carried, all Councilmen present voting aye on rollcajl. Councilmen absent: none. Upon the recommendation of the City Assessor, it was moved by Warner, seconded by Kilerease, that the property assessed to the Veterans Welfare Board end Harry Haws be granted the exemption of Div J $-,850;0Cr and that RESOLUTION NO. 2162 authorizing same be adopted. Carried, all Councilmen present voting eye on roll -call. Moved by Warner, seconded by Bird, that RESOLUTION NO. 21d accepting the bond and authorizing the Mayor to enter into the contract in behalf of the City, be adopted. City Clerk Dale Smith reported that Certificate of Delinquent Taxes No. 20830 issued on July 30, 1940, showed the property clear of delinquent taxes and that said statement was in error es the 1937 taxes in the amount of $ 3.68 is unpaid. Moved by Bird, seconded by Werner; that the matter be referred to the City Attorney. Carried, ell Councilmen present voting aye. Councilmen absent: none. 'Under Ordinance No. 598 end upon the recommendation of the Fire Marshall, it was mooed by Warner, seconded by Bird, that the plans for the construction of the refining plant for MacMillan Oil Corporation, be approved. Carried, all Councilmen present voting aye. Councilmen absent: none. 'James Bird requested that the recommendation of the Traffic Commmission on the installation of street lights as filed in June, 1940, be authorised as of Dec. 1, 1940 with the addition of a light at 15th and Highland Avenue. Inasmuch as there has been several request for street lights made since June, 1940, the authorization was.hald_over until the next meeting when the recommendations will be reconsidered. Upon the recommendation of Chief Knapp, it was moved by Warner, seconded by Cordingly, that Mr. Harry McCue be returned to work on the as of Nov. 7, 1940. police force/ Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. / Mr. L.P.McLauchlan presented a verbal request dor a lease on portion of the north side of the 8th street pier. No action taken.
