A regular meeting of the City Council called to order by
the Mayor. Councilmen present: Cordincrly, filcrease, Thatcher,
Warner, Bird.
Minutes of the regular meeting of November 1, 1938, read

Moved by Cordingly, seconded by Kilcrease, that the bills be
allowed and warrants drawn for same. Carried, all Councilmen
presr:nt voting a?re on roll -call.
/ Owner of Property at 26th and F Avenue present regarding
the sidewalk and drainage problem at that location. City Clerk
Smith read a communication from the Works Progress Administration
stating that it will be impossible to use project funds or labor
to remove the sidewalk and curb, change grades and replace same,
but stating that if sufficient labor funds are available, a drain
approximately 100 feet in length could be placed diagonally across
26th street. Property owners stated that they would not accept
such a solution. Matter laid over.
Moved by Oordingly, seconded by Thatcher, that the City
Engineer be instructed to procedd with the opening of the
extension of Pleasant Lane, as the deeds are available. Carried,
all Councilmen present voting aye.
i Communication from the Southern Title and Trust Company
regarding the segregation of parcels on the tax rolls and asking
that the City consider the adoption of the County methods. Matter
referred to the City Attorney for a written opinion.
Moved by Kilcrease, seconded by Cordingly, that the following
delinquent tar be accepted without the seven percent interest and

Report of the City Planning Commission recommending that a
special permit to granted to Mrs. Lena Geffe to construct a
dwelling on the rear of Lots 19 and 20, Block 3, Padrick's Subd.,
also to Mr. John H. Curry to bukld on his property according to
the requirements of the R-2 zone instead of the R-1 zone. Moved
by Cordingly, seconded by Kilcrease, that RESOLUTION NO. 2007
be adopted, granting special permits to Mrs. Gaffe and Mr. Curry
and appro1ing the decision of the Planning Commission. Carried,
all Councilmen present voting aye on roll -call.
Moved by Cordingly, seconded by Thatcher, that the following
transfers be authorized:
From the Unapportioned Tax Fund the sum of $ 14,642.47 as follows:

' From the Sp. Gas Tax St Imp Fund, the sum of $ 335.10 to the
St Imp Fund to cover rentals and labor for Project No. 7 for the
month of October, 1938.
'From the Sp. Delinaquent Tax Fund, the sum of $ 1,158.65 to the
General Fund.
From the A.B.C. Fund, the sum of w 666.55 to the General Fund
to cover portions of salaries paid for the enforcement of the
liquor laws.
'From the State Auto Tax Fund, the sum of $ 240.00 to the General
Fund to cover portions of salaries paid for protection of Highway
traffic.
',From the State Auto Tax Fund, the stm of $ 20.21 to the General
Fund to cover expenditures on Police radios.
Carried, all Councilmen present voting aye on roll -call.
✓ City Attorney Campbell reported that a request should be made
to the Board of Supervisors for cancellation•of the delinquent tax
on the extension of Fairmont Avenue, * Sec. 131, Rancho de la
Nacion. The matter of the delinquent taxes on the tidelands
referred to the City Attorney for cancellation.

City Engineer Ireland reported that there is no change to be
made in 18th and Palm Avenue.
i Police Chief Knapp had no report to be made on the radio
intereerence at 18th and Palm as the disturbance has quit for the
pre sent.
. Councilman Cordingly requested more time for consideration of
the street light at 6th and A Avenue.
Upon the recommendation of the Chief of Police Knapp, it
was moved by Warner, seconded by Cordingly, that RESOLUTION NO.
2008, appointing Alton L. Oyer as regular member of the Police
force and raising his salary to $"r 112.50 per month, effective as
of November 15, 1938, be adopted. Carried, all Councilmen present
voting aye on roll -call.
/ ORDINANCE N0. entitled," 'An Ordinance providing for
the Licensing of Contractors and Subcontractors in the City of
National City, California, providing a penalty for the violation
thereof", read by the City Clerk. After an open discussion -was
held by the contractors present and the City Council, it was
moved by Cordingly, seconded by Kilcrease, that the Ordinance
be rejected. Carried, all Councilmen present voting aye.
Moved by Cordingly, seconded by Kilcrease, that the City
Attorney be instructed to prepare an Ordinance levying a license
fee of $ 10.00 per annum on all contractors and sub -contractors
operating within the City of National City, with the exception of
plumbers and electricians. Carried, all Councilmen present
voting aye.
3, ORDINA10E N0. 663, entitled " An Ordinance providing for
the licensing of certain occupations and amusements, providing
penalties for the violation thereof and amending Ordinance No.
583 entitled, An Ordinance regulating restaurants, lunch counters,
cafes, cafeterias, soda fountains, fruit stands, groceries, and
other places in the City ofNational City, California, where food
id prepared for sale, sold, distributed, or displayed for sale,
and providing for the regulation of all persons handling food-
stuffs", read by City Clerk Dale Smith. Moved by Warner, seconded
by Cordingly, that the Ordinance be adopted. Carried, all
Councilmen present voting aye on roll -call.
Harry Garber presented a gentlemen who requested that the

Being no further business, it was moved by Cordingly,
seconded by Kilcrease, that the meeting adjourn. Carried, all
Councilmen present voting aye.
