Councilmen present: Cordingly, Kilerease, Thatcher, Warner. Councilman Bird absent. Minutes of the regular meeting of January 18, 1938, read and approved. Bills audited by the Finance Committee presented: General payroll $ 2,083.75 St. Dept. " 380.00 Library expenditures 379.17 General' expenditures 1 982.62 Total $ 4,825.54 Moved by Cordingly, seconded by Kilcrease, that the bills be allowed sad warrants drawn for same. Carried, by the following vote t o-wit : Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner. Hayes: Councilmen, none. Absent: Councilman Bird. ,J.H.nStafford appeared and protested regarding the - sidewalks that were put in at 26th and F Avenue; stated that walks are 18 inches higher than property and causes serious drainage problem. Matter referred to the Street Committee and the City Engineer. 'Communication from the Planning Commission that the petition of J.E. Armstrong to construct a poultry house be granted with a condition. Moved by Warner, seconded by Kilerease, That RESOLUTION N0. 1940, granting the permit, be adopted. Carried by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Nayes: Councilmen none. Absent: Councilman Bird. 'Easement of Joseph H. Howill and wife for sewer near 18th Street sad Harding Avenue, referred back to the City Engineer for a change in reading of easement. invitation of the Casa de Salud Board of Directors to attend a Spanish Plate supper on February 15th at 6:00 P.M., read. Moved by Kilcrease, seconded by Warner, that the invitation be accepted. Carried, all Councilmen present voting aye. 139 -.Renewal insarance policy on the Library -books and -the' Fire and Theft Comprehensive policy on -the 1938-Ford V8 presented. Moved by Warner, seconded by Cordingly, that the policies be accepted. Carried, all Councilmen present voting aye. Report of tit City Court for the month of January, 1938 tread. Moved by Cordingly, seconded by Warner, that the report be accepted and placed on file. Carried, all Councilmen present voting aye. Communication from the War Department Engineer regarding flood control read and ordered filed. /v " 'RESOLUTION N0L 1941, authorizing the waiving of the 7% interest and the cancellation fee on delinquent taxes on Lotcl-(;, of Homeland Park Subd., owned by the Homeland Building Co., read. Moved by Warner, seconded by Silcrease, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Councilmen Cordingly, Kilerease, Thatcher, Warner. Hayes: Councilmen none. Absent: Councilman Bird. ,Petition for boulevard stop at 18tk Street and D Avenue read and ordered filed. Police Chief Knapp recommended that stops be placed at D Avenue at 18th St and 8th street. Matter referred back to Committee ( Knapp, Bird, Ireland) to submit a written report. -Invitation from the City of San Bernardino to attend the dedication of their new City Hall by the Native Sons of the Golden West on Saturday, February 5th, 1938, read. Moved by Cordingly, seconded by Warner, that a letter sent expressing regrets for non- atterldance. Carried, all Councilmen present voting aye. .Notice of the liquor license application of E.J.Farrell ordered filed. "Department of Social Welfare findings on the inspection of the City Jail read•and ordered filed. 'City Attorney reported the Smata Fe Railway Co., requested a certified Dopy of the easement for 1st Street crossing; also reported on letter from Railroad Commission regarding an appeal of decision in the California Water and Telep4one rate case. 'City Attorney expressed his opinion that the pedestrian signs are illegal and may cause the City to be liable and recommended that the signs not be used. Matter referred to the Chief 140 of Police and the City Engineer. City Clerk Dale Smith -asked regarding the establishment of the - mean high tide line on waterfront property. Matter referred to the City Engineer and City Attorney. Being no further business, it was -moved b y Cordingly, seconded by Warner, that the meeting adjourn.
