April 5, 1938.
A regular meeting of the City Council called to order by the
Manor. Councilmen present: Cordingly, Kilcrease, Thatcher,
Warner, Bird. Councilmen absent: none.
Minutes of the regular meeting of March 15, 1938, read and
approved.
Bills audited by the Finance Committee presented:
General payroll $ 2,139.60
Street Dept ° 380.00
Library expenditures 465.11
General 1,305.93
Total $ 4,290.64
Moved by Cordingly, seconded by Kilcrease, that the bills be
allowed and warrants drawn for same. Carried, by the following
vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes:;Councilmen, none.
Absenti none.
Communication from Harold Pomeroy, State Administrator of
the State Relief Administratio$ regarding relief projects, read
and referred to Mr. Ireland.
/Report of the City '-ourt for the ;oath of arch, 1938, in
the amount of $ 841.00, read and ordered filed.
' ..Card of Thanks from Mrs.Alta Swope read end ordered filed.
,Communication from Mrs. Cressell and two neepaper clippings
regarding dogs, read. City Attorney stated that he had prepared
an ordinance in rough draft and would like some diseussion on
the matter. After considerable debate, the City Attorney was
instructed to present the Ordinance at next meeting.
,Announcement of the California Sewage Works Association
Convention in San Diego April llth and 12th, read and ordered
filed.
'Dividend check in the amount of $ 427.75 from the State
Compensation Insurance Fund accepted.

the cancellation fee on certain property for the payment of delinquent

taxes by the Metropolitan Securities Company, read. Moved by Thatcher,
seconded by Cordingly, that the Resolution be adopted. Carried, by
the following vote to -wit:

Moved by Cordingly, seconded by Kilcrease, that the following
transfers be authorized:
To the General Fund, $ 2,751.87; Library Fund, $ 355.08; Park
Maintenance & Improvement Fund, $ 118.36; to Sinking Fund No. 4,
$ 769.54; to Sinking Fund No. 6, $ 798.93; to Sinking Fund No. 7,
207.15. From the Unapportioned Tax rund, $ 5000.73. To the General
Fund from the Special Delinquent Tax Fund, $ 1,318.32. Carried, by
the following vote to -wit:

J Moved by K'"icrease, seconded by Cordingly, that the City Attorneyts
opinion on the transfer of moneys from the Sinking Funds-beoaccepted
and placed on file. Carried, all Councilmen present voting aye.

Va-'-0 i9rig( /RESOLUTION NO. 1958, increasing the monthly compensation of
10 Chauncey A. Noble, radio patrolman, to $ 125.00 effective as of
April 1, 1938, read. Moved by Thatcher, seconded by Warner, that the
Resolution be adopted. Carried, by the following vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: none.
/Chief Knapp reported on the boulevard stops. Due to the cost
of the'signs it was decided to install signs at 18th and D Avenue
and 8th Street and D Avenue. The City Attorney was instructed to
prepare the proper Ordinance and present it at the next meeting.
'Updndthe recommendation of Chief Knapp, it was moved by Kilcrease,
seconded by Cordingly, that the application of Mr. Garcia for card
10 table license, be denied. Carried, all Councilmen present voting aye.
Councilman Warner absent from room.

purposes only from the Paradise valley Sanitarium and Hospital; said
streets to be known as Seventh Street and Burden Drive, respectively,
presented Moved by Thatcher, seconded by Warner, that the Resolution
be adopted. Carried, by the following vote to -wit:

ORDINANCE NO. amending Ordinance No. 538 entitled, ° An
10 Ordinance providing for a system fdr assessing, levering and
collecting City taxes in the'City of National City, California ,
and repealing Ordinance No. 444, passed and adopted the 18th day of
March, 1924, read. Moved by Warner, seconded by Cordingly, that the
Ordiance be introduced and laid over, under the rules and according
to law. Carried, by the following vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: none.

RESOLUTION NO. 1961
DECLARING THE RESULT OF THE
GENERAL MUNICIPAL ELECTION.
THE CITY COUNCIL of the City of National City, California,
finds, determines, -declares and resolves. as follows:
1. That a General Municipal Election was held in the said
City of National City, California, on Tuesday, April 12th, 1938, for
thb purpose of election three (3) Councilmen, as members of the City
Council, each for the Hill term of four (4) years,
2. That for the purpose of such General Municipal Election there
were established five (5) voting_ precincts, consisting of a consolidation
of the regular election precincts established for State and County
elections, as follows:
(1). Consolidated Voting Precinct "A" comprising State and
County National. City Precincts Numbers One (1), Two (2) and Three (3).
The polling place thereof was established at garage- 1224 National
.Avenue, 1n the City of National City.
(2). Consolidated Voting Prerinht "R"
comprising State and
County National City Precincts Numbers Six (6), Seven (7), and
Eight (8). The polling place thereof wase stablished at garage, rear
Of 228 East 1st Street, in the City of National City.
(3). Consolidated Voting Precinct "C" comprising State and
County National City Precincts Numbers Five (5), Nine (9), Fourteen
(14) end Fifteen (15). The polling place thereof was established
at the Central School, ih the City of National City.
(4). Consolidated Voting Precinct "D" comprising State and
County National City Precincts Numbers Four (4), Ten (10) and
Eleven (11). The polling place thereof was established at the
Highland Avenue School.
(5). Cnnan1jrated Voting Pren1nrt "F" comprising State and
County National City Precincts Numbers Twelve (12), Thirteen (13)
and Sixteen (16). The polling place thereof was established at
the Paradise Valley Sanitariuw, Assembly room, in the City of National
City.
That the polls were kept open between the hours of 6:00
o'clock A.M. and 7:00 o'clock P.M. of s-,id day of election, that

being the hours fixed by the said Council for the opening and
closing of said polls and as -the same was specified in the notice
of said election.
3. That all of the election officers were properly appointed
and the ballots and election supplies were furnished; and that
in all respects said election was held and conducted, the votes
cast thereat received, °punted, tallied and canvassed and the
returns thereof made and declared, all in the time, form and
manner as required by law.
4. That said Council met at their usual place of meeting
on this 18th day of April, 1938, at the hour of 2:00 o'clock
P.M. that being the first Monday after said election, and did
canvass the returns of said election and did pursuant to and in
the manner provided by law, canvass all absent voter ballots east
at said election.
5. That as the result of said election the number of votes
cast, the names of the persons voted for and the office to be
filled, and the number of votes -cast for each person, -are as
follows, to-wit-i
That the whole number of votes cast in the said City of
National City was 511 .
That the whole number of absentee votes cast in the said
City of National City was 0

Election DAVID W. EIRD wad duly elected to the office of Councilman
as a member of the City Council fo the City of National City for the
full term of four (4) years;

Election FRED RICK H. THATCHER, was duly elected to the office of
Councilman as a member of the City Council of the City of National
City for the full tens of four (4) years;
That it is hereby declared that at said General Municipal
Election BERT.WARNER was duly elected to the office of Councilman
as a member of the City Council of the City of National City for the
full term of four (4) years.
7. That the Clerk is hereby directed to enter upon the records
of the, said Council a statement of the eesult of said election
containieg the matters required to'be set forth in said statement
as provided by law.
