Councilmen present: Kilcrease,Thatcher, Warner, Bird. Councilman Cordingly alsent. Minutes of the regular meeting of December 15, 1936 read and approved. Bills audited by the Finance Committee presented: Payroll- January 1, 1937 $ 2,051.00 Library 621.25 Current expenditures 2,365.90 Total 5 5,028.15 Moved by Kilcrease, seconded by Warner, that the bills be allowed and warrants drawn for same. Carried, b7 the following vote to -wit: Ayes: Councilmen, Kilcrease,Thatcher,Warner,Bird. Nayes: Councilmen, none. Absent: Councilman Cordingly. Corrununication from Scheuerman & Co., real estate offering the W 26' of the W 1521 of E'-s of 10 Acre Lot 2, * Sec. 152, Nat'l Ro. for street purposes only, making"B" Avenue a 601 Street from 25th to 26th Sts., also requesting curb and sidewalk lines. City Engineer Cayser reported that the Planning Commission does not favor a 601 street and requested the City Council to make "B" ave an 801 street. Matter referred to City ngineer for estimate with power to preceed if found feasible, and upon receipt of deed. 1LIr. Kenny present regarding the decision of the Planning Commission. Instrucbed to file protest according:to law. /Report Of the City Engineer regarding the Mellos petition referred to him. Advised the Council that it was beyond the jurisdiction of the Board. ,/Deed of Geo. W. Custer on East 16th Sts., giving 301 for Street purposes,, referred to the Planning Commission. / Communication from the League of California Municipalities outlining the services rendered duriig the year 1936, read rand ordered filed. 43 Communication from the Division of Highways enclosing a tabulation showing the actual apportionment of the * cent City Street and the * cent State Highway Funds for the 1935-36 fiscal year and a revised estimated apportionment for the 1936-37 fiscal year, read and ordered filed. 'First Supplemental Memorandum of Agreementfor expenditure of i cent fund for Streets of ''ador Importance ordered filed. >Request of Asa h, Webb, City Treasurer and Tax Collector, for a raise in salary for his deputy, read. Moved by Thatcher, seconded by Warner, that his request be laid over until the next meeting. Carried, all Councilmen present voting aye. /Communication from the Fish & Game &evelopment Assort read and ordered filed. /Communication from the War Department_regarding modification of plans for the dredging of Mission Bay, read and ordered filed. Communication from Brush, Slocumb & Co., requesting that their name be placed on mailing list to receive notice of sales of bonds, read and ordered filed. Communication from the Bankamerica Company, San Francisco, requesting that their name be placed on mailing list to receive notice of sale of bonds, read and ordered filed. .Request of the Veterans Welfare Board for cancellation of 1936-37 taxes on certain property, read and referred to the City Attorney for resolution. Moved by Thatcher, seconded by Warner, that RESOLUTION NO. 1854, authorizing the tax refund be adopted. Carried, all Councilmen present voting aye. ,,./fOrn- Moved by Kilcrease, seconded by Warner, that RESOLUTION NO. 1855, authorising the refund of taxes to the SMILEAGE CO., LTD., be. adopted. Carried, all Councilmen present voting aye. J City Clerk Dale Smith presented a check from Aber and Rutherford for payment of 1933-34-35 taxes without the 7% interest 44 or the cancellation fee. After discussion, it was moved by Kilcrease, seconded by Warner, that City Attorney be instructed to prepare Resolution accepting payment of these taxes. Carried, all Councilmen present voting a ye. -"Report of the City Court for the month of December, 1936, read and ordered filed. .Letter from the City of Escondido regarding the meeting Friday evening, read and ordered filed. deport of the Police Department for the year 1936, read and ordered filed. Insurance policyaon City Hall ordered filed. -"Matter of Resolution appointing the Sup't of Streets in charge of Public B1dgs., referred to the City Attorney. Sup't of Streets requested the purchase of a tam Barco hammer, to be used in the breaking of pavement and tsewermmbrk. Purchasing Rgent instructed to make purchase. ✓Chief of Police Knapp and Police Commissioner Varner reported that plans are being made to enforce the one hour parking in the business district. 40 -"/ r r4 "RESOLUTION NO. 1856, amending in certain respects Resolutions No. 1737, 1739, 1762, 1764, 1787, 1799, 1814, 1833, 1836, and providing for a Resolution fixing the compensation of certain officers and employees of the City of National City, California, read. Moved by Thatcher, seconded by Warner, that the resolution be adopted, Carried, all Councilmen present voting aye. /ORDINANCE NO. repealing Ordinance No. 56 of said City entitled "An Ordinance creating a Fire Department for National City, California, creating certain officers therefor and defining their duties and providing penalties for the violation thereof"; and Creating a Fire Department for the City of National City, California, creating certain offices and officers therefor and defining their duties, regulating their conduct and fire control in the City of N National City, and providing penalties for the violation thereof.", read. Moved by Thatcher, seconded by Warner, that the Ordinance be introduced and laid over, under the rules and according to law. 45 Carried, all Councilmen present voting eye. City Engineer Cayser reported on the recommendation of the Planning Commission in regards to the offer of Aber and Rutherford to deed portion of 26th St. City Clerk instructed to write to Aber and Rutherford of action taken. City Engineer Cayser also reported on the rt A projects: County Work Project # 52 approved -light maintenance work in Perk. Now operating -Project # 39, janitorial work: Project # 41, school guards extended to June 30, 1937. Matter of the proposed change in the control of the Harbor referred to the City Attorney. Moved by Warner, seconded by Kilcrease, that letters be written to our Representative at Sacramento asking them to co-operate with our legal counsel, Louis Burke and Executive secretary Richard Graves. Carried, all Councilmen present voting eye. Superintendent of Perks and Playgrounds Gautereaux reouested the approval of the purchase of a lawn renovator. So done and the Superintendent authorized to make the purchase. Being no further business, it was moved by Thatcher seconded by warner, that themeeting adjourn.
