Councilmen present: Kilcrease, Thatcher, Varner, Bird. Councilmen absent: Cord_ngly. Minutes of the previous meeting of January 4, 1938, read and approved. B ills audited by the Finance Committee presented: General payroll $ 1,306.25 Street Dept. " 307.50 General e.:pentLtures 2,513.07 Total $ 4,126.82 Moved by Kilo/ease, seconded by Warner, that the bills be allowed and warrants drawn for same. Carried, by the following vote to -wit: Ayes: Councilmen, Kilerease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: Councilman Cordingly. Communication from the National City Local # 7-G380 Wo4ers Alliance of America reouesting"that the City Council request the County Board of %pervisors to sponsor county W. P. A. projects such as the womens sewing, curriculur and others", read. Moved by Thatcher, seconded by Warner, that a written communication be sent to the County Board of Superv5 sors submitting the request of the Local 'o rkers Alliance. Carried, all Councilmen present voting ave. 'Representative of the Seabraftd Brothers circus requested permission to Shad here in February. City Attorney rule! that the Council could tale no'.action in permitting the license, as under the Ordinance Lt nrast first be considered by the Chief of Police, the City Clerk and the Building Department. Moved by 'Varner, seconded by Thatcher, that the renewal policy on the contents of t_te Library as submitted by L.V.Leffert, be accepted. Carried, all Councilmen present voting aye. Statistical report of the Births and Deaths for year 1937 as submittel by the County Board of health, read and ordered filed. .Report of City Engineer Ireland on the petition for street li/;hts recoxriending that li7hts be installed at the intersections of 20th St and L Avenue and 24th Street and L avenue, read. Moved by 136 iq3 7 by Kilcrease, seconded by earner, that the street lights be installel. Carried, la- the following vote to -wit: Aves: Councilmen Kilcrease, Thaathcer, 'darner, Bird. N ayes: Councilmen, none. Absent: Councilmen, Cordingly. ,Estimate of C.B.Clinton to paint the llelfare B4ildinp; at 14th St and 'larding Avenue, read and ordered filed. Report of the Planning Commission recommending that the petition of 14r. Walker H. Gabbert for permission to convert a residence at the noRthwest corner of Seventh Street and J Avenue to a four apartment house be granted, upon condition that the work be started vr'thin 90 days and that the permit apply only to the present building, read. Moved by Kilcrease, seconded by Thatcher, that RESOLT 'IOW' N0. 1937 granting the special permit be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: Councilman Cordingly. -Report of the U.S.Forest Service of erosion control study of San Miguel Mountain, read and ordered filed. • Fire Chief Bird recommended the installation of a fire hydrant at loth Street and Paradise Drive. Moved by Thatcher, seconded by Warner, that the fire hydrant be installei. Carried, by the following vote to -wit: Ayes: Councilmen, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen none. Absent: Councilman Cordingly. ,Custodian of Public Buildings Ireland reported that the janitors have been treating and ;raxina the floors each week and that rubber matting has been ordered for the steps in the lobby and for thi floor of the two lobbys. • Mr. Ireland also reported that the N.Y.A. project can Go to the schools if necessary: In regards to the W.P.A. library project , he reported that to fix up the basement of the library for use, would 137 /939 necessitate the cutting of a doorway in the north wall of the Library building and the installation of lights and water. Estimate of the stand-by pump for the Park sewer by Hazard - Gould, read and the matter laid over. City Engineer Ireland stated that due to the numberous requests for oiled streets it would be necessary to buy the proper equipment before the City could perform the work. Matter discussed and laid on the table. Mayor Bird announced a vacancy on the Planning Commission and asked that an appointment be made. Moved by Warner, seconded by Thatcher, that Mr. Joseph Vurgason be appointed to the Commission. Carried, all" Councilmen present voting aye. Commissioner of Police Warner, submitted a proposal by the San Diego Motor Co., by J.B.Sears for rental on one Ford V8. Moved by Warner, seconded by Kilcrease, That Resolution No. % 9 3 9 authorizing the proper au her ties to enter into an agreement for the d. rental of one 1938 Ford VB'. Carried, by the following vote to -wit: Ayes: Councilmen, Kilcrease, Thatcher, Wilmer, Bird, Hayes: Councilmen, none. Absent: Councilman Cordingly. Moved by Thatcher, seconded by Warner, that the proper officers be authorized to make the following transfer: 150.00 from the Sp. Gas Tax St Imp Fund to the St Imp Fund. Carried, by the following vote to -wit: Ayes: Councilmen, Kilcrease, Thatcher, Warner, Bird. Nayes: ouncilmen, none. Absent: Councilman Cordingly. Being no further business, it was moved by Warner, seconded by Thatchr, that the meeting adjourn. Carried, all Councilmen present voting aye.
