Councilmen present: Cordingly, Kilcrease, Thatcher, 31rd. Councilman Warner absent. Minutes of the regular meeting of February 21st and the special meeting of February 27, 1939, read and approved. Carried, all Councilmen present voting -aye on roll -call. Councilman Warner absent. 243 / Captain McCandless and Mr. Clarke of the Kelco Company present. Following a general discussion, it was moved by Cordingly, seconded by Kilcrease, that the City Attorney be instructed to prepare the proper legal papers to call an election for the purpose of submitting to the electors of the City of National City the proposition of subject to existing leases, cedeing certain tidelandslto the United States Government. Carried, all Councilmen present voting aye. Councilman Warner absent. Mr. Clarke of the Kelco Company presented a verbal petition for the extension of the lease on the tidelands for a period of fifteen years after 1975. Moved by Cordingly, seconded by Kilcrease, that the matter be laid over until the next meeting. After some discussion, Councilman Cordingly withdrew his motion and Councilman withdrew his second. It was then moved by Kilcrease, seconded by Cordingly, that the petition of the Kelco Company be denied. Carried, all Councilmen present voting aye on roll -call. Councilman Warner absent. 4tatement of Electric and Gas Revenue from the City of National City subject to the frflnchise tax under Ordinance No. 607 for the year 1938 submitted by the San Diego Consolidate,' Gas and Electric Company. 'City Engineer Ireland submitted a statement of the costs of establishing a mean high tide line of San Diego Bay on the National City waterfront; said costs being $ 495.00. / Ordinance No, presented for final reading. Moved by Thatcher, seconded by Kilcrease, that the heading only be read. - Carried, all Councilmen present voting aye on roll -call. Councilman Warner absent. Moved by Kilcrease, seconded by Cordingly, that ORDINANCE NO. 665 entitled " An Ordinance amending "rdinance No. 623 �O entitled,' An Ordinance providing for licensing certain businesses, Li providing penalties for violation therof and repealing ordinances in conflict therewith', passed and adopted, April 4, 1933; be -adopted. Carried, all Coulcilmen present voting aye on roll -call. Councilman Warner absent. Report of the Planning Commission on the petition of W.J. / Tutwiler for a srecisl permit to c onstruct a duplex dwelling r\ cvp on the SE corner of 2nd st and G Avenue, recommending that the ,x petition be granted. Moved by Cordingly, seconded by Kilcrease, that RESOLUTION NO. 2021, granting the petition and approving the 244 decision of the Planning Commission, be adopted. Carried, all Councilmen present voting aye on roll -call. Councilman Warner absent. 'City Engineer Ireland submitted a supplementary agreement between the City of National City and the State Relief Administration for the i -rk'7,-✓v assignment of relief workers. Moved by Kilcrease, seconded by Thatcher, that RESOLUTION NO. 2022, authorizing the Mayor to execute the agreement in behalf of the City of National City, be adopted. CarriWd, all Councilmen present voting aye on roll -call. Councilman Warner absent. J City Engineer Ireland reported that the Worker's Alliance has requested that a/project for the improvement of certain streets within National City be considered by the Council. Mr. Ireland instructed to work up a project atd report back to the Council. Moved by Cordingly, seconded by Thatcher, that the following transfers of funds be authorized: 245 From the HIarbor Improvement Fund to the General Fund From the,Unapportioned Tax Fund to the various funds 'General Fund $ 1,856.00 ' Library Fund 222.62 'Park M & I Fund 213.34 ' Sinking Fund No. 4 389.66 'Sinking Fkand No. 6 352.54 - Sinking Fund No. 7 102.04 9 5 as 495.00 follows: $ 3,136.20 Carried, a'1 Councilmen present voting aye.
