Councilmen present- Bird, Coburn,Cordingly, Waddell and Requa. Minutes of regular mecting of March 3, 1931, read and approved. No action taken. .The following bids for the paving of portions of L Avenue and Eighteenth Street were opened, examined and publicly declared: • R. E. Carried. ,Mr. John Gilliland present requesting that permission be given the Knights of Pythias to use A Avenue between 7th and 8th Streets, May 9, 1931, for a carnival. Moved by Coburn, seconded by Bird that the request be granted. Carried. .Communication complaining of conditions on 18th Street and N Avenue, signed Neighbor, or Neighbors, was read and ordered filed. ,Communication from Mrs. George E. Reed complaining of pond on L Avenue between First and Second Streets was read and referred to the street committee. Communications from Senator William E. Harper and Assemblyman Arthur R. Honnold, acknowledging receipt of letters dated March 5, 1931 were read and ordered filed. .Communication from the League of California Municipalities calling attention to Senate Bills No. 526 and Ivo. 527 and Assembly Bill No. 573, urging the City Council to ask our repre- sentatives to oppose the passage of these bills was read': Moved by Bird, seconded by Coburn that the City Council go on record as opposing Senate bills No. 526 and No. 527, and Assembly bill No. 573, and the City Clerk be instructed to write the repres- entatives of this district urging them to oppose the passage of same. Carried, all Councilmen; present voting aye. Communication from National City Chamber of Commerce regarding erection of Neon sign was read and ordered filed. 'Communication from the City Attorney regarding additional insurance on Volunteer Firemen was read and ordered filed. 'Communication from the City Attorney regarding funds received from the State Motor Vehicle Act was read and ordered filed. 162. ,Communication from Edgar F. Hastings, Supervisor, regarding recommendation to the Board of Supervisors proposing to allocate the funds received from the Motor Vehicle and Plate Tax beginning with the fiscal year 1931-32, to the eight incorporated cities in the county, was read and ordered filed. Communication from the City Attorney regarding Fire Cracker Ordinance was.read and ordered filed. ORDINANCE NO. an ordinance regulating the use of fireworks and to limit their sale and storage, was read. Moved by Cordingly, seconded by Waddell that it be introduced and laid over under the rules and according to law. Carried. +RESOLUTION NO. 1626, authorizing the cancellation of taxes on the North 2 of Lot 17, all of Lot 18, Block 235, Plat, was read. Moved by Bird, seconded by Coburn that the resolution be adopted. Carried, all Councilmen present voting aye. :RESOLUTION NO. 1627, authorizing payment of bonded indebtedness due March 15, 1931 amounting to $3,000.00 was read. Moved by Bird, seconded by Coburn that the Resolution be adopted. Carried, all Councilmen present voting aye. 'Moved by Coburn, seconded by Bird, that the Mayor appoint a committee to examine and recommend changes in the fire limit ordinance. Carried. The Mayor appointed the following: Councilman Bird, City Attorney Puterbaugh, City Engineer Ireland, Fire Chief Bird, Street Superintendent Hill. Councilman Coburn was excused. • The matter of drainage in the 1500 block, East 8th Street was laid over. , The Street Superintendent reported that conditions had been remedied on street in frontof Lewis May's property. •The matter of location for the Anderson Packing Company was taken up. Moved by Bird, seconded by Waddell that the City Clerk be instructed to write the Planning Commission of San Diego requesting their cooperation in locating industries of this character. Carried. .The matter of a bond issue for proposed Harbor Improvement was tabled. 163. Moved by Bird, seconded by Waddell that the Council adjourn to Tuesday March 24, 1931 at 7:30 o'clock P. M.
