Carried, all Councilmen present voting a ye, on roll -call. Mr. Stafford, owner of property at 26th St and K ave present and requested a definite answer on his request that the sidewalk and curb be corrected. After discussion, it was moved by Cordingly, seconded by Kilcrease, that the City lower the sidewalk and curb at 26th and F Avenue, providing that the property owners furnish the cement. Carried, all Councilmen present voting aye on roll -call. William Prietto presentsprotesting the odor from the Nelson Oil Refinery and asked that the City Council take some step to remedy it. Matter referred to the City Attorney. "Clifford Ellis, plastering contractor, present and entered a protest against the $ 10.00 per year license for Plasterers and asked that the Council consider a $ 75.00 per year license for the first year and A 10.00 per year for each successive year for the Plasterers only. /City Attorney Campbell presented Ordinance No. providing for the licensing of Contractors and Sub -Contractors for first reading. Moved by Kilcrease, seconded by Cordingly, that Ordinance be iniroduced and laid over, under the rules and according to law. tarried, all Councilmen present voting aye on roll -call. /Upon the recommendation of the Chief of Police Knapp, it was moved by Warner, seconded by Kilcrease, that Albert James be appointed a special police deputy to serve without compensation. Carried, all Councilmen present voting eye. Communication from the Office of the State Controller expressing their appreciation of the City's cooperation in furnishing space to Spot -pay the relief clients in this district, read and ordered filed. ✓ Report of the Tax Collector for period to December 6th, 1938 read and ordered filed. / Request of Margaret J. Dillavou, Insurance broker, requesting a portion of the City's insurance business, read and placed on file. % Moved by Thatchet,seconded by Kilcrease, that the insurance policy of Guy and Gty on the 1935 Dodge 11 ton truck, be accepted. 220 Carrie,i, all Councilmen present voting aye. / Communication from the Division of Highways submitting the First Supplemental Memorandum of Agreement providing for expenditure of the 4 cent gas tax for Street s of Major Importance during the fiscal year ending June30, 1939, allowing $ 1,500.00 for general maintenance work from July 1, 1938 to June 30, 1939 on 18th St from Highland Avenue to Granger; Highland Avenue from south City limits to north City limits; 8th street from K Ave goo, to east City Limits. Moved by Thatcher, seconded by Warner, that RESOLUTION NO. 2009, approving the First Supplemental Memorandum of Agreement, be adopted. Carried, all Councilmen present voting aye on roll -call. ''City Assessor Dale Smith reported that the assessment on Lots 7, 8, 9, and 10, Block 1, Kimballs Subd., 0f 10 Acre; Lot 2, a Sec. 154, Nat'l Ro. had been erroneously increased from /2,500 to $ 4,000 and asked that the correction be authorized. Moved by Cordingly, seconded by Kilcrease, that_ Resolution No-. 2011 'authorizing the proper officers to make the change in the roll, be adopted: Carried, by the following vote to -wit: Ayes: Councilmen Cordingly, Kilcrease, Warner, 3ird. Nayes: Councilmen Thatcher. Absent: none. City Engineer Ireland reported that no definite action has been taken on the opening of Pleasant Lane. City Engineer Ireland reported that his transit valued at$ 350.00 had been stolen from the Engineering project and asked r, that the Council authorize the purchase of a transit to replace it. Re stated that a good second -hand one for around $ 175.00 could be purchased. "Mr. --Ireland es Custodian of Public B3dgs reported that the roof of the Library needs fixing and the roof of the City Garage needs reconditioning. Be also reported that the sum of $ 35.00 needs to be expended to finish the trailer for the caterpillar. Moved by Cordingly, seconded by Kilcrease, that Mr. Ireland be authorized to purchase the transit, fix the roofs and finish the trailor. Carried, all Councilmen present voting aye. Moved by Cording] y, seconded by Thatcher, that a street light at the torner of 6th St and A Avenue be installed. Carried, all Councilmen present voting aye on roll -call. The purchase of a visible file system for the License bureau 222 referred to the Police department.
