Moved by Bird, seconded by Murray that the bills be allowed and
warrants ordered drawn for the same. Carried, all Councilmen
present voting aye.
.Mr. Milton Moeser was present asking for the use of the park
one night a week for American Legion football practise. Moved
by Bird, seconded by Murray that the request be granted. Carried.
•Mr. C. D. Eddy was present introducing Dr. Bard and Mr.
Stevens, representing the State Park and Beach Association who
asked for an appropriation of $200.00. The matter was laid over
till next meeting.
'Mr. Phillip Scheuerman was present regarding erection of
Neon sign on National Avenue. The matter was laid over.

C. Ellis present regarding plasterer's license. Matter
over.
Vansant was present asking for an appropriation of
$100.00 for the Civic Chorus. The matter was laid over till the
next meeting.
'Communication from J. H. Pendleton of the State -County
Parks and Beaches Association regarding luncheon meeting to be
held on October 9, 1931 was read and ordered filed.
Communication from T. C. Macaulay representing San Diego
Chamber of Commerce regarding meeting of the membership forum
on October 7, 1931 was read and ordered filed.
'Communication from the County Agricultural Commissioner re-
garding Termite control was read. The City Clerk was instructed
to write Mr. Mclean requesting copy of ordinance controlling
same.

. Communication from W. H. Lanagan regarding funds for the
dredging of the channel to National City and San Diego bay was
read. Moved by Bird, seconded by Waddell that the engineer be
to
instructed/run a traverse of the line of Ordinary Mean High
Tide. Carried.
• Moved by Murray, seconded by Waddell that Mr. Lanagan be
informed that funds will be available any time after December
15, 1931. Carried by the following vote: Ayes, Councilmen Bird,
Murray, Naddell and Requa. Nay, Councilman Cordingly.
. Communication from Public Service Oil Company, Ltd. request-
ing permission to construct a small distributing plant for
petroleum products on the South East corner of 17th Street and
9th Avenue, was read. Moved by Bird, seconded by Murray that the
request be granted. Carried.
• Communication from National City School District requesting
the closing of 3rd Avenue from 18th to 19th Street also alleys
in Blocks 110 and 83 was read. Moved by Bird, seconded by Murray
that the matter be referred to the City Attorney and City Engineer.
Carried.
.Communication from M. 0. Manlove requesting transfer of pool
hall license at 15 West 8th Street from W. S. Barger, ivas read.
Moved by Waddell, seconded by Bird that the request be granted.
Carried.
.Report of the City Judge for month of September 1931, was
read and ordered filed.
,Bond of Emil J. Berger master plumber presented. Moved by
Bird, seconded by Waddell that the bond be approved accepted and
ordered filed. Carried .
,Certificate of acceptance of City Engineer and Superinten-
dent of Streets of the work of T. B. Penick and Sons in paving
portions of Palm and Fairmont Avenues was read. Moved by Murray
seconded by Waddell that the certificate be accepted and ordered
filed. Carried.
✓,Resolution No. 1663, accepting work done by T. B. Penick
and Sons in paving portions of Palm and Fairmont Avenues and
ordering payment of 75% amounting to 62,232.45 was read. Moved

by Cordingly, seconded by Murray that the Resolution be adopted.
Carried, all Councilmen present voting aye.
. ORDIIANCE NO. , determining that the unsold balance
of the bond issue voted at special election on December 6, 1926,
of the total face value of S26,000.00 be notissued or sold, was
read. Moved by Bird, seconded by Cordingly, that the Ordinance
be introduced and laid over under the rules and according to law.
Carried.
• Moved by Murray, seconded by Bird, that whereas there is
a balance of $$9,131.61 in the Municipal Stre•t Improvement
Bond Fund of 1927, and all the work provided to be done in the
proceedings leading up to the issuance of trese bonds has been
done, accepted and paid for, and said balance still remains, that
the same be and is hereby transferred to the General Fund of said
City, and the proper officers of said City are hereby directed
to make the necessary entries to fully carry out said transfer.

• ORDINANCE NO. , , regarding public dance halls was
read. Moved by Cordingly, seconded by Bird, that it be intro-
duced and laid over under the rules and according to law.
Carried.
Report from the Union Title Insurance Company giving
preliminary examination of Lots 1 to 5,Block 1,D. E. Loziers
sub -division of the Wi of 10 Acre:Lot 10, s Section 154, Nat'l.
Ro., was read.
,Moved by Bird, seconded by Murray, that the proper officers
draw a warrant in favor of Masonic Temple Association for the sum
of $750.00 in payment of Lots 1 to 5, inclusive,Block 1, Loziers
sub -division l^lam of 10 Acre Lot 10, i Section 154, Nat'l Re.,
same to be delivered upon delivery of owner's policy in the usual
form from the Union Title Insurance Company to the City of
National City, free of all encumbrances except State and County
and City taxes for the fiscal year 1931-1932. Carried, all Council-
men present voting aye.
,Moved by Waddell, seconded by Murray that the sum of
y809.48 be transferred from the General Fund to the Library
Fund, ecd'the;;,$roper.officers instructed to make the necessary
entries upon their records. Carried.

.Chief of Police Gardner stated that there was a request to
place a football triangle sign at National Avenue and 8th Street,
I'Ioved by Bird, seconded by Murray that the matter be referred to
the Chief of Police with power to act. Carried.
sChief of Police Gardner presented contract with the Highway
Lighthouse Company of New York City for the installation of
Safety Signals along the streets. Moved by Bird, seconded by
ry rray that the City enter into a contract with the Highway
Lighthouse Company for a period of ten years and with the
elimination of Article 12 of said contract. Carried.
Moved by Cordingly, seconded by Murray that the Council
adjourn. Carried.
