Councilmen present Cordingly, Kilcrease, Thatcher, Warner, and Bird. Minutes of meeting of April 16, 1934, read, corrected and approved. The Mayor then announced the Standing Committees as follows: Finance Committee: Kilcrease, Chairman, Thatcher and Cordingly; Streets, Park & Public Property: Cordingly, Chairman, Thatcher and Warner; Police:. Warner, Chairman, Cordingly and Kilcrease; Public Health & Morals: Thatcher, Chairman, Cordingly and Warner; Fire Dept.: Thatcher, Chairman, Warner and Kilcrease. Lewis was present and requested the City to give the Knights of Pythias of National City, permission to have charge of the Ball Park for the coming season. Moved by Warner, seconded by Thatcher, that the request be granted. Carried. °Communicatim f rom Edward Smith, requesting permission to construct a temporary structure. Matter laid over until next meeting. Application from Jack Ackles, requesting position as Chief of Police, read, and ordered filed. Application from Jasper J. Barrett, requesting position as City Attorney, read, and ordered filed. °Communication from League of California Municipalities regarding Proclamation to visit schools during the fifteenth annual observance of Public Schools Week, beginning April 23, read, and ordered filed. o Communication from League of California Municipalities; regarding dues for the calendar year, read and laid over until the next meeting. °Communication from B. F. Todd, requesting -a $1.78 refund on taxes, was read and referred to Dale Smith, City Clerk. J. A. Isaacson, City Attorney, presented RESOLUTION NO. 1737, to the City Council, which is as follows: RESOLUTION NO. 1737 RESOLUTION APPOINTING CERTAIN OFFICERS AND EMPLOYEES OF THE CITY OF NATIONAL CITY, CALIFORNIA, AND FIXING COMPENSATION. 136. BE IT RESOLVED by the City eeuncil of the City of National City, California, as follows: 1. That LEWIS R. ALDRICH be and he is hereby ap- pointed SUPERIN'1'ENDENT OF STREETS of the said City of National City, and his compensation therefor be and it is hereby fixed in the sum of $115.00 per month; That IRA HARBISON be and he is hereby ap- pointed CITY JUDGE of the said City of National City, and his compensation therefor be and it is hereby fixed in the sim of $140.00 per month; That J. A. ISAACSON be and he is hereby ap- pointed CITY ATTORNEY of the said City of National City, and his compensation therefor be and it is hereby fixed in the sum of $112.50 per month; That LESLIE E. KNAPP be and he is hereby ap- pointed CHIEF OF POLICE of the said City of National City, and his compensation therefor be and it is hereby fixed in the aim of $205.00 per month; That HAROLD P. REQUA, JR. be and he is hereby ap- pointed DEPUTY CCTX TREASURER of the said City of National City and his compensation therefor be and it is hereby fixed in the sum of $100.00 per month; That IRENE G. WISSINK be and she is hereby ap- pointed DEPUTY CITY CLERK of the said City of National City and her comae nsation therefor be and it is hereby fixed in the sum of $100.00 per month; That B. J. GAUTEREAUX be and he is hereby ap- pointed SUPERINTENDENT OF PARKS of the said City of National City and his compensation therefor be and it is hereby fixed in the sun of $125.00 per month; 2. That there shall be four (4) police officers in the Said City of National City to serve under the Chief of Police and the appointment to such offices and the compensation therefor be as follows: That Richard Van Deripe and LLOYD LOVELL are hereby appointed Police Officers to act as Traffic Police- men and the Compensation of each such officers be and each is hereby fixed in the sum of $180.00 per month; 137. That LLOYD BATES be and he is hereby appointed Police Officer and his compensation therefor be and it is hereby fixed in the sum of $112.50 per month; and that in addition to his duties as Police Officer he shall also act as Purchasing Agent of said City of National City and perform such duties for said office as the City Council may hereafter prescribe; That HARRY McCUE be and he is hereby appointed Police Officer and his compensation therefor be and it is hereby fixed in the sum of $135.00 per month; 3. That JANES A. BIRD be and he is hereby appointed Chief of the Fire Department of the said City of National City and his compensation therefor be and it is here- by fixed in the sum of $165.00 per month; Said JAMES A. BIRD is hereby also appointed Building Inspector anf Electrical Inspector of the said City of National City; that the amount above fixed shall constitute full a mpensation for all of his duties as Fire Chief and Building and Electrical Inspector. That any fees fixed by ordinance to be paid to the Building or Electrical Inspector shall be turned in to the City Treasury and deposited inthe General Fund; That RAY AMOS is hereby appointed Assistant Chief of the Fire Department and his compensation therefor be and it is hereby fixed in the sum of 6135.00 per month; That CLIFFORD BAILEY is hereby appointed Captain of the Fire Department of the said City of National. City and his compensation therefor be and it is hereby fixed in the sum of $126.00 per month; That WILLIAM SIMMS is hereby appointed Engineer of the Fire Department of the said City of National City and his compensation therefor be and it is hereby fixed in the sum of $112.50 per month; 4. That E, L. MALCOLM is hereby appointed Plumb - in Inspector of the said City of National City and his compen- sation for performing such duties shall be such fees as are 138. required to be paid under the ordinances of said City for plumbing inspection, gas connection and cess pool permits. 5. That the officers hereinbefore appointed shall serve during the pleasure of the City Council and shall perform the duties prescribed by law for such offices and in addition thereto such other or additional duties as may be required from time to time by the City Council;. 6. That the compensation hereinbefore fixed for the respective officers and or employees of the said City of National City shall become effective as of the first day of May, 1934, and that prior to such time such officers and employees or any officers or employees of the said City of National City not hereinbefore named shall receive and be paid for their services such sums as are now fixed by ordinance or resolution. 7. That all appointive offices now existing in the said City of National City, other than those offices here- in specified, be and the same are hereby abolished, effective as of May 1st, 1934. 8. That all resolutions in conflict herewith be and the same are hereby repealed. Moved by Thatcher, seconded by Warner, that the Resolution be adopted. Carried by the following vote: Ayes, Councilmen Cordingly, Kilcrease, Thatcher, Warner, and Bird. Noes, e'ouncil- men, none. Mayor Bird stated that the changes made by the above Resolution would be a saving of $1000.00 per month to the City of National City. City Clerk, Dale Smith requested the Council the services of Katherine Coleman for two weeks at $5.00 per day. Moved by Thatcher, seconded by Warner, that the request be granted. Carried, all Councilmen present voting aye. RESOLVE that Police Headquarters be and they are hereby established, from and after May 1, 1934, at the City Fire Station. Carried by the following vote: Ayes: Councilmen Cordingly, Kilcrease, Thatcher, Warner, and Bird. Nays: Councilmen, none. toy. RESOLVE, that the Police Court, from and after May 1, 1934, be and it is hereby established at the City Hall; and that the premises now occupied by the City Police Court and Police Department be vacated on or before May 1, 1934, and the owner thereof be notified accordingly. Carried by the following vote: Ayes: Councilemn Cordingly, Kilcrease, Thatcher, Warner, and Bird. Nays: Councilmen, none.
