A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Cordingly, Kilcrease, Thatcher, Warner,
Bird. Councilmen absent: none.
Administrative officials present: Smith, Webb, Canpbell, Knapp,
Ireland, Lamb, Finnerty, and Gautereaux.
Minutes of -the previous meeting of November 21, 1939, read and
approved.

Moved by Kilcrease, seconded by Cordingly, that the bills be
allowed and warrants drawn for same. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
i Del Dickson, President of the Chamber of Commerce, presented
a drawing of the Proposed street decorations for Christmas.and
asked the City to authorize same. Moved by Cordingly, seconded by
Kilcrease, that the Fire and Street Departments be instructed to

install the Christmas lights, the cost of same not to exceed
. 250.00. Carried; all Councilmen present voting aye on roll -call.

Petition to dedicate portion of 19th Street, presented. Mr.
Guichard spoke briefly regarding same. Petition referred to the
Planning Commission.
«Request of the Paradise Valley Sanitarium for a street light
at Seventh St and Burden Drive and Seventh Street and Arcadia Avenue,
read and referred to the City Engineer.
'Upon the advice of the City Clerk that the costs of closing
portion of 28th Street had been paid in full by the property owners
affected, it was moved by Thatcher, seconded by Warner, that RESOLUTIO
N0. 2076, ordering the closing of portion of 28th. Street, be adopted.
Carried, all Councilmen present voting aye on roll -call. Councilmen
absent: none.
J Report of the Tax Collector of current taxes collected to date,
with comparative figures of last year, read and ordered filed.
Communication from t$e City Employees Ass'n submitting a tentative
draft of a Civil Service Ordinance, Rules and Regulati;ns and
Classification schedule and asking the serious consideration of the
City Council. Moved by Cordingly, seconded by Warner, that the City
Clerk be instructed to write to the State Employee's Retirement

Board of AdmInistratinn regarding the establishing of a retirement
system for the City Employees and the cost of same. Carried, all
Councilmen present voting aye. Councilmen absent: none.
Report of the City Engineer Ireland on the estimates for the
improvement of McKinley Avenue from Sth Street to Division Street
and the improvement of West 4th Street. Item No. 1 or the improvement
of McKinley Avenue laid over. Item No. 2, or the improvement of
West 4th Street, referred back to City Engineer Ireland.
/Ordinance No. providing for the boulevard stops in City
of National City and establishing one hour parking on "A" Avenue from
for second reading.
7th Street to 9th Street, presented/. Moved by Cordingly, seconded by
Thatche:, that the heading only be read. Carried, all Councilmen
present voting aye . Councilmen absent: none. City Clerk Dale Smith
read the heading of Ordinance No. 669. Moved by Thatcher, seconded
LA, 6 % by Kilcrease, that ORDINANCE NO. 669, entitled "An Ordinance
amending Ordinance No, 597 of the Ordinances of the -City of National
City entitled ' Providing for Boulevard Stops in the City of National
City' passed and adopted April 16, 1929,and providing for a parking
limit of one hour on certain streets of National City.", be adopted.
Carried, all Councilmen present voting aye on roll -call. Councilmen
absent: none.
/Matter of amending Ordinance No. 508 to provide for 30 degree
parking in the City of National City, referred to the City Attorney.
Moved by Warner, seconded by Cordingly, that the following -
transfers be authorized:

Carried, all Councilmen_ present voting aye. Councilmen absent: none.
"City Engineer Ireland reported that the County Welfare has a
number of elderl- people who are receiving County Aid who want to
be able to earn a portion of their aid and has asked the City to
provide limit work for them. No cost to the City is involved. Mr.
Ireland instructed to co-operate.
'Discussion of the control of mosquitoes and rats, withthe
suggestion of the formation of a Pest Control District. Matter loft
to Mr. Ireland for further consideration.

Matter -of the proposed tax ordinance laid over until December 15
as certain changes must be made by the City Attorney.
Being no further business, It was moved by Kilcrease, seconded by
Cardingly, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilmen absent: none.
