Councilmen present- Bird, Cordingly, Fritz, Murray, Addis. Minutes of regular meeting of Jan. 21, 1930, and of regular adjourned meeting of Jan. 27, 1930, read and approved. Carried, all Councilmen present voting aye. tMr. Lewis was present and requested permission to erect Knight of Pythias signs at 1st Street and National Avenue and 2nd Street and Highland Avenue. Moved by Murray, seconded by Bird, that the petition be granted. Carried. 54. ,Communication from K-iwanis Club requesting that the swimming pool being constructed in the city park be rushed to completion as the first unit of the contemplated civic center, was read and ordered filed. •Communication from State Board of Public Health stating that recommendations had been made to grant the installation of additional sewerage system in National City, was read and ordered filed. .Communication from Hal Hobson, District Manager of Auto- mobile Club of Southern California, regarding boulevard stop at 13th Street and 1st Avenue, was read and ordered filed. ,Petition of property owners requesting that the boulevard stop at 1st Avenue and 13th Street be removed, was read. .Petitions of property owners requesting that the boulevard stop now at 13th Street and 1st Avenue be retained, were read. ,Moved by Murray, that the boulevard stop at 13th Street and 1st Avenue be discontinued. Motion received no second. 'Moved by Bird, seconded by Fritz, that the boulevard stop now at 13th Street and 1st Avenue remain as it is. Carried. •Petition of F. A. Murch to operate a Petroleum Products Distributing Plant in the City, Was read. Moved by Cordingly; seconded by Bird, that the petition be granted. Carried. ,It now being the time set for hearing appeals in the matter of Assessment No. 62 for the improvement of D Avenue between 18th and 30th Streets, same was taken up. Appeals of Pazzie Wilcox by P. Roberts, her agent, and Mary M. Smith, et al, were read. "RESOLUTION NO. 1522, Denying and overruling appeals of Pazzie Wilcox and Mary M. Smith, et al, in the matter of improve- ment of D Avenue between 18th and 30th Streets, was read. Moved by Murray, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. .RESOLUTION NO. 1523, Approving and confirming Assessment No. 62 for the improvement of D Avenue between 18th and 30th Streets, was read. Moved by Cordingly, seconded by Bird, that 55. the Resolution be adopted. Carried, all Councilmen present voting aye. ,It now being the time set for hearing of appeals in the matter of Assessment No. 63 for the improvement of 1st Street and L and J Avenue Terminations, same was taken up. The appeals of C. R. Linn and Myrtle Adams, were read. RESOLUTION NO. 1524, Denying and overruling appeals of C. R. Linn 1st Street Cordingly, and Myrtle Adams in the matter of the improvement of and L and J Avenue Terminations, was read. Moved by seconded by Murray, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 1525, Approving and confirming Assessment No. 63 for the improvement of 1st Street and L and J Avenue Ter- minations, was read. Moved by Fritz, seconded by Bird, that the Resolution be adopted. Carried, all Councilmen present voting aye. ,The following bids received for the paving of portions of D Avenue, 16th Street and L Avenue, were opened, examined and publicly declared: BUTTERFIELD CONSTRUCTION CO. Portland Cement concrete pavement, including preparation of the sub -grade, per sq. ft $0.136 GRIFFITH COMPANY Asphaltic concrete pavement, including preparation of the sub -grade, per sq. ft $0.13 BERT NOBLE Portland Cement concrete pavement, including preparation of the sub -grade, per sq. ft 13.3j WATSON & SUTTON Portland Cement concrete pavement, including preparation of the sub -grade, per sq. ft 142j BUTTERFIELD CONSTRUCTION CO. Asphaltic concrete pavement, including preparation of the sub -grade, per sq. ft $.119 V. R. DENNIS CONSTRUCTION CO. Asphaltic concrete pavement, including preparation of the sub -grade, per sq. ft $.134 56. ,Moved by Cordingly, seconded by Bird, that all bids for the paving of portions of D Avenue, 16th Street and L Avenue with Portland cement concrete pavement, be rejected. Carried, all Councilmen present voting aye. .Bids for paving of portions of D Avenue, 16th Street and L Avenue with Asphaltic concrete pavement, were referred to the City Engineer. 'Report of the City Engineer on bids for the paving of portions of D Avenue, 16th Street and L Avenue, with Asphaltic concrete pavement, recommending acceptance of the bid of Butter- field Construction Company, was read and ordored filed. Ni4RESOLUTION OF AWARD NO. 1526, awarding the contract to Butterfield Construction Company for the paving of portions of D Avenue, 16th Street and L Avenue, with Asphaltic concretDpave- ment, was read. Moved by Fritz, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ,It now being the time set for the continuance of the hearing of appeals in the matter of Assessment No. 61 for the improvement of portions of 16th Street, 18th Street and L Avenue, same was taken up. Agreement of T. B. Penick & Sons, guaranteeing to at any time within five years from date hereof, to repair in a good and workmanlike manner, any defects in work of improvement of portions of 16th Street, 18th Street and L Avenue, was read. Bond of T. B. Penick & Sons and New York Indemnity Company, was read and ordered filed. <RESOLUTION NO. 1527, Denying and Overruling all appeals from Assessment No. 61 for the improvement of portions of 16th Street, 18th Street and L Avenue, was read. Moved by Murray, seconded by Fritz, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 1528, Approving and confirming Assessment No. 61 for the improvement of portions of 16th Street, 18th Street and L Avenue, was read. Moved by Fritz, seconded by Murray, that the Resolution be adopted. Carried, all Councilmen present voting aye. 57. •Petition of Francis X. Morrow to remove two palm trees at 205 Highland Avenue was read and referred to the Street Department. (Report of the Recorder for month of January 1930, presented and ordered filed. (Bonds of Frank M. Chase and B. J. Scott, Master Plumbers, presented. Moved by Bird, seconded by Cordingly, that the Bonds be approved, accepted and ordered filed. Carried.
