Councilmen present: Cordingly, gilcrease, Thatcher, Warner, Bird. Minutes of the regular meeting of May 4th, 1937, read and approved. Bills audited by the Finance Committee presented: General payroll $ 1,211.25 St. Dept. ° 240.00 General expenditures 2,551.24 $ 4,002.49 Moved by Kilerease, seconded by Cordingly, that the bills be allowed and wgrrants drawn for same. Carried, by the following vote to -*it: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. / Petition of the Pentecostal Tabernacle for permission to bold street services read and referred to the Chief of Police. -Communication from the University of Southern California 'regarding the School of Government, read and ordered filed. Communication from Senator Ed Fletcher enclosing a copy, of AB # 1446, read and ordered filed. vRequest from Lila Williams for payment of delinquent taxes Without the seven percent interest and the cancellation fee. Matter referred to the City Attorney for Resolution granting same. Petition of citizens requesting the grading of West 8th street from Roosevelt to the waterfront in preparation for Harbor - activities, read.and ordered filed.,' - City Engineer Cayser instructed to contact the engineers of the City of San Diego Harbor Commission in regards to the proposed dredging and to .maker. tentative plans for the developement of our tidelands. /Legislative Bulletin No 10 and No. 11, of the League of California Municipalities, read. Bills affecting the cities of 6th class dismissed. Moved by Cordingly, seconded by Thatcher, that a letter be written to our Senator and Assemblymen opposing the 5% limitation bill. Carried, all Councilmen present voting aye. 76 Moved by Warner, seconded by Thatcher, that the City Council go on record opposing the mandatory Civil Service bill and our Senator and Assemblymen be notified of same. Carried, all Councilmen present voting aye. /Comnnxnication from Mr. H.M. Bullock, District Sup't of the Production Projects under the Works Progress Administration regarding the rent of the Thelon Bldg., for the sewing project and submitting a lease agreement. Moved by Cordingly, seconded by Thatcher, that the lease be referred to the City Attorney for checking and if approved the Mayor and the City Clerk be authorized to sign same. Carried, all Councilmen present voting aye. / Mr. Dominico, property owner in the Bach and Shaules Subd., present as spokesman for the owners of surrounding property, requesting that the Bach and Shaules Subd., be restricted to white people only. City Attorney advised that the City "ouncil cannot place racial restrictions on certain areas and the only action that could be taken in the matter is by the property owners in a Civil ac tion, restricting use of the property by clause in their deeds. /William Prietto present and asked that Taft avenue between l2th and 13th Sts., be put to grade so that he might be able to take advantage of the WPA sidewalk project. Request referred to the Sup't of Streets and the City Engineer. 'Moved by 811crease,asconded by Cordingly, that the City Council oppose the bills providing for the election of the City Attorney and that the Senator and Assemblmen from this District be so notified. Carried, all Councilmen present voting aye. Report of the Planning Commission regarding the petition for a special permit by Mr. Stahl for the construction of a 14 unit court on 4th St and Roosevelt Avenue; the decision being favorable. Moved by Thatcher, seconded by Cordingly, that RESOLUTION NO. 1881 approving the decision of the Planning Commission, be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner,,Bird. Reyes: Councilemen, none. Absent: none. /Renewal contract with the San Diego County Health Department referred to the Finance Committee. 77 ale thJ a ORDINANCE NO. 652, entitled "An Ordinance regulating the construction and maintenance of Public Camps, providing for the sanitation of the same, establishing procedure for the location of public camps, regulating the location of camp cars and trailers, Providing against trespassing on private property.", read and placed on final passage. Moved by Thatcher, seconded by Warner, that the Ordinance be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Gordingly, Kilcrease, Thatcher, Wilmer, Bird. Nayes: Councilmen, none. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. Bair'/t % /RESOLUTION NO. 1883, amending Resolution no. 1872, authorizing the Mayor to enter into a contract for the three new Ford V 8's, read. Moved by Warner, seconded by Thatcher, that the resolution be adopted . Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. 'RESOLUTIONTFNO. 1884, refunding certain taxes to George W. Custer, read. Moved by Warner, seconded by Thatcher, that the resolution be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease,Thatcher, Warner, Bird.. Nayes: Councilmen, none. Absent: none. 'City Attorney Campbell reported that the City won the demurrer in the Ike Baruch damage case. Matter of the telephone toll reduction referred to the City Attorney for action. ;ORDINANCE NO. entitled," An Ordinance creating a Municipal Improvement Bond Fund of 1937 for the City of National City, California,' read. Moved by Thatcher, seconded by Kilcrease, that the Ordinance be introduced and laid over, under the rules and according to law. Being no further business, it was moved by Cordingly, seconded 78 by xilcrease, that the meeting adjourn until 7:30 P.M. o'clock, Tuesday evening, May 25th, 1937e Carried, all Councilmen present voting aye.
