Councilmen present- Bird, Coburn, Cordingly, Waddell, Requa. Minutes of regular meeting of March 17 and of regular adjourned meeting of March 24, 1931, read and approved. Carried, all Councilmen present voting aye. •Property owners on Palm Avenue between Division and Fourth Streets were present asking if same was to be paved. .George Allen of the National City News was present and asked that action taken by the Council at the last meeting re- garding asking for bids for job printing be rescinded. No action taken. .Louis R. Smith was present asking that an ordinance regulating the use of any device or apparatus which interferes with radio broadcasting reception be adopted, and left a copy of the San Diego ordinance. Same was laid over. .It now being the time set for opening bids for legal printing, the following bid was opened, examined and publicly declared: THE NATIONAL CITY NEWS Official advertising, first insertion, per inch, 80 cents Additional insertions, per inch 50 cents Official advertising running more than five insertions, first insertion, per inch 80 cents Additional insertions, per inch 45 cents Official advertising running more than ten insertions, first insertion, per inch Additional insertions, per inch . Printing of all notices posted by Superintendent of Streets, first 25 copies, per inch For each additional 25 copies or fraction thereof per inch All quotations are based on single column measure- ment, 8 point type, 12 ems pica wide. ✓RESOLUTION 0F&iVARD NO. 1629, awarding contract for 20 cents 10 cents official advertising to National City News, was read. Moved by Bird, seconded by Waddell, that the Resolution be adopted. Carried, all Councilmen present voting aye. Communication from National City Planning Commission stating that they would have to discontinue the care of trees planted on the streets, was read and ordered filed. *Communication from Library Board announcing the resigna- tion of Mrs. Winifred E. Short and requesting appointment of Mrs. Cora R. Hallett to finish out Mrs. Short's term, was read. Moved by Bird, seconded by Waddell, that the resignation of Mrs. Winifred E. Short be accepted. Carried. ,Moved by Waddell, seconded by Coburn, that Mrs. Cora R. Hallett be appointed member of the Library Board, to fill out the unexpired term of Mrs. Short. Carried. ,Communication from F. E. Ludington requesting that pool hall license in name of Carter & Ludington be changed to F.E. Ludington, was read. Moved by Bird, seconded by Waddell, that the request be granted. Carried. •Communication from Automobile Club of Saauthern California requesting that the boulevard stop at 1st Avenue and 13th Street be eliminated, was read and ordered filed. .Communication from Sweetwater Water Corporation requesting that the official grade be established on 20th Street between Granger and Van Ness Avenues, was read. Moved by Bird, seconded by Waddell, that the City Engineer be instructed to establish the grade on 20th Street. Carried. 'Resignation of Lowell Howe as Police Judge, effective May 1, 1931, was read. Moved by Waddell, seconded by Bird, that the resignation be accepted. Carried. .Resignation of Miles S. Edgerton as Police Judge, was read and ordered filed. 169. .Communications from A. R. Honnold, Assemblyman from this district, acknowledging receipt of letters of March 18th and 25th, were read and ordered filed. .Communication from Fire Chief Bird enclosing copy of Fire Underwriters, test on Seagrave Pumper, was read and ordered filed. .Communication from Seagrave Corporation enclosing report of sale to the City covering fire apparatus was read and ordered filed. .Moved by Bird, seconded by Coburn, that the proper officers draw a warrant on the General Fund in favor of the Seagrave Corporation for $1,000.00, payment on fire apparatus as per contract. Carried, all Councilmen present voting aye. ,Petition of property owners requesting that 7th Avenue be re -opened at 12th Street, was read. The City Attorney and Engineer were instructed to prepare the necessary papers for the opening of 7th Avenue from 9th to 12th Streets. .Reports of the City Clerk and City Treasurer for quarter ending March 31, 1931, presented and ordered filed. .The Committee regarding changing fire limit ordinance recommended that same should be changed. Moved by Bird, seconded by Coburn, that the City Attorney be instructed to prepare an ordinance repealing Ordinance No. 589. Carried. •Moved by Coburn, seconded by Waddell, that the Mayor appoint a Committee to prepare a new building and fire limit ordinance. Carried. The Mayor appointed the City Attorney, Engineer, Superintendent of Streets and the Fife Chief. •Report of the Recorder for the month of March, 1931, was read and ordered filed. (ORDINANCE NO. 606, Regulating the use of fire works and limiting their sale, was placed on final passage, and on motion by Coburn, seconded by Waddell, same adopted by the following vote: Ayes, Councilmen Coburn, Cordingly, Waddell, Requa; Nay, Councilman Bird. 1,ORDINANCE NO. 607, Granting a Franchise to San Diego Consolidated Gas & Electric Company, was placed on final passage, 170. and on motion by Bird, seconded by Coburn, same adopted, all Councilmen present voting aye. .The Fire Chief was instructed to secure estimatesof fire insurance on fire apparatus. 'An Ordinance declaring noxious or dangerous weeds upon streets or paivate property within the City to be a public nuisance, was read and laid over to the next meeting. ,Moved by Waddell, seconded by Bird, that Ira Harbison be appointed City Recorder, effective May 1, 1931. Carried. J•RESOLUTION NO. 1630, Appointing Lloyd Bates as Deputy Policeman, effective April 15, 1931, was read. Mooed by Waddell, seconded by :Bird, that the Resolution be adopted.
