Councilmen present:Cordingly, Kilcrease, Thatcher, Warner, Bird. Councilmen absent: none. Administrative officials present: Campbell, Webb, Gatuereaux, Knapp, Lamb and Ireland. Le Roy Richards, John Cole nd Mr. Richards of the surveyors office, present regarding the plans for the improvement of 24th street and Lanoitan Avenue. Moved by Cordingly, seconded by Kilcrease, that the matter be referrdd to City Engineer Ireland for costa. Carried, all Councilmen present voting aye. Council- men absent: none. • Moved by Cordingly, seconded by Warner, that the delinquent taxes listed on Page 130i, Volume 11, Councilminutes, be accepted witrout the seven percent interest and the cancellation fee. Carried, all Councilmen present voting aye. Councilmen absent: none. • The San Francisco Bridge Company representatives present regarding a tideland lease for portion of the north side of the second mole type pier. Mr. Johnson of the Kelco Company present and requested the postponement of definite action by the Council until Kelco Co., plans are more definite. Councilmen Thatcher requested more time for study to the proposed lease. Councilmen Cordingly suggested that City Enginner Ireland confer with Glenn Rick, City of San Diego Planning Engineer and Joe. 'Report of C.B.IReland on the meeting of the War department Enginners on the proposed plan for the modification of the Harbor lines; no protest entered by National City. Notice of the Street and Highways Committee of the League meeting in Los Angeles, read and ordered filed. Notice of the County Tax Sale No. 1075, laid over until Oct. 1, 1940. Upon the report of City Engineer Ireland that the cost of the City's share in the improvement of 24th St and Lanoirtan Avenue, it was moved by Cordingly, seconded by Thatcher, that the City participate in the County proposal made pursuant to our Resolution requesting same. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Request from the MacMillan Petroleum Corporation for permission to install a gsoline tank between the curb line and sidewalk on the NW corner of 6th and Natio al Avenue, read. Moved by Cordingly, seconded by Iilcrease, that the request be granted under the supervision of the Fire Marshall's office. Carried, all Councilmen present voting aye. Councilmen absent: none. 'Request of the 1st Church od Christ`s:Scientist, for permission to erect two small directional signs, one at loth and National and one at 8th and D Avenue. City Clerk instructed to notify the Church to prepare sketches to file with the Council. 'Mayor Bird excused. Acting -Mayor Thatcher took the chair. -Report of the Planning Commission on the petitions of Mr. Bernard J. Henke, Mr. E.R.Johnson; Mr. Floyd Lott; Vr. E. Friedrick and Mr. J.E.Patterson, read and ordered filed. Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 2135 granting the special permits as recommended by the Planning Commission, be adopted. Carried, all Councilmen present voting aye on roll -call. MayoriBird absent. 'Notice of application for tax sale No. 1146 in the County of San Diego on lots 3,and 4 of Block 12, City Plat. City Clerk to notify 132 that the City of Nati nal City will not protest. 'County of San Diego check No. 41945 in the amount of $ 9.87 presented by the City Clerk for acceptance under County tax sale N. 955. Moved by Warner, seconded by Cordingly, that the check be accepted and the lien marked paid. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Bird. Communication from the 1Nternational Bssociation of Fire Chiefs enclosing a resolution regarding National Defense, presented and referred to the Fire Chief. ✓ Communication from the City Clerk requesting the cancellation of a double assessment on the 1934 roll, read. Moved by Warner, seconded by Kilcrease, that RESOLUTION NO. 2137, cancelling the double assess - (9) ment on the El of Lot 16, Thelen Resub in the amount of $ 29.77, be adopted. Carried, all Councilmen present voting aye. Couneilmen absent: Bird. Preliminary draft of projects statement by the Division of Highways read and referred back to City Enginner Ireland. Annual Report of the City Clerk to the State Controller, read and ordered filed. Annual Report of the City Clerk to theCity Council, read and orderedcfiled. Annual Audit submitted by Harry E. Bonnell, Auditor, read and ordered accepted. / Letter from Asa R. Webb, regarding the cancelling of Tax Sale lo No. a 7'a a , read. Moved by Cordingly, seconded by Warner, that RESOLU° 1i TION NO. 2138, authorizing the City Clerk to cancell the tax sale and to adjust the records accordingly, be adopted. Carried, all Councilmen present voting aye. on roll -call. Councilmen absent: Bird. /Moved by Warner, seconded by Thatcher, that Councilmen Kilcrease, be granted a leave of absence from the State for one month. Carried, all Councilmen present voting aye . Councilman absent: Bird. City Attorney Campbell read the proposed Ordinance licensing and regularing bicycles within the City of National City, in its entirety. Moved by Kilcrease, seconded by Cordingly, that Ordinance No. be introduced and laid over, under the rules and according to law. Carried, all Councilmen present voting aye. Councilman absents Bird. Moved by Cordingly, seconded by Varner, that RESOLUTION NO. 15.3 i 2139, authorizing the -Mayor to enter into an option agreement to purchase -the -Bahia Vista Mmamty tax deed from the County-ofSan Diego. Carried; all Councilmen present voting aye on roll -call. Councilmen fci absent"Baaa : •e. ,Upon the request of theCity Clerk , it was moved by Kilcrease, seconded by Warner, that the following transfer of funds be authorized: " $ 500.00 fromtheGeneral Fund to the Library Fund. $ 2,012.0.5 from the Sp. Del. Tax to the "ennral Fund. Carried, all Councilmen present voting aye. Councilmen absent: Cird. 'Park Sup't Gautereaux reported that the Coordinating Council had called -on him regarding the hazard existing in the A Avenue being opened in the Park and so close to the play area for small children: -Moved by Cordingly, seconded by Warner, that Mr. Gautereaux be authorize' to-prodeed with the with installation of the wire fence, pipes and lawns in the East playground. Carried, all Councilmen present votinti aye on roll -call. Councilmen absent: Bird. Chief Knapp stated that the Automobile Club would install 10 school signs at no cost to the City if requested. City Clerk instructed tc request the installation —from -Automobile Club giving 10catiogs. Being no further business, it was moved by Cordingly, seconded by Kilcrease, that the meeting adjourn.Carried, all Councilmen present voting aye. Councilmen absent: Bird.
