April 19, 1938
A regular meeting of the City Council cslled to order
by the Mayor. Councilmen present: Thatcher, Warner, Bird.
Councilmen absent: Cordingly, Kilcrease.
Minutes of the meeting of April 5 and the special meeting
of April 18, 1938, read and approved.

Moved by Warner seconded by Thatcher, that the bills be
allowed end werrenta drawn for same. Carried, by the following
vote to -wit:
Ayes: Councilmen: Thetcher, Werner, Bird.
Nayes: Councilmen: none.
Absent: Councilmen: none.
Mr. Lindsley, WPA Recreation Leader, spoke regerding the
Circus end Carnival sponsored by the National pity Recreation
Commission to be given on May 20th et the National City Perk.
After outlining the proposed program, Mr. Lindslwy wes assured
of the City Council end the co-operation of the City Department.
Dr. Roberts, of the County Health Department present to help
arrive et a solution of the present dog problem in National City.
Dr. Roberts spoke of whet is being eecomplished in other parts of
the State end the means used. After some discussion, the City At-
torney was instructed to prepare en Ordinance to provide for the
control of rabies.
ORDINANCE NO. declaring certain animals a nuisance,
read. Moved by Thatcher seconded by Werner, that the Ordinance be
introduced end laid over, under the rules end according to law.
Carried. All Councilmen present voting eye.
Letter of thanks from the Olivewood rlub for the donation of
Twenty-five dollars by the City Council, reed end ordered filed.
Moved by Werner seconded by Thatcher, that only the iheading
of ORDINANCE NO. providing for boulevard stops be reed.
Carried, all Councilmen present voting aye, whereupon ORDINANCE NO.
entitled, "An_Ordinence entitled "An Ordinance emending
Ordinance No. 597, entitled " An Ordinance providing for Bouvelerd
Stops in the City of National City, California" adopted the six-
teenth day of April, 1929 read. Moved by Werner seconded by
Thatcher, that the Ordinance be introduced end laid over, under the
rules end according to law. Carried. All Councilmen present voting
aye.
ORDINANCE NO. 659, emending tax ordinance placed on final
passage. Moved by Werner seconded by Thatcher, that the heading
only be read. Carried, all Councilmen present voting eye.

City Clerk Smith read the heading. Moved by Warner, seconded by
Thatcher, that the Ordinance be adopted. Carried, by the following
vote to -wit:
Ayes: Councilmen Thatcher„ Warner,LBird.
Nayes: Councilmen, none.
Absent: Councilmen Cordingly end Kilcrease.
'Report of the Tax Collector read and ordered filed.
'Request of Ire Kraemer for an extension telephone for the
sewing project read and laid over.
'Request of the Sweetwater Union High School for a fire plug at
18th and E Streets, referred to the Fire Chief.
/Request of the Sweetwater Union High School for the removal of
trees referred to the Street department.
_Rerniest dor the pa-mient ofdelinquent tax without the seven
percent interest and the cancellation fee by Clara E . Gernay
presented. Moved by Thatcher, seconded by Warner, that RESOLUTION
Ho. 1962 waiving the seven percent interest and the cancellation
fee be adopted. Carried, by the following vote to -wit:
Ayes: Councilmen, Thatcher, Warner, Bird.
Naves: Councilmen none.
Absent: Councilmen Cordingly and Kilcrease.
-Communication from the War Department regarding dredging in
Glorietta Bay, read and ordered filed.
Petition for Street light at 21st and `Wilson Avenue, read
and referred to the Finance Committee.
Request of the National City Recreation Commission for
equipment in the amount of $ 25.50 presented by Mr. Thatcher.
Moved by Tharcher, seconded by Warner, that the appropriation be
granted. Carried, by the following vote to -wit:
Ayes: Councilmen Thatcher, Warner, Fird.
Nayes: Councilmen, none.
Absent: Councilmen Tordingly and Kilcrease.

the present Park Administration ilding;

City Engineer Ireland reported on the survey of land values

City Clerk Smith reed the heeding. Moved by warner seconded by
Thatcher, that the Ordinance be adopted. Carried, by the following
vote to -wit:

in the Austin Heights district for the purpose of street
improvement. Mr. Ireland stated that the district could not carry
the bonds for the estimated improvement.cMovedgby Thatcher, seconded
by Warner, that the proceedings be laid over. Carried, all Council-
men present voting aye.
City Engineer Ireland reported that the WPA projects have been
taking care of the drivewaysfor property owners but/that under the
new rules of the Works Progress Administration this must stop. Mr.
Ireland asked that the Ordinance licensing cenent workers and
controling the taking out of curbs be enforced.
City Engineer Ireland reported a communication from the Co unty
Planning Commission regarding the opening of Division Street from
Paradene Park to J Avenue. Mr. Ireland asked that the Si of
Livision Street from J Avenue to " Avenue be included in the title
proceedings for Melrose street :-
-Ci tv Clerk Dale Smith authorized to start proceedings to clear
the tidelands of any municipal or county liens.
Moved by Warner, seconded by Thatcher, that the following
transfers be authorized:
From the Sp. Del. Tax Fund to the General Fund $ 1,435.85
"From the Unapp tax fund, $ 12,221.41, distributed as follows:
General Fund $ 6,725.07; Library Fund $ 867.84; Park Main & Imp Fund
289.28; Sinking Fund No. 4 $ 1,880.32; Sinking Fund No. 6
$ 1,952.64; Sinking Fund No. 7$ 506.24. Motion carried, by the
following vote to -wit:
Ayes: Councilmen, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: Councilmen Cordingly, and Kilcrease.
Being no further business, it was mowed by Warner, seconded
by Thatcher, that the meeting adjourn. Carried, all Councilmen
present voting we.
