Mayor. Councilmen present- Bird, Coburn, Cordingly, Waddell,
Requa.
Minutes of regular meeting of Feb. 3, 1931 and of special
meeting of Feb. 11, 1931,

Moved by Bird, seconded by Cordingly, that the bills be allowed
and warrants ordered drawn for the same. Carried, all Councilmen
present voting aye.
•Mr. G. A. Arnold was present complaining of condition of
Lanoitan Avenue between 18th Street and school. Moved by Coburn,
seconded by Bird, that the Street Superintendent be instructed
to make the road passable. Carried, all Councilmen present voting
aye.
,R. Williams was present complaining of conditions in the
1500 block E. 8th Street. Same was referred to the City Engineer
and Street Commissioner to investigate and report on at next
meeting.

Eugene Navarro was present regarding valuation of property
in Kimball's Subdivision, 10 Acre Lot 5, * Section 155. He was
told the time to make protests was 2nd Monday in August each year.
.Mr. Hambrough was present complaining of pond at 3rd Avenue
and 9th Street. Same was referred to the Superintendent of Streets
and City Engineer to investigate and report on cost of permanent
drain.
'Mr. Headlund was present complaining of conditions at 2nd
Avenue and 18th Street. Same was referred to the Superintendent
of Streets.
.Communication from Mrs. Adelaide Schleuniger regarding
nuisance at 16th Street and F Avenue was read and referred to the
Health Officer.
Communication from Miles S. Edgerton, Recorder, asking for
leave of absence until March 16, 1931, was read. Moved by Waddell,
seconded by Coburn, that the request be granted. Carried.
•The City Attorney stated that the Judge would have to call
on some City Recorder oi' Justice of the Peace to act during his
absence.
'Petition of T. F. Allen, et al, requesting drainage of pond
at C Avenue and 5th Street, was read and referred to the Street
Commissioner and City Engineer.
•Report of the City Engineer on bids for the construction
of a sanitary sewer, recommending acceptance of the bid of
Drainage Construction Company, was read and ordered filed. The
City Engineer also stated that he had been informed by the Contractor
that he would use all local labor possible, probably amounting to
75%.
.RESOLUTION OF AWARD NO. 1619, Awarding contract to Drainage
Construction Company for construction of sanitary sewer, was read.
Moved by Waddell, seconded by Coburn, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
'The Police Commissioner reported that the nuisance complained
of at 28th Street and Highland Avenue had been taken care of.
'The matter of erecting Neon sign was laid over. Mrs. Graham
protested erection of sign at 8th Street and National Avenue.

.The matter of employing L. E. Smith for city planning and
zoning was taken up. Moved by Bird, seconded by Waddell, that
the matter be referred back to the Planning Commission. Carried.
Moved by Cordingly, seconded by Bird, that the City Attorney
and City Engineer prepare specifications for advertising for legal
printing. Carried.
'RESOLUTION NO. 1620, Approving and adopting plans and
specifications for the paving of portions of L Avenue and 18th
Street was read. Moved by Cordingly, seconded by Coburn, that
the Resolution be adopted. Carried, all Councilmen present vot-
ing aye.
'RESOLUTION NO. 1621, Directing the City Clerk to advertise
for bids for paving of portions of L Avenue and 18th Street, was
read. Moved by Bird, seconded by Cordingly, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
'RESOLUTION NO. 1622, Authorizing payment of bonded indebted-
ness due Feb. 15, 1931, amounting to $8,375.00, was read. Moved
by Bird, seconded by Cordingly, that the Resolution be adopted.
Carried; all Councilmen present voting aye.
'RESOLUTION NO. 1623, Authorizing cancellation of Bond No.
24, Series F, was read. Moved by Bird, seconded by Cordingly,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
'Communication from San Diego County Welfare Commission
regarding property of Joseph Cords, was read. The City Attorney
was instructed to prepare resolution authorizing cancellation of
1930 tax.
.Communications from League of California Municipalities
regarding proposed new laws, was read and laid over to the next
meeting.
+The City Attorney reported that the matter of water hearing
had been granted twenty days extension of time in which to file
protests and that there was hopes to adjust the matter outside
of court.
Moved by Bird, seconded by Cordingly, that the Council
adjourn. Carried.
