A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Eilcrease, Thatcher, Warner, Bird.
Councilman Cordingly absent.

Moved by Kilcrease, seconded by Warner, that the bills be allowed and
warrants drawn for same. Carried, by the following vote to -wit:
Ayes: Councilmen Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen none.
Absent: Councilman Cordingly.
Proposal of J. Cuneo for exclusive right for garbage collection
as submitted through Liggett and Liggett, attorneys, by Mr. Hines
read and referred to the City Attorney.
Mr. F. Geo. James from the Chamber of Commerce present and asked
that measures be taken to eradicat6':the^mosquitoes. Mayor Bird pointed
out that conferences have been held with Dr. Leesem and Mr. Zuchweiler
✓ of the County health Department in regards to a mosquito control
project and that City Engineer Ireland is making a survey of the
swamps by the Bay for drainage.
Resignation of D.P.Guy from the City Planning Commission read.
Moved by Warner, seconded by Kilcrease, that his resignation be
accepted with regrets and appreciation of past services. Carried,
all Councilmen present voting aye.
The City Clerk's report to the State Board of Equalization of
the assessed valuation, read and ordered filed.
Mr. ---Rose of the San Diego Union present and requested the donation
of $ 100.00 for a full page advertisment for the City of National City
in the 70th Anniversary Edition of the San Diego Union. No action
taken at this time and the City Clerk is to dotify Mr. Rose as soon
as a decision is made.
Report of the City Planning Commission on the application of
Rob't C. Wilson for a special permit to build an indoor range for
archery, read. Moved by Thatcher, seconded by Warner, that
-RESOLUTION NO. 1989, approving the decision of the Planning Commission
and granting the special permit, be adopted. Carried, by the following
vote to -wit:
Ayes: Councilmen Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: CouncilmaniCordtngly.

• Card of appreciation from Mrs. Gertrude Gibbs and family, read and
ordered filed.
Notification of Liquor License applications of William W. Greed
for Off Sale Beer and wine and Off Sale Distilled Spirits, read and
ordered filed.
.-Notice from the War department of application of llth Naval
District to install 28 fixed moorings in the Bay of San Diego, read
and ordered filed.
• Request of t°r. Potter for cancellation of building permit no. 283
read and laid over.
• Notice of the Western Safety Conference read and ordered filed.
iq9° RESOLUTION NO. 1990, authorizing the lease agreement with the
South Bay Motors Company for two 1938 Ford V8's, read. Moved by
/ Warner, seconded by Thatcher, that the Resolution be adopted. Carried,
by the following vote to -wit:
Ayes: Councilman Sild?eade, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: Councilman Cordingly.
'Lease Agreement between the South Bay Motors Company and the
City of National City, California, for two 1938 lord V8's sedans, read
and ordered filed.
..The State Compensation Insurance Fund policy for fiscal year
1938-1939 read and accepted.
/ Annual Report of the State Division of Highways for maintenance
of State Highway Routes within the City for fiscal year Ally 1, 1937
to June 30, 1938, read and accepted.
'Second Supplemental Memorandum of Agreement for expenditure of
a Cent Gas tax Money for State Highways, read. Moved by Warner,
seconded by Thatcher, that RESOLUTION NO. 1991, approving the
Memorandum and authorizing the proper officers to sign same, be
aodpted. Carried, by the following vote to -wit:
Ayes: L'ouncilmen Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen none.
Absent: Councilman Cordingly.
Upon the recommendation of the Chief of Police, it was moved by
Warner, seconded by Thatcher, that a pool hall license be granted to
Henry W. Shaffer. Carried, all Councilmen present voting aye.
City Engineer Ireland reported that the estimated cost of drainar*e
to be installed on Newell Avenue would be between 125.00 to NS 130.00.

He: also reported that the sewer pump had been ordered but that it could
not be completed until 30 days.

'City Attorney Campbell presented the lease agreement for the
purchase of the sewer pump. Moved by Kilcrease, seconded by Thatcher,
that RESOLUTION NO. 1992, authorizing the Mayor to enter into an
yq agreement in behalf of the City of National City, California for the
PA I sewer pump, be adopted. Carried, by the following vote to -wit:
Ayes: Councilmen Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen none.
Absent: Councilman Cordingly.
V Confirmation of the rent&]. agreement between the U.S.Treasury
Department and the City of National City, California, for the space
used by the WPA sewing project, read and ordered filed.
Request of Herbert A. Barnes for payment of delinquent tax without
the seven percent interest and the cancellation fee, read. Moved by
Kilcrease, seconded by Warner, that the request be allowed. Carried, a]
Councilmen present voting aye.
Request of Mrs. M.H.L.Caceres for payment of delinquent tax with-
out the seven percent interest and the cancellation fee, lead. Moved
by Thatcher, seconded by Kilcrease, that the request be allowed.
Carried, all Councilmen present voting aye.
/RESOLUION NO. 1993, authorizing the compromise between the City
of National City, California and one Jony Dagg, for the sum of
Ona Thousand Seven dundred Fifty and no/100 Dollars ( $ 1,750.00) for
damages, read. Moved by Thatcher, seconded by Warner, that the
Resolution be adopted. Carried, by the following tote to -wit:
Ayes: Councilmen, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: Councilman Cordingly.
Moved by Thatcher, seconded by Warher, that the sum of $ 300.00
be drawn in favor of the Olympic Games Committee. Carried, by the
following vote to -wit:
Ayes: Councilmen, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: Councilman Cordingly.
Being no ftr thtr business, it was moved by Warner, seconded by
Thatcher, that the meeting adjourn until 7:30 P.M., Thursday, September
1st, 1938. Carried, all Councilmen present voting aye:
