Councilmen present- Bird, Coburn, Waddell, and Requa. Councilman Cordingly absent. .Mr. James E. Stevens present, requesting permission to install two gas tanks underground on Lots 13 and 14, Block 29. Moved by Coburn, seconded by Waddell that the request be granted, work to be done under the direction of the Fire Chief. Carried. -Communication from Mayor Clark, San Diego, regarding Assembly Bill No. 1882 was read. Moved by Bird, seconded by Waddell that this Council go on record as opposing Assembly Bill No. 1882 and the City Clerk be instructed to write representatives from this district requesting their support in opposing passage of same. Carried. +Communication from the San Diego DistrictCouncil of carpenters regarding a five day week for carpenters was read and ordered filed. .Communication from Senator Harper stating that he would oppose the passage of Senate Bills No. 526 and No. 527 and Assembly Bill No. 573, was read and ordered filed. -Communication from the League of California Municipalities regarding Senate Bill No. 398 was read. Moved by Coburn, seconded by Waddell that the City Clerk be instructed to write representatives from this district requesting their aid in defeating said bill. Carried. -Protest of Cecelia M. Graham regarding erection of Neon sign at 8th Street and National Avenue was read and ordered filed. -Bond of William R. Brennan, Master Plumber was presented. Moved by Bird, seconded by Coburn that the bond be approved, accepted and ordered filed. Carried. -The following bid for Gas and Electric Franchise was opened, examined and publicly declared.: San Diego Consolidated Gas & Electric Co. $120.00 165. The Mayor asked if anyone present desired to make an oral bid. None were offered. ✓RESOLUTION NO. 1628, accepting bid of the San Diego Consolidated Gas & Electric Co., for a Franchise was read. Moved by Bird, seconded by Coburn that the Resolution be adopted. Carried, all Councilmen present voting aye. ,Bond of the of 1;1,000.00 for of the Franchise San the was .ORDINANCE NO. Diego Consolidated Gas & Electric Co., faithful performance of the conditions presented and ordered filed. , an ordinance granting the San Diego Consolidated Gas & Electric Company a franchise to lay gas pipe lines and erect poles and wires for heat and power purposes was read. Moved by Waddell, seconded by Bird that it be introduced and laid over under the rules and according to law. Carried. .Moved by Coburn, seconded by Bird that the recommendation of the Committee in the matter of job printing be accepted and the heads of the different departments act accordingly. Carried. • The City Attorney reported that he had a communication from Attorney Cosgrove stating that the City had the right to file protests in the Water Hearing at any time up to date of the hearing. . The Fire Chief stated that a test of the new fire engine would beheld Thursday, March 26, 1931 under the direction of the Board of Underwriters. .Lewis May was present, complaining of traffic conditions at 8th Street and Highland Avenue. Referred to the Police Department. .Mr. James Wilbur was present asking if some work could not be done on 18th Street between Granger and Rachael Avenues.
