Councilmen present: Cordingly, Kilcrease,Fhatcher,Warner,Bird. Minutes of the previous meeting of September 15, 1936 read and approved. Minutes of the special meeting of September 24, 1936, read and approved. Bills audited by the Finance Committee presented: General payroll Street Dept. payroll Expenditures -as per ledger Total $ 1,554.90 357.25 1,906.34 3,818.49 Moved by Cordingly, seconded by Kilcrease, that the bills be allowed and warrants drawn for same. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly,Kilcrease,Thatcher,Warner, Bird. Hayes: Councilmen, none. Absent: Councilmen, none. 'Bert Hazeltine present a nd requested permission to place a house trailer on the Sweet propert# to bo used as campaign head- quarters. Moved by Cordingly,s econded by Warner, that his request be allowed. Carried, all Coun . lmen present voting aye. Sup rVisor T. Le Roy Richards present and asked the continued co-operation of the City in completeing Commercial Blvd. The City would Council assured Supervisor Richards that tho City/maintain their share. The hour being eight o'clock, the time for filing healed proposals for Lighting Dist No. 1, de¢iared closed. Communication from S.D.Consolidated Gas and Electric Company submitting a soaled bid for furnishing current for Lighting District No. 1, read. Moved by Kilcrease, seconded by Warner, that the bid be accepted and contract awarded. Carried, all Councilmen present voting aye. Communication from Guy and Guy regarding the insurance on the aerial map loaned to the Chamber of Commerce for display at the Del Mar County Fair, submitting policy, read.:-_. 24 ''/73 9 Moved by Warner, -econded by Cordingly, that the policy be accepted. 'Communications from the War Department containgng Notices of Public Hearing for the San Luis Rey River survey, theTia Juana River surveyeand the establishing of anchorage grounds for government vessels, read and ordered filed. 'Communication from the Local Option League of California read and 'ordered filed. ,Communications from the following firms asking for Notice of Sale of the City Hall bonds read and ordered filed: Dean Witter and Co., San Francisco; Bank of America, Nat'l City; Donnellan and Co., San Francisco; American Trust Company, San Francisco; United States National Bank of San Diego; and RedfitFd, Royce and Co., Los Angeles. ✓Communication from Division of Highways, enclosing copies of Project Statement # 2, budgeting $ 1,759.79 for maintenance of State highway Route # 2 for fiscal year ending June 30th, 1937, read. Moved by Cordingly, seconded by Thatcher, that RESOLUTION NO. 1838, approving of the Project Statement and authorizing the Mayor and tho City Clerk to sign same, be adopted, Carried, all Councilmen present voting aye. ✓ Conamtmic.ation from Divtc9 on of Highways, enclosing copies of Project Statement # 4 budgeting 1,616.65 for maintenance work on 18th Street from Highland to Granger and on Granger Street from 18th to 24th Street, read. Moved by Cordingly, r deconded by Kilcrease, that RESOLUTION NO. 1839, approving the Project Statement and authorizing the Mayor and the City Clerk to execute same, be adopted. Carried, all Councilmen present voting aye. 4eport of the City Court for the month of September, 1936 of $ 1,019.50 read and ordered filed. Moved by Cordingly, seconded by Thatcher, that the proper, officerssbo authorized to make the following transfer: 500.00 from the Sp. Report of the Planning Commission given by City Engineer n Cayser. Cise'V/r�a Moved by Warner, seconded by Cordingly, that RESOLUTION NO. 1840-that pursuant to the recommendation of the City Planning Commission, a conditional exception to the Zoning Ordinance be granted to C.P.Evans. Carried, all Councilmen present votingaye. Moved by Kilcrease, seconded by Cordingly, that RESOLUTION NO. 1842, that pursuant to the recommendation of the Planning Commission a conditional exception td) the Zoning Ordinance be granted to James S. Davidson. Carried, all Councilmen present voting aye. Ruling on set back on Lot 13, Hills of Paradise, establishing the fromt of the lot on loth St., protestod by J.L Goins, owner. Advised to file written appeal of the Planning Commission's decision. to the City Council within 20 days. RESOLUTION NO. 1841, providing for the deposit of Ono Thousand three hundred and thirty-seven and 09/100 Dollars in the General Fund, read. Moved by Cordingly, seconded by Kilcrease, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Councilmen, Cordingly,Kilcrease,Thatcher,Warner,Bird. Nayes: Councilmen, none. Absent: Councilmen, none. Moved by Thatcher, seconded by Cordingly, that City Engineer Caysor, be ordered to withdraw the WPA application for the New City Hall. Carried, all Councilman present voting aye. Moved by Warner, seconded by Cordingly, Engineer Cayser be instructed to filw application with ?WA for new City Hall. Carried, all Councilmen present voting aye. City Engineer instructed to rent a typewriter for use in the Engineer's office. After considerable discussion, it was moved by Cordingly, seconded by Thatcher, that the proceedings and bonds for City Hall be approved in a legal manner, Qarried',,.bytthe following vote to -wit: Ayes: Councilmen, Cordingly,Kilcrease,Thatcher,Warner, Bird. 32Ti Nayes: Councilmen, none Absent: Councilmen, none. Moved by Kilcrease, seconded by Cordingly, that the blue print of the plan of Mr. Nelson for the oil refinery, as approved by the Bldg. Inspector, be accepted.
