Company for electric current Cdr National City Lighting District No.
1,1presented.and-opened. Being -no further bids, it was moved -by
Warner, seconded by Bilcrease, that RESOLUTION OF AWARD NO. 2061,
awarding the contract to San Diego Consolidated Gas and Electric
Comaany,' be adopted. Carried, all -Councilmen present voting aye

-"Annual report of the City Auditor for the fiscal year 1938-
1939, read and ordered filed.
/ Petition against the passage of a proposed ordinance establish-
ing parallel -parking on Eighth Street from Roosevelt to A Avenues,
presented. After deliberation, it was decided to try parallel
parking for aperiod of two months. City Engineer Ireland instructed
to stripe 8th Street for parallel parking from Roosevelt to A Avenue.
Request of National School District for closing of street and
alley in Block 83 and Block 110, City Plat, read and referred to
the Planning Commission.
Chief of Police Knapp reported that Al James has left the
.c-ca ct°6 3 employ of the City and recommended that Claude Kilcrease be
appointed to fill the vacancy. Moved by Warner, seconded by
Thatcher, that RESOLUTION NO. 2063 appointing Claude Ki]c rease
temporarily on the Police force at the salary of 4 100.00 per

J Report of the Planning Commission on the petition to close
28th Street, from B Avenue to D Avenue, be granted providing
that an easement for public utilities be reserved and that the
property owners pay the costs of the proceedings.
Moved by Warner, seconded by Thatcher, that RESOLUTION OF INTENTION
NO. 2064, closing 28th Street from B Aveue to D Avenue, be adopted.
Carried, all Councilmen present voting aye on toll -call. Council-
man Cordingly absent.
,Report of the Planning Commission on the petition of Mr. E.
Friedrick and the Paradise Valley Sanitarium Assn for special
permits, recommending that thepetitions be granted., Moved by
Kilcrease, seconded by Thatcher, that RESOLUTION NO. 2065
granting the special permits, be adopted. Carried, all Councilman
present voting aye on rol.lcall. Councilman Cordingly absent.
• Report of the Planning Commission that the matter of spite
fences is becoming quite a problem and recommending that the
Zoning Ordinance be amended to control them.
/Annual report of the City Clerk for the fiscal year 1938-1939
read and ordered filed.
City Engineer Ireland recommended that the ordindae governing
the moving of buildings within the City of National City, be
changed.
-Change of Zoning ordinance referred to the City Attorney.
-Change of the ordinance governing the moving of buildings
referred to the City Attorney.
/Request of Dan Flores for a permit to run a card and pool
room read and referred to the thief of Police, who recommended that
the request be granted. Moved by Thatcher, seconded by Warner,
that the request of Ban Flores for a permit for a card and pool
room be granted. Carried, all Councilmen present voting aye.

Moved by Thatcher, seconded by Warner, that the following
transfers be authorized:

Moved by Thatcher, seconded by Warner, that RESOLUTION NO.
2066, promoting M.E.Fernberg to the rank of Captain of the Fire
Department and increasing his compensation to One Hundred Thirty-
five ( $ 135.00) Dollars, as of the first day of October, 1939,
be adopted. Carried, all Councilmen present voting aye on roll -call
Councilman Cordingly absent.
" Upon the request and recommendation of Park Sup't Gautereaux,
it was moved by Kilcrease, seconded by Warner, that the two palm
trees directly in front of the City Hall on National Avenue, be
removed. Carried, all Councilmen present voting aye. Councilman
Cordingly absent.
Being no further business, it was moved by Warner, seconded
by KiL^rease, that the meeting adjourn. Carried, all Councilmen
