Councilmen present: Cordingly,Kilcrease,Thatcher,Warner, Bird. Councilmen absent: none. Minutes of the regular meeting of September 7, 1937, read and approved. Bilis audited by the Finance Committee presented: General payroll gtreet dept. " Bonds and int. coups- Series D General expenditures $ 1,378.25 313.00 7,100.00 2,934.30 $ 11,725.55 Moved by Kilcrease, seconded by Cordingly, that the bills be allowed and warrants drawn for same. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease,Thatcher, Warner, Bird. Hayes: Councilmen, none. Absent: none. ,Comm+unidation from V.M.Hatfield requesting that some action be taken on the petition of A. Cohen and Son for a junk yard on his property at loth st and Roosevelt Avenue. Mr. Cayser, Secretary of the Planning Commission,reported that the decision is that a public hearing must be held by the Commission inasmuch as the business to be conducted requires a special permit. Moved by Cordingly, seconded by Warner, that the communication of Mr. Hatfield's be referred to the Planning Commission. Carried, all Councilmen present voting aye. Preliminary sketches of the murals for the new City Hall shove by representatives of the Federal Art Project. After some discussion, it was decided by the Council that the matter be taken under further consideration. Letter of appreciation for the erection of the booths at the Olympic celebration from Lomita Temple # 68, Pythian Sisters, read and ordered filed. JCommunication from E.G.Hamilton regarding the dsnage to fence by tires from a City truck, read and referred to the Sup't of Streets. -'Resignation of Fred A. Wilkie from the Planning ''ommission, read. Moved by Thatcher, seconded by Cordingly and Warner, that the resignation be accepted. Carried, all Councilmen present voting aye. 109 /Application of Joseph J. Holt for a job as .anitor at the new City Hall, read and ordered filed. Application of C.B.Ireland for position of City Engineer and Sup't of Streets at $ 175.00 per month read. Moved by Cordingly, seconded by learner, that the application be placed on file and be taken up under the regular order of business. Carried, all Councilmen present voting aye. Report of the County of San 1iiego Health Department of the water sample taken from the swimming pool prior to closing, read and ordered filed. Request of M.A.Seabach for the removal of two large eucalptus trees from in front of 1026 East 17th Street, read and referred to the Sup't of Streets. ,Answer of the California Water and Telephone Company to the protest of the Cities of rational City and Chula Vista re: Application 8833 of the Water Company for,:the';impounding of certain waters in the Judson reservoir, read. Matter referred to the City Attorney. /Annual Report of the City Clerk to the State Controller, presented and ordered filed. Moved by Thatcher, seconded by Warner, that the fire and theft policy on the Ford V8's be accepted. Carried, all Councilmen present voting aye. �iyor RESOLUTION NO. 1908, authorizing the payment of bonds andciinterest, coupons- Series D- read. Moved by Cordingly, seconded by Thatcher, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. A.,‘„a=i/907 . RESOLUTION NO. 1909, Directing Notice Inviting Sealed Proposals, National City Lighting Di strict No. 1, read. Moved by Warner, seconded by Cordingly, that the Resolution be adopted. Carried, by the following, vote to -wit: Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. 'Moved by Cordingly, seconded by Kilcrease, that the following transfers be authorized: 2008.50 from the Sp. Del. Tax round to the General Fund. 500.00 from the General Fund to the Library Fund. 1,549.00 from the general round to the M.I.B. fund. 110. Carried, by the following vote to -wit: Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, bird. Nayes: Councilmen,none, Absent: none. Moved by Kilcrease, seconded by Cordingly, that the petition of the California Water and Telephone Company for a special permit to modify and enlarge the existing water storage tank in Lincoln Acres Annex No. 2 be granted through the special permit of the Planning Commission. Carried, all Councilmen present voting aye. / Verbal report of the Planning Commission regarding the filing of the protest against the hand laundry. Commission find that the zone floesnot permit that cicss of business and reco'mends that the business be abolished. Moved by Warner, seconded by Thatcher, that the matter be referred to the City Attorney and Chief of Police for action. Carried, all Councilmen present voting aye. Upon the request and recommendation of the Chief of Police Knapp, it was moved by W,rner, seconded by Cordingly, that Chauncey Noble be appointed to the police force as radio patrolman at the mont}-ly salary of $ 100.00; appointment to be as of and co*ence on September 21, 1937. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease,Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. Moved by Thatcher, seconded by Warner, that C.B. Ireland be appointed City Engineer and Sup't of Streets at the monthly salary of $ 175.00 and that Floyd Finnerty be retained as Deputy Street Sup't at his present salary. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly,Kilcrease, Thatcher,Warner, Bird. Nayest Councilmen, none. Absent: none. City Clerk instructed to write a letter &$xgrnnieutvttn to Mayor Richard French of San Jose, expressing appreciation of the good tiries shown Mayor Bird and the Councilmen at the League of California Municipalities convention. 19'0 RESOLUTION NO.n1910, appointing C.B.Ireland as tbt,City representative on WPA, PWA, SRA and other governmental projects. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly, Kilcrease, Thatcher, Warner, Bird. Nayes: Councilmen, none. Absent: none. rr Moved by Warner, seconded by Cordingly, that the Masonic Lodge be invited to lay the cornerstone of the new City Hall on November 6, 1937, and that the officials of the neighboring cities, the County and other officals be invited to attend the open house.
