Councilmen present: Cordingly, Kilcrease, Thatcher, Warner, Bird. Councilmen absent: none. Minutes of the regular meeting of December 6, 1938, read and approved. Carried, all Councilmen present voting aye on roll -call. City Engineer Ireland present Mr. Walters, Project Supervisor for the State Relief Administration wto asked that the City Counci 1 consider an increase in project labor on S.R.A. projects in this City. RESOLUTION NO. 2012, authorizing S.R.A. to furnish four additional men and agreeing to pay 20% of labor costs and authorizing the Mayor to execute a supplemental agreement for assignment of relief workers, presented. Moved by Cordinrl y, seconded by Warner, that the Resolution be adopted. Carried, all Councilmen present voting ;ye.on roll -call. 224 Notice from the State Board of Equalization of' the application of Jack Prager for an off -sale liquor license, read and ordered filed. -1doved by :Darner, seconded by Kilcrease, that the renewal policies presented by Guy and Guy, be accepted. City Clerk Dale Smith read the headin€ of Ordinance No. and presented it to the Council for passage. Moved by Warner, seconded by Cordingly, that ORDINANCE NO. 664 entitled " An Ordinance providing for the licensing of contractors and sub- contractors in the City of National City, California, providing a penalty for the violation thereof" be adopted. Carried, all Councilmen present voting a're on roll -call. Report of the Planning Commission recommending that the The of $b 10.00 1 eposited by Mr. Jay Swinehart for a zone exception be refunded as a special permit in not necessary; also recommending that the petition of Mr. Ira J, Beardsley to construct an alternate type dwelling on over 400 Square feet area on E 1701 of,93titof3 Ni of Wh of W2 of 80 Acre Lot 2, a Sec. 130, be grunted; also recommending that the petition of Mrs. Mary M. Erickson to construct an alternate type dwelling of over 400 sq. feet area on Lot 1, Block 2, Sanitarium Place, be granted. Moved by Cordingly, seconded by Kilcrease, that RESOLUTION NO. 2013, approving_ the decisions of 0I 5 the Planning Commission and granting the special permits and the refund of the fee, be adopted. Carried, all Councilmen present voting aye City Assessor Dale Smith reported that Lots 1,u2; 21 and:,220pf Block 233 and Lots 8 and 4 of Block 233 have been assessed for the years 1935, 1936, 1937 and 1938 on the local roll and have also been assessed by the State Board of Equalization on the utility roll and asked that the assessments be stricken from the roll and the taxes cancelled. 'Upon the recommendation of the City Attorney it was moved by Kilcrease, seconded iay Cordingly, that the assessments be striken from the roll. Carried, all Councilmen present voting aye. Carried. /Moved by Thatcher, seconded by Cordingly, that the following transfer of funds he authorized: From the Sp. Del. Tax fund to the General Fund H 668.93 Carried, all Councilmen present voting aye. /City En4ineer Ireland reported that the sidewalk_ and curb at 26th and P Avenue has been torn out and that the work was ;-oing ahead. He also reported that the dips at 18th and Newell have been started. Being no further business, it wasmoved by 6ordingly, seconded by Kiorease, that the meeting adjourn.
