Councilmen present: Cordingly, Kilc^ease, Warner, Bird. Councilmen absent: Thatcher. Minutr of the regular meeting of May 17, 1938, read and approved. Councilman Thatcher arrives. nr. Leesem of the San Diego Count' Health Department present and spoke regard_n' the methods used in the control -of rabies. He stated that vaccination with the eradication of stray dogs is necessary for this control. 'Se City Attorney instructed 'to :prepare an ordinance for the control of rabies. Dr. Leesem agreed to contact the San Diego Humane Society in behalf of the City of National City in an effort to secure the services of the Society in the licensing and vaccination of the dons. Leesem and Dr. Zuchweiler ask6d that some method of control and eradication of the swamps on the bay front be taken in an effort to stamp ut the breeding places of the mosquito. -City Engineer Ireland instructed to prepare a survey of the area in question, as a prelimi_nr-q step for a WPA Mosquito control project. The titre being eight o'clock, the hearing for the protest of the National City Lighting District No. 1, called. City Engineer Ireland reported upon the matter of the street light at 21st and Wilson and recommended that the 3iftht be left at the end of the street. After some discussion, it was roved by Kilcrease, seconded by Cordingly, that the City Attorney to secure an impartial adjuster or appraiser. B ulletin from the League of California Municipalities regarding the payment of the Federal Income Tax by municipal employees, read. Moved by Thatcher, seconded by Warner, that the City Clerk be instructed to telegraph Congressman and Senators from California to support passage of legislation to prevent the collection of income taxes retroactively. Carried, all Councilmen present voting aye. Being no further business, it was moved by Cordinely, seconded by Kilcrease, that the meeting adjourn. Carried, all Councilmen present votin- aye.
