November 2, 1937
A regular meeting of the City Council called to order bar the
Mayor. Councilmen present: Cordingly, Kilcrease, Thatcher,
Warner, Bird. Councilmen absent: none.
Minutes of the regular meeting of October 19, 1937, read
and approved.
Bills audited by the Finance Committee presented:
General payroll $ 2,154.75
Street Dept " 375.00
General expenditures 1,697.85
$ 4,227.60
Moved by Kilcrease, seconded by Cordingly, that the bills
be allowed and warrants drawn for same. Carried, by the following
vote to -wit:
Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: none.
f Judge Ira Harbison reported that under a recent law enacted
by the Legislature, cities of the Sixth Class must pay the jurors
and as a jury trial has been called, asked the procedure to be
followed in submitting their claims. Claims to be presented to
Council for authorization.
/Floyd Finnerty, President of the Municipal Employees Assn
presented a placque to the City Council; said placque to be placed
in the City Hall. Mayor Bird thanked Mr. Finnerty and accepted the
placque in the name of the City Council. 1t was decided to place
it in the lobby of the Clerk's and Tresurer's office.
Judge Ira Harbison spoke briefly regarding the copy of the
first paper printed in National city presented as a gift to the City
by Miss Laura Kimball. City Clerk Dale Smit# said it was to be framed
and placed on the wall in the Council Chanb er.
,Invitation from the San Diego County League at California
Municipalities to attend the November meeting at the Hotel del
Coronado, read and ordered filed.
/Communication from Mayor Mann of Anaheim congratulating the
City upon the completion of the City Hall and upon the Fiftieth
:,anniversary of Incorporation and stating his regrets at not being
able to be present.

/RESOLUTION NO. 1917, authorizing the payment of delinquent
tax without the 7% interest and cancellation fee on the L.E. Spicer
property, read. Moved by Cordingly, seconded by Thatcher, that the
Resolution be adopted. Carried, by the following vote to -wit:

ayes: Councilmen, none
Absent: none.
/Protest of W.L.Beatty on the construction of a building on
lots adjoining his place on A Avenue, read. Building Inspector
Bird reported that the house complies with the Building Code and
State sanitation laws. City Clerk instructed to so notify Mr. Beatty.
/Report of the City Court for the month of October, 1937, read.
and ordered filed.
/ Annual Report of the City Clerk presented. Moved by Thatcher,
seconded by Warner, that the report be accepted and placed on file.
Carried, by the following vote to -wit:

Naves: Councilmen, none.
Absent: none.
Card of Thanks from Councilman Thatcher and family.
,41911( /RESOLUTION NO. 1918 granting a refund of $ 8.44 to Amparo
Cesena; said refund covering the last half of the 1936 tax and said
taxbeing paid twice. Moved by Thatcher, seconded by Warner, that the
Resolution be adopted. Carried, by the following vote to -wit:

and Sup't of Streets and appointing Floyd Finnerty as Deputy Street
Sup't, read. Moved by Thatcher, seconded by Cordingly, that the
Resolution be adopted. Carried, by the following vote to -wit:

Force as radiopatrolman at the salary of $ 100.00 per month, read.
Moved by Warner, seconded by Thatcher, that the Resolution be adopted.

/RESOLUTION NO: 1921, granting the cancellation of the 1937-38

taxes on property now in the name of the State Veterans Welfare
Board and Albert J. Addis. MovedTby Warner, seconded by Kilcrease,
that the Resolution be adopted. Carried, by the following vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: none.
RESOLUTION He. 1922, calling for the readvertising for sealed
proposals for the National City Lighting District No. 1, read. Moved
by Cordingly, seconded by Warner and Kilcrease, that the Resolution be
adopted. Carried, by the following vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
Nayes: Councilmen, none.
Absent: none.
,,Mayor Bird appointed the Finance Committee to work out insurance
on City Hall.
Mayor Bird announced the appointments tothe Mayor's Committee
for the Census of rartial Employment, Unemployment and Occupations:
James A. Bird, Active Chairman.
/City Engineer reported that the sodium lights are to be installed
within a short time.
i Bldg. Inspector James A Bird reported on the proposed changes in
the Building Code and Zoning Ordinance. Recommended that the Zoning
ordinance be made to conform with the Building Code regarding group
J Buildings on setbacks. Recommended thatthe 1937 Pacific Coast Bldg.
Conference Code be adopted.
Iti 3 RESOLUTION NO. 1923, allowing an alternate type of construction
by Special Permit of the Planning Commission subject to Chapter 3,
Section 302 of the Building Code, read. Moved by Warner, seconded
by Kilcrease, that the Resolution be adopted. Carried, by the following
vote to -wit:
Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird.
ayes: Councilmen, none.
Absent: none.
/Sections 2 and 3 of the Report of the Planning Commission
regarding Section 2205 and the group J Buildings be referred to the
City Attorney, Building inspector and Planning Commission for further
recommendations.
Being no further business, it was moved by Cordingly, seconded

by Kilcrease, that the meeting adjourn. Carried, all Councilmen
present voting aye.
