Councilmen present: Cordingly, Kilcrease, Warner, Bird. Councilmen absent: Thatcher. , Minutes of the regular meeting of December 7, 1937, read and approved. Bills audited by the Finance Committee presented: General payroll $ 1,374.10 Street Dept. payroll 365.00 General expenditures 1,315.35 Total ` 3,054.45 Moved by Cordingly, seconded by Kilcrease, that the bills be allow ed and warrants drawn for same. Carriel, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Warner, Bird. Nayes: Councilmen, pone. Absent: Councilman hatcher. Informal discussion of the Proposed Insurance policies on all Municipal buildings. Councilman Thatcher arrives. -Invitation and Announcement from Lt. Gillmore Camp and Auxilliary of their combined installation to:be--held on January 7th, 1938, read and ordered filed. 'Communication from E.B.Moritz Foundry of Santa Ana, California, regarding their signs for school crossings, read and ordered filed. -Letter of appreciation from the Board of Directors of the Casa de Salud for the fern sent to them by the City Council, read and ordered filed. 'Letter from the Best Products Company regarding their floor machine read and referred to the City Engineer. . Announcement that the City of National City to be hosts to the San Diego 'ounty League of California Municipalities on January 7th , 1938. Dinner to be serted at 6:30 P.M. at the Kiwanis Club. Chief Bird, at the request of the Mayor, compared the rates for insurance as submitted by the non -board g®oup and the tentative rate as establ_shed by the Board group on the City Hall. Chief Bird recommended that the Board of Fire Underwriters be requested to submit a survey of all municipal buildings. City Clerk requested to 129 so notify the Board. 'The First Supplemental Memorandum of Agreement for Streets of Major Importance submitted by the Division of Highways. Moved by Thatcher, seconded by Kilcrease, that Resolution No. 1930, approving of the Memorandum and authorizing the Mayor and the City 'lerk to sign same, be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. Moved by Cordingly, seconded by Kilcrease, that Resolution No. 1;31 amending Resolution No. /7.3 7 removing the Ass't Chief of Police as Purchasing Agent and appointing the Deputy City clerk as Purchasing Agent for the City, be adopted. Carried, by the following vote -to -wit:. Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: 'douncilmen, none. Absent: none. '.ORDINANCE NO. 656, entitled " An Ordinance of the City of National City, California, regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of all buildings and/or structures in the City of National City, California; providing for the issuance of permits and collection of fees therefor; providing penalities for the tiblation thereof; declaring and establishing fire zones and repealing Ordinances Nos. 608, 632 and all other ordinances and parts of ordinances in conflict therewith" read and placed on final passage. Moved by Thatcher, seconded by Cordingly, that the Ordinance be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. Resolution No. 1932, entitledff Resolution Creating a Fund to be Down and designated as, " Alcoholic Beverage Control License Fee Fund', providing for moneys to be placed in said Fund and for the empenditure of such moneys." read. Moved by Kilcrease, seconded by Cordingly, that the Resolution be adopted. Carried, by the following vote to -wit: 130 Ayes: Counc_lmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen none. Absent: none. • RESOLUTION NO. 1933, entitled, " A Resolution appointing Lee Bacon as fireman of the Fire Department of the City of National 3 City, Calift:rnia, and fixing his compensation, " Read. Moved by Thatcher, seconded by Cordingly, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, K"icrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. • ORDINANCE NO. National 31, entitled " An Ordinance of the City City, California, adding Section 1 3/4 to Ordinance No. of 562 and amending Section 3 of Ordinance No. 562 of said City entitled ' in Ordinance Limiting the time for parking on portions of National Avenue and portions of Eighth Street in the City of National City, California, and providing; a penalty for the violation thereof.', introduced. Moved by Warner, seconded by Kilcrease, the reading of the ordinance be waived. Carrier, all Councilmen present voting aye. Moved by Kilcrease, seconded by Cordingly, that the Ordinance be introduced and laid over, under the rules and according to law. Carried, all Councilmen present voting aye. Upon the request of Dale Smith, City Clerk and Assessor, for a refund of taxes to Mrs. J.W.Sampsell, it was moved by Kilcrease, seconded by Cordingly, that'Resolution No.=1934-, granting d-refund of.$7.4:22otd Mrs. J.W.Sampsell, be adopted. Carried, by the following vote to-rrit: Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. Moved by Warner, 1935, authorizing the seconded by Kilcrease, that RESOLUTION NO. payment of delinquent tax without the 7% interest or cancellation fee by Edward Cressell, he adopted. Carried, by the following vote to -wit: Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. -RESOLUTION NO. 1936, approving the bond of the San Diego Consolidated Gas and Electric Company and authorizing the Mayor to sign the contract for National City Lighting District No. 1, read. 131 Moved by Thatcher, seconded by Warner, that the Resolution be adopted. Carried; by the following vote to -wit: Ayes: Councilmen, 9ordingly, Kilcrease, Thatcher, Warner, Bird. Nayest Councilmen none. Absent: none. •Report of the Tax Collector read and discussed. Moved by Cordingly, seconded by Kilcrease, that the meeting adjourn until 11:30 A.N. Friday, December 31, 1937. Carried, all Councilmen presdnt voting aye.
