Regular meeting of the City Council called to order by the
Mayor. Councilmen present -Bird, Cordingly, Murray, Waddell and
Requa.
Minutes of regular meeting July 7, 1931 and regular adjourned
meeting July 9, 1931 read and approved.

Moved by Bird, seconded by Murray, that the bills be allowed
and warrants ordered drawn for same. Carried, all Councilmen
present voting aye.
• Mr. M. H. Ferbitz was present with bill against the Drainage
Construction Company, claiming same had not been paid. He was
informed that he had thirty days from date of recording warrant
for work in which to file claim with the Superintendent of Streets.
' Communication from A. Baldessari requesting permission to

remove tree on National Avenue South of First Street was read
and referred to the Superintendent of Streets.
.Communication from the City Attorney with copy of letter to
Mr. H. E. Garrett regarding claim forrefund of bail bond in the
case of the People versus E. H. Cude was read and ordered filed.
,It now being the time set for hearing in the matter of
Assessment Roll for Lighting District No. 1, sane was taken up
and concluded.
iESOLUTION NO. 1646, confirming assessment National City
Lighting District No. 1, was read. Moved by Bird, seconded by
Murray that the Resolution be adopted. Carried, all Councilmen
present voting aye.
RESOLUTION NO. 1647, ordering the improvement of National City
Lighting District No. 1, was read. Moved by Waddell, seconded
by Bird, that the Resolution be adopted. Carried, all Councilmen
present voting aye.

examined and publicly declared and referred to the Street
Commissioner and City Attorney:

,Communication from J. A. Burden, manager Paradise Valley
Sanitarium, expressing appreciation for cooperation in paving the
intersection of East 8th Street and Sanitarium Avenue was read
and ordered filed.
,It now being the time set for hearing appeals in the natter of
Assessment No. 67, for the construction of a Sanitary Sewer System
in a portion of the City same was taken up. Communications from
Philip Dyment, J. M. Casey, Miss. Clara Raffensperger, Linda Prince,
Grace Tonkin, Isabel L. Phillips, Addie I. Ray, Luella S. walz,
and Mrs. P. C. Ross, opposing construction of sewer were read.
The City Attorney ruled that none of the communications read
amounted to a legal protest.
/,RESOLUTION N0. 1648, confirming Assessment Po. 67, Sanitary
Sewer System No. 2 was read. Moved by Murray, seconded by Cordingly
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
.Communication from the Chemical Equipment Corporation regarding
valve at swimming pool was read and ordered filed.
.Moved by Cordingly, seconded by Bird, that the proper officers
draw a l;arrant on the Park Maintenance and Improvement Fund in the
sum of $243.25 being balance due on contract for installation of
apparatus at swimming pool, carried, all Councilmen present voting

,Reportsof the City Clerk and City Treasurer for ctuarter ending
June 30, 1931, were presented and ordered filed.
,Annual report of the City Clerk for the year ending June 30,1931,
presented. Gloved by Waddell, seconaed by Cordingly that the report
of the City Clerk for the year ending June 30, 1931 be published
as required by law. Carried, all Councilmen present voting aye.
,City Clerk was instructed to write the Corporation Commissioner
of the State of Nevada requesting information as to who the resident
agent of Nevada is, and also their California address of the Colum-
bia Cement Company.
,City Attorney was given further time regarding the opening of
7th Avenue. _
,The weed ordinance was laid over.
.The Street Commissioner reported the he would advise advert-
ising sale of the City teams.
.Chief of Police reported that they would need eighteen signs
to enforce the new traffic law effective August 14, 1931. L".oved
by Waddell seconded by Murray that the City purchase from the
Automobile Club of Southern California eighteen speed limit signs
without posts. Carried, all Councilmen present voting aye.
'P.ESOLUTI0N NO. 1649, creating the office of building inspector,
prescribing his duties,and fixing his compensation was read. Moved
by Murray, seconded by Waddell that the Resolution be adopted.
Carried, all Councilmen present voting aye.
Moved by Waddell, seconded by Murray that the building inspector
be instructed to secure the documents necessary to keep record of
work. Carried, all Councilmen present voting aye.
.ORDINAI;CE NO. , an ordinance amending sub -division 3a
of Section 3 of Ordinance No. 506 regarding plumbing was read.
Moved by Bird, seconded by Murray that the ordinance be
introduced and laid over under the rules and according to law.
Carried.
,Estimate of City Engineer and certificate of acceptance of
engineer and Superintendent of Streets for paving portions of L
Avenue and 18th Street was read and ordered filed.

2RESOLUTION NO. 1650, accepting work done by Griffith Company,
for paving portions of L Avenue and 18th Street and authorizing
payment of 75% of said contract amounting to 66,046.15 was read.
Moved by Bird, seconded by Murray that the Resolution be adopted.
Carried, all Councilmen present voting aye.
MRESOLUTI0N NO. 1651, approving and adopting plans and spec-
ifications for paving portions of Palm and Fairmont Avenues with
Portland Cement Concrete was read. Moved by Bird, seconded by
Waddell that the resolution be adopted. Carried, all Councilmen
present voting aye.
J'RESOLUTIOP NO. 1652, directing the City Clerk to advertise for
bids for paving portions of Palm and Fairmont Avenues with Port-
land Cement Concrete pavement was read. Moved by Murray, seconded
by Bird, that the Resolution be adopted. Carried, all Councilmen
present voting aye.
/RESOLUTION NO. 1653, approving and adopting plans and spec-
ifications for paving portions of Palm and Fairmont Avenues with
Asphaltic Concrete was read. Moved by Murray, seconded by Bird
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
i'RESOLUTION NO. 1654, directing the City Clerk to advertise
for bids for paving portions of Palm and Fairmont avenues with
Asphaltic' Concrete pavement was read. Moved by Cordingly, seconded
by Bird that the Resolution be adopted, Carried all Councilmen
present voting aye.
.Specifications for cotton covered fire hose were presented
and ordered filed.
.Moved by Murray, seconded by Waddell that the City Clerk be
instructed to advertise for 1,000 feet of 2 inch hose and 200 feet
of 12 inch hose as per specifications on file. Carried.
,Councilmen Bird of the dater Commission reported that the cityl.s
share of expense in the Water i•Iearing would be T5298.65. Moved by
Cordingly, seconded by Murray that the proper officers draw a warrant
on the General Fund in favor of T. B. Cosgrove for S298.65, the
city's share in water controversey. Carried, all Councilmen present
voting aye.

,The Street Superintendent reported that porch on building in
Block between 2nd and 3rd Avenues and 13th And 14th Street extended
over alley and was instructed to have owner remove same. Moved
by Cordingly, seconded by Bird, that the Council adjourn to
Iionday July 27, 1931 at 7:30 o'clock P. M. Carried.
