Graham present, protesting against placing the Neon sign at 8th Street on National Avenue. .Communication from Dr. Alex. M. Lesem, Health Officer acknowledging receipt of Resolution No. 1616, was read and ordered ▪ filed. 145. .Communication from League of California Municipalities regarding raising the tax limit of sixth class cities from $1.00 to 01.25 was read. Moved by Waddell; seconded%.by Cordingly, that the City Clerk be instructed to answer same, stating that it was the sense of the City Council of the City of National City, that no change should be made. .It now being the time set for hearing appeals in the matter of Assessment No. 66 for the improvement of portions of L AVENUE AND TWENTY-FOURTH STREET, same was taken up. The Clerk stated that no protests had been filed. RESOLUTION NO. 1617, approving and confirming Assessment No. 66, for the improvement of portions of L AVENUE AND TWENTY- FOURTH STREET was read. Moved by Bird, seconded by Cordingly that the Resolution be adopted. Carried. Communication from Mrs. Elizabeth Thompson, regarding nuisance at 28th Street and Highland Avenue was read and referred to the Police Commissioner. Communication from Leonard S. Smith submitting a proposed City Planning and Zoning ordinance was read and laid over till the next meeting. •Communication from the Planning Commission recommending that the City enter into a contract with Leonard S. Smith to do planning and zoning as out -lined by him, at a price of $2,000.00, was read and ordered filed. ,Petition of Refugio Oranda for Pool Hall License at 1820 6th Avenue was read. The police Committee recommended granting license. Moved by Waddell, seconded by Bird that Refugio Grande be granted a Pool Hall license. Carried, all Councilmen present voting aye. .Report of Recorder for the month of January 1931, was read and ordered filed. iCommunication from the chairman of the committee regarding advertising for City printing was read and laid over to the next meeting. ,The City Attorney reported that he had interviewed the Attorney of the San Diego Consolidated Gas & Electric Company regarding the proposed Franchise and was informed no change could be made in time for starting of the payment of 2%. -RESOLUTION NO. 1618, determining to grant a franchise to the San Diego Consolidated Gas & Electric Company was read. Moved by Wadell, seconded by Bird that the Resolution be adopted. Carried, all Councilmen present voting aye. .The matter of erecting a Neon sign was laid over to the next meeting. .The matter of proposed bond issue was laid over tb the next meeting. -ORDINANCE NO. 605, An Ordinance Prohibiting the Slaughtering of Animals and the Maintenance of Slaughter Houses withing Certain portions of the City of National City, was placed on final passage and on Motion by Cordingly, seconded by Bird same adopted, all Councilmen present voting aye. . Bond of Frank M. Tattersall, Master Plumber, was presented. Moved by Bird, seconded by Cordingly that the Bond be approved, accepted and ordered filed. . Moved by Bird, seconded by Waddell that all bids for fire apparatus be rejected. Carried. Moved by Waddell, seconded by Bird, that the Council adjourn. Carried.
