Regular meeting of the City Council called to order by the
Mayor. Councilmen present- Bird, Coburn, Cordingly, Waddell and
Requa.
Minutes of regular meeting of February 17, 1931, read and
approved.

present voting aye.

.Complaint was made regarding condition of cesspool on
Lot 15, Block 113. The matter was referred to the Health Officer
and Street Superintendent was instructed to take the necessary
steps to safe guard same.
dMr. Lea was present complaining of drainage at 8th Street
and R Avenue. Same was referred to the Street Commissioner to
report on at next meeting.
,Mr. Lewis May was present complaining of conditions of
street in front of his property at East 7th Street. Same was
referred to the Superintendent of Streets.
•Mr. Andersen was present regarding the location of a
packing plant. The matter was laid over.
•The matter of insurance for volunteer firemen was referred
to the City Attorney.
.Communication from Supervisor Edgar F. -:stings regarding
recommendation to the Board of Supervisors of the Division of
Motor Vehicle plate tax, was read and laid over to the next
meeting.
.Communication from League of California Municipalities
urging support of Senate Bills Nos. 52 and 53, was read. Moved
by Bird, seconded by Coburn, that the City Clerk be instructed
to write the representatives from this district requesting their
support in securing the passage of same. Carried.
•Communication from Ben S. Boggs requesting that his card
table license be transferred from 726 National Avenue to 21 East
8th Street, beginning April 1, 1931, was read. Moved by Coburn,
seconded by Cordingly, that the request be granted. Carried.
•Communication from W. D. Gardner regarding fire cracker
ordinance, was read. The City Attorney was instructed to pre-
pare an ordinance governing the sale and shooting of fire crackers.
.Communication from W. S. Barger requesting transfer of pool
hall license from name of Wm. Peppmuller to name of W. S. Barger,
was read. Moved by Bird, seconded by Cordingly, that the request
be granted. Carried.
.Report of the Recorder for month of February, 1931, was
158.
read and ordered filed.
.Claim'of Lowell Howe for services as City Recorder from
Feb. 18 to 28, 1931, inclusive, amounting to $58.93, was presented.
Moved by Waddell, that the claim be allowed and warrant ordered
drawn for the same. Motion received no second. Moved by Bird,
seconded by Cordingly, that the office of City Recorder be de-
clared vacant. Carried. Moved by Bird, seconded by Cordingly,
that Lowell Howe be appointed City Recorder. Carried. Moved by
Coburn, seconded by Cordingly, that the claim of Lowell Howe for
$58.93 for services as City Recorder during February 1931, be
allowed. Carried, all Councilmen present voting aye.
,The matter of drainage in the 1500 block East 8th Street
was laid over.
,The City Engineer stated that a six inch drain pipe could
be installed that would drain the pond at 5th Street and C Avenue.
The pipe would cost about $36.00 and Mr. Fred Erb would lay same
without expense to the City. Moved by Bird, seconded by Coburn,
that the City furnish six inch pipe to drain the pond at 5th Street
and C Avenue, same to be laid by Mr. Fred Erb at his own expense.
Carried, all Councilmen present voting aye.
.The matter of drainage at 3rd Avenue and 9th Street given
further time.
,The matter of drainage at 2nd Avenue and 18th Street was
reported alright.
.Erection of Neon sign was laid over.
.The matter of a bond issue for harbor improvement was laid
over.
.Specifications submitted by the Committee covering official
advertising for the Citywe re read. Moved by Bird, seconded by
Cordingly, that the specifications be adopted. Carried.
•RESOLUTION NO. 1624, Directing the City Clerk to advertise
for bids for official advertising was read. Moved by Cordingly,
seconded by Bird, that the Resolution be adopted. Carried, all
Councilmen present voting aye.
,Bonds of W. G. Willis, A. R.Bell and Frank M. Chase, Master

Plumbers, were presented. Moved by Bird, seconded by Coburn,
by
that the bonds/approved, accepted and ordered filed. Carried.
;RESOLUTION NO. 1625, Ordering the closing of portions of
26th Street between D and F Avenues was read. Moved by Bird,
seconded by Cordingly, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
Moved by Bird, seconded by Cordingly, that the Council
adjourn. Carried.
